Food for the Hungry

Manage and oversee the financial management of a multi-year integrated Resilience and Food Security Program. The position oversees the financial, operational, and administrative aspects of the program while ensuring compliance with program terms, USAID regulations and FH policies and procedures.

This role is contingent on approval of a USAID grant, donor approval, and funding.

Food for the Hungry (FH) is searching for an experienced Senior Grants Finance Manager for the anticipated BHA/DRC Resilience Food Security Activity (RFSA) with an anticipated budget of $100m-299,99 million over 5 years. The program will seek to improve and sustain the food and nutrition security of vulnerable populations through multi-year resilience food security activities. These activities work at the individual household, community, and institutional level to address the underlying causes of food insecurity and malnutrition and strengthen transformative opportunities. RFSAs are intended to strengthen resilience in populations vulnerable to acute, chronic hunger, and malnutrition; recurrent shocks, stresses, and crises, and to reduce the need for ongoing or future emergency food assistance.

Principal Responsibilities

Key responsibilities will include control of assets, review of all financial transactions, preparation of financial reports, pipeline analysis and funds planning, control/coordination of finances with external agencies, including government, USAID, sub-grantees and implementing partners.

This role will support the project teams and implementing partners in achieving project goals by ensuring funding integration, financial accountability, financial staff planning, and reporting.

Likewise, will provide detailed financial analysis, reporting, system and process development, training and support to all financial staff associated with the grant. Will also be a member of the project management team and ensure that national legislations and country specific standards are adhered to and applied.

Financial Reporting

  • Financial oversight, budget management and monitoring, and financial reporting of the project.
  • Ensure proper review of the monthly financial reports for completeness, accuracy and compliance to donor reporting requirements and the generally accepted accounting principles.
  • Prepare cash requirements, monitor cash flow, and reconcile cash accounts to maintain proper cash balance.
  • Develop a system to monitor incremental funding and ensure that funding requests are submitted in a timely manner.
  • Involvement in both kick-off and close-out meetings at the project.
  • Ensure proper allocation of costs in compliance with the fair-share act stipulated in the cost principles.

Financial Policies and Procedures

  • This includes implementing financial policies in accordance with FH policies and USAID rules and regulations.
  • Ensure compliance of USAID/BHA regulations, adherence to National legislations, FH Finance policies, and country specific standards i.e., practice standard financial system including good internal controls, asset monitoring and reconciliation of all funds accounts including those of the sub-grantees.

Financial Reviews and Analysis

  • Prepare and analyze financial summaries and reports and timely submission to senior management for timely decision-making processes.
  • Ensure that the budget vs actual variances align to the terms and conditions of the award per grant agreement. Abnormal deviations should be reported to management in a timely manner.

Commodity Tracking and Management

  • Ensure compliance on both commodity and non-commodity financial reporting.

Sub-grantee Management

  • Develops and oversees the sub awards and grants to local and international partners ensuring all due diligence and reporting according to the award type.
  • Support project teams, sub-grantees, and contractors in achieving project goals by assisting them in budgetary and financial reviews.
  • Analyze and monitor the financial terms and conditions of sub-grant agreements.
  • Develop the sub-grantee training materials if FH wins a USG award as the prime agency.
  • Ensure implementing partner’s compliance with their organizational policy/procedures and USAID regulations in implementing the program.

Audit management

  • Facilitate and support internal and external audits. This may involve selection of external audit firms, preparing responses to audit reports, and addressing audit findings.
  • Work closely with the finance teams at the country office, regional office and at the headquarters.
  • Ensure prompt responses to the audit queries during the entry and exit meetings, and everything in-between the auditing process.
  • In general, direct all the A-133 or Sub-part F auditing processes at national and local levels.

Capacity Building

  • Train project finance and sub-grantee staff on all aspects of the financial systems and reporting including BHA/USAID regulations in order to build capacity of the team.
  • Serve as key resource for consortia teams; advise technical specialists, directors, and field office staff on finance, contracting, procurement procedures, contracting and sub-rating aspects in finance-related matters.
  • Develop tools and trackers that can improve the financial and compliance performance of the implementing agencies.
  • Participate in the consortium meetings on a monthly/quarterly basis.

Human Resources

  • Oversee Human resource management, procurement and payroll administration of the project coupled with the supervision of administrative and financial support team.
  • Ensure all the statutory payroll deductions are remitted to government/private organizations in a timely manner.
  • Review to confirm accurate computation of payroll-related costs in the monthly general ledger.
  • Strengthen succession planning within the grants department through effectively mentoring project accounts.

Budget and Cashflow Management

  • Review financial proposals from local partners including negotiating annual budget and review grantees financial expenditures reports for accuracy and adherence to the program and budget.
  • Creates systems to analyze and manage budgets, reviews, and approves budgets, monitors progress.
  • Works with proposal development staff to ensure compatibility between cost proposals and budget monitoring systems.
  • Coordinate the financial projection meetings.

Asset and Inventory Management

  • Periodic reviews of the Asset and Inventory management trackers.
  • Review the asset disposal processes and internal controls governing both assets and inventory items.
  • Oversee the periodic asset and inventory counts.

Job Level Specifications

  • Demonstrated ability to analyze complex financial data develop reports easy to read and use by other stakeholders.
  • Must have strong leadership, finance and organizational management and communication skills, as well as sound analytical abilities.
  • Must have a minimum of five years of experience with complex, fast paced, and challenging contexts in developing countries, preferably in a fragile or transitional state environment or security-challenged environments.
  • Must have relevant work experience in finance management, or senior field management experience that required close collaboration, and regular coordination meetings, with other team leads and sub-awardees, working closely with a donor, contractor or international NGO managing an office or program.
  • Must have excellent interpersonal skills, experience in a multicultural environment, and communication skills as well as negotiation and administrative abilities.
  • Proven ability to successfully lead an intercultural team in a development context, including supervising long-term field staff and short term international and local experts is required.
  • Ability to travel up to 30% of time per year in the region and internationally, to at times insecure countries or locations.

Experience

  • Experience working in DRC or in a country with a similar level of socio-economic development is desirable.
  • At least five years of experience with grants finance management and proven track record in leading and managing large projects/ programs.
  • At least 3 years of experience leading teams in public-funded projects of similar size and duration.

Education/Certifications

  • A bachelor’s degree in Finance, Commerce, Accountancy from any recognized university is required.
  • Advanced courses related to Financial Management, Budgeting and financial controls or master’s degree in related fields are desired.

Language

Fluency in spoken and written English is required, and Intermediate skills in French is desired. Ability to write and present reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from senior leadership, Government representatives, USAID, board of directors, consortia partners and the general public.
