About Relief Internationals response in Türkiye and Syria

After two powerful earthquakes hit south-eastern Türkiye and (north) western Syria, the situation on the ground remains fragile. Although response in both countries has picked up pace, humanitarian needs continue to rise, especially in Syria. The death toll in both countries combined is nearing the 50,000 mark, with numbers of injuries well over 100,000 in Türkiye alone.

Relief International (RI) is responding by working with local and international partners to provide immediate relief supplies, mobile health clinics basic providing health care and setting up wash support.

Position Summary.

The Human Resources Manager will ensure human resources and support systems are well established for the rapid and effective mobilization and management of the RI team on the ground responding to the emergency, working closely and respectfully with existing HR teams on the ground.

Your role will effectively partner with SMT to ensure existing RI staff affected by the earthquake are provided with support, new staffing needs are identified, and to ensure key positions are filled in a timely manner.

Key Responsibilities and Duties.

  • Establish / review emergency human resource and administrative policies relevant to the local context and compliant with RI policies and standards
  • Ensure recruitment and selection practice is effective, efficient, fair and transparent, and compliant
  • Ensure compliance with local labour laws in coordination with local HR teams
  • Assess staffing needs as required. Identify and recruit new and replacement staff including scheduling of contract extensions, new contracts, and necessary terminations.
  • Ensure review of long term national staff as well as international short term contracts.
  • Prepare job descriptions, terms of reference and submission of personnel requisitions in coordination with Country Director and Emergency Team Leaders.
  • Establish and maintain personnel files. Assess training and development needs of field staff and provide appropriate induction and orientation, training, supervision and support as required.
  • Monitor and uphold staff conduct and discipline
  • Ensure that exit interviews/ debriefs are prepared at the end of service.
  • Director and Security Officer to oversee staff welfare/ support functions for national and international staff. This position will be supervised by the Country Director.

  • Ensuring all recruitment files are audit ready documentation is up to date and centrally stored, with due regard to Data Protection standards

Experience and skills required for the role.

  • A relevant degree as minimum. A globally recognized HR certification is an advantage
  • Rapid recruitment experience within an International NGO would be an advantage
  • Ability to support and communicate with global teams in a positive and professional manner
  • Strong organisational analytical and administrative skills, including a strong ability to focus on detail and quality.
  • Ability to work under pressure in a fast-paced environment and to meet urgent deadlines
  • Excellent relationship management skills and ability to communicate in all forms (written, verbal, negotiation, presentation skills, etc.
  • Demonstrated strong people skills (e.g. the ability to coach, train, mentor and manage)
  • Ability to operate effectively under extreme circumstances including stress, security risks and sometimes harsh working/living conditions.
  • Demonstrate awareness and sensitivity to gender and diversity; experience and ability to live and work in diverse cultural contexts in a culturally appropriate manner; and capacity to make accurate self-assessment particularly in high stress and high security contexts.
  • Must be well organized even within a fluid working environment and takes initiative to resolve problems as they arise
