Job Summary
In 2019, CRS established an Ethics Unit with a mandate for the prevention and response to ethical violations including fraud, corruption and all forms of harassment, exploitation and abuse. Working under the leadership of the Safeguarding Director, and in close collaboration with the Safeguarding team, regional and country program leadership, the Sr. Advisor for Investigations and Case Management will provide leadership on allegation in-take and management using a survivor-centered approach, supporting team members on investigations, and leading/co-leading on the investigation of high-risk allegations. The Sr. Advisor will provide ongoing leadership on process improvements in case handling and investigations, balancing efficiency with requisite due diligence, and maintain up-to-date templates and resources for investigators.
Roles and Key Responsibilities

  • Support safeguarding team, regions and country programs on the in-take and assessment of safeguarding reports and in preparing and conducting investigations of alleged safeguarding violations
  • Serve as investigation lead or co-lead on high risk safeguarding investigations
  • Oversee the preparation of investigation reports and the inclusion of corrective actions to address gaps in knowledge, systems, or procedures to strengthen prevention efforts
  • Maintain/update safeguarding case files in whistleblower system
  • Identify opportunities for process improvements in allegation in-take, investigations, and case management and coordinate solutions
  • Maintain/update investigation templates and ensure availability in all official CRS languages
  • Support the ongoing development of skills and capacity of Regional Safeguarding Advisors and Investigation Focal Points across CRS regions and country programs
  • Contribute to the development of internal and external reports on CRS’ overall safeguarding efforts and case statistics/analytics
  • Participate in and contribute to an external network of subject matter experts and communities of practice; help identify trends, best practices and lessons learned to bring to bear on CRS’ safeguarding work.

Education and Experience

  • University degree in Social Work, Development, Project Management, Organizational Development, Psychology or Public Administration
  • Master’s degree in a relevant field preferred

Preferred Qualifications

  • Ten or more years of relevant, international experience in an advisory or management role with progressive responsibilities. NGO experience preferred.
  • Extensive experience implementing safeguarding policies and practices related to staff and/or implementing partners.
  • Extensive experience in conducting investigations of staff misconduct, including workplace harassment and exploitation and abuse.
  • Knowledge of, and experience working with, USG and other major public donors
  • Strong inter-personal and team building skills; proven experience facilitating collaboration between partners and different departments and country programs.
  • Strong analytical and writing skills; significant experience in, and comfort with, report writing
  • Solid organizational skills: the ability to be flexible and work well under pressure in a fast-paced multi-tasking team environment.
  • Unpretentious and smart; a problem solver who seeks to find constructive solutions within compliance and policy requirements.

Required Languages – English fluency required. French proficiency preferred. Additional languages a plus.
