In 2019, CRS established an Ethics Unit with a mandate for the prevention and response to ethical violations including fraud, corruption and all forms of harassment, exploitation and abuse. Working under the leadership of the Safeguarding Director, and in close collaboration with Safeguarding team, regional and country program leadership, this position will provide critical stop gap support on the in-take of safeguarding allegations, investigations, and the preparation and roll-out of CRS’ new Partner Safeguarding Compliance and Capacity Building Framework.
Roles and Key Responsibilities:

  • Support regions and country programs on the in-take and assessment of safeguarding reports and in preparing and conducting investigations of alleged safeguarding violations
  • Serve as investigation lead or co-lead on safeguarding investigations
  • Oversee the preparation of investigation reports and the inclusion of corrective actions to address gaps in knowledge, systems, or procedures to strengthen prevention efforts
  • Maintain/update safeguarding case files in whistleblower system
  • Support regions and country programs to identify and develop the capacity of designated safeguarding focal points for safeguarding prevention and response (investigations)
  • Working with the Senior Safeguarding Advisor and the Partner Safeguarding Advisors, support the preparation and roll-out of the Partner Safeguarding Compliance and Capacity Building Framework
  • Lead the development/adaptation of trainings, tools, templates and communication materials intended to ensure CRS supports our implementing partners to comply with safeguarding minimum standards, in coordination and collaboration with others from the safeguarding team, other HQ departments and country programs
  • Deliver interactive online and in-person trainings to regional and country program staff on CRS’ partner safeguarding approach, system, and tools
  • Proactively identify any gaps in understanding or application of CRS’ approach to partner safeguarding through dialogue, training, provision of tools, etc.

Basic Qualifications:

  • Ten or more years of experience in the humanitarian or development sector
  • Eight or more years of relevant experience in partnership capacity building or institutional strengthening, including the design and delivery of systems and trainings
  • Five or more years of experience in protection or safeguarding
  • Experience implementing safeguarding policies and practices related to staff and/or implementing partners
  • Strong inter-personal and team building skills; experience facilitating collaboration between partners and different departments and country programs
  • Strong analytical and writing skills; significant experience in, and comfort with, report writing
  • Solid organizational skills: the ability to be flexible and work well under pressure in a fast-paced multi-tasking team environment
  • Unpretentious and smart; a problem solver who seeks to find constructive solutions within compliance and policy requirements.

Education and Experience

  • University degree in Social Work, Development, Project Management, Organizational Development, Psychology or Public Administration
  • Master’s degree in a relevant field preferred

Required Languages – English fluency required. French proficiency preferred. Additional languages a plus.
Travel – minimal – two-three weeks
