Summary: The Social Services and Outreach Manager works as part of an interdisciplinary team to address trauma rehabilitation needs of refugees. The Social Services and Outreach Manager will oversee social work and outreach interventions and provide leadership on systems building; protection mainstreaming; and individual and group meetings with adults and children who are survivors of survivors of conflict-related trauma, torture, and other human rights violations. This position will provide supervision, coaching and training to a team of social workers and outreach team, and provide education and support to help other organizations better meet the needs of torture and survivors of war. This position will pursue opportunities beyond direct care in areas such as resource building related to social service needs of torture and/or war trauma survivors. This position will intergrate advanced knowledge of protection principles into CVT’s social work and other relevant clinical systems to ensure the organization is reaching marginalized groups in an accessible, safe and inclusive manner.

Organization: CVT is an international nonprofit dedicated to providing trauma healing services to survivors of war and other violations. CVT works toward a future in which these violations cease to exist and victims have hope for a new life. We are headquartered in Minnesota, USA with offices in Africa and the Middle East. We work locally, nationally and internationally through programs that provide trauma rehabilitation, conduct technical assistance and capacity building to human rights activists, civil society organizations, and local service providers around the world who can prevent and treat gross human rights abuses, and advocate for human rights and an end to gross human rights violations.

Job Responsibilities:

30% Supervision and Training:

Conduct on-going supervision, formal training, staff support, promote self-care, mentoring and modeling to social workers and outreach coordinator. Design and carry out training programs for the social services team and wider interdisciplinary team, and individual professional development plans. Continually assess learning needs of social workers, develop and modify individual professional development plans, and adapt training and coaching accordingly. Adapt training style, content, and frequency to meet both individual and team needs. Work as interdisciplinary team to assess, provide and follow-up on topics related to case management, protection, outreach, interdisciplinary work and related topics. Participate in hiring and orientation for new social workers, outreach coordinator and oversee hiring of outreach volunteers. Support CVT implementing partners seeking to develop, expand, or advance their social services and case management through these methods, adapted to local context and needs.

10% Departmental Management:

Manage performance of supervisees and provide regular feedback both through formal and informal assessment. Manage day to day operations of the social services department, including managing the social services team and outreach coordinator that provides services across CVT centers in Jordan. Track and ensure program objectives are met. Support social work team connections and working relationships to other departments and senior leadership. Promote collaboration between disciplines of social work, counseling and physiotherapy. Identify opportunities and needs related to department growth and integration, including through career and partnership development. Lead on systems building for the social work and outreach teams including tasks such as creating SOP, best practice guidelines, and other guidelines. Integrate protection principles into current social work systems and practice to ensure CVT are implementing best practice and accessible vulnerable communities in a safe, inclusive and accessible way.

Carry out need assessments in local communities to determine appropriate social work, outreach and protection interventions for people who have been tortured and/or traumatized by war.

10% High Risk Case Management:

Assess and evaluate the case management needs of high risk beneficiaries as individuals or as a family (this might require home visit on case to case basis) and oversee the design of action plans. Coordinate on a systematic basis with clinical staff regarding referrals. Oversee the referrals (including follow-up and documentation) of actively high risk cases to external organizations, accompanying the beneficiaries if needed. Monitor the trends among beneficiaries for their changing needs. Ensure that all work with beneficiaries is confidential and that ethical practices are observed at all times.

10% Social Work Interventions:

Provide social work interventions to individuals, families and groups impacted by torture and war, in order to model methods and build capacity of social workers. Collaborate with other interdisciplinary providers as part of an integrated care model. Support the process of critical review, gap analysis, and content design for new and existing approaches. Carry out need assessments in local communities to determine appropriate social work interventions for people who have been tortured and/or traumatized by war.

10% Protection Interventions: Develop and integrate protection-based interventions into current social work practices. Provide training, mentoring and support to the social workers, outreach coordinator and interdisciplinary teams to ensure that all teams are aware of protection principles, risk identification, and key considerations for working with marginalized groups. Develop and support trauma informed systems such as referral mechanisms for individuals and families who are experiencing protection-based risks.

10% Program Development and Evaluation:

Participate in the design, implementation and evaluation of new programs both in Jordan and in the region.

Write and submit regular reports regarding social work, outreach and training activities, including training and workshop sessions that focus on progress achieved toward program objectives. Build the capacity of the teams. Update project activities work plan regularly.

15% Advocacy and Liaising:

As needed, represent CVT externally with existing and potential partner organizations and in coordination meetings. Guide and support social work and outreach team members where this is delegated. Map, strengthen and expand referral networks. Cultivate and maintain lively and mutually beneficial relationships with current and potential CVT partners and keep the organization informed of important developments regarding new actors in the field of refugee assistance. As appropriate advocate on behalf of beneficiaries in general and high risk cases in particular to promote timely access to necessary resources, information, and services.

5% Other Duties:

Participate in other program and organization-wide activities, meetings and trainings. Complete administrative responsibilities. Perform other duties as assigned.

Qualifications:

Required education, experience, certificates, licenses or registrations

  • Master’s degree or equivalent in Social Work or related discipline.
  • At least 5 years’ experience providing social work services to children, adults, families and groups
  • Experience or competencies in managing and supervising staff
  • Experience supervising social workers and/or outreach workers
  • Required: Understanding of and experience implementing culturally appropriate mental health interventions, including individual, group and community-based approaches for people who have suffered torture and war trauma.
  • Required: Experience developing and implementing outreach and community sensitization activities
  • Required: Advanced knowledge of the impacts of war trauma, torture and other types of violence on children, adults and communities.
  • Required: Understanding of and experiencing implementing trauma informed protection interventions with vulnerable or marginalized communities including; children, adults, families, Sexual and Gender Based Violence (SGBV) survivors, Gender Based Violence (GBV) survivors and other marginalized groups.
  • Required: Experience providing training and sensitization on the effects of war trauma and torture, protection, GBV, SGBV and other types of violence
  • Required: Experience developing and implementing departmental plans based on organizational objectives and project indicators.
  • Required: Understanding of and experience developing curriculum and providing training for social work and outreach professionals using interactive methodologies. Experience providing training and sensitization on the effects of trauma and war.
  • Required: Excellent interpersonal, written and verbal communication skills and demonstrated ability to communicate effectively with individuals at all levels.
  • Required: Demonstrated commitment to the organization’s interdisciplinary approach in trauma rehabilitation service delivery.

Competencies (Knowledge, Skills and Abilities)

  • Required: Computer literacy in Microsoft Office (Word, Excel, PowerPoint and Outlook).
  • Required: Excellent Oral and written communication skills in English and Arabic.
  • Required: Demonstrated flexibility and adaptability to work in challenging areas, changing conditions, procedures and/or policies, client needs, program needs, and required tasks.
  • Required: Ability to work independently and as a team member.
  • Required: Strong leadership, analytical, problem solving, and organizational skills including effective time management and work load organization.
  • Required: Commitment to the ethical and sensitive implementation of project activities, including a commitment to confidentiality, diversity, equity, and inclusion, quality service provision, and the prevention of sexual exploitation, abuse, and harassment (including online).
  • Required: Ability to consistently promote and represent a humanitarian and human rights understanding of their work internally and externally, including promoting acceptance of differences and non-discrimination.
  • Required: Commitment to and role modeling of human rights approach including: maintaining respect regarding any sensitive issues such as religion, minority or political affiliation and treating colleagues equally regardless of differences. Strong commitment to serve beneficiaries of CVT’s project regardless their religion, gender, disability, minority affiliation or political background.
  • Preferred: Experience working as part of an interdisciplinary team.

Supervisory Responsibilities: (Senior) Social Workers, Outreach Coordinator

Internal Collaboration: (Associate) Psychotherapist/Trainers, (Associate) Physiotherapist/Trainers, Clinic Systems and Training Manager, M&E team, clinicians and program staff, HR Manager, Senior Program Development Manager, and Country Director, (HQ) International Services Program Team, Research Department.

External Collaboration: Beneficiaries, other service providers in the field, referral partners, donors, and funders.

Work Environment:

  • Under normal conditions, work will be completed in a typical office environment with off-site meetings
  • Remote working from home when necessary due to public health conditions or other reasons
  • Time spent on the computer is approximately 40%
  • Regular work week is Sunday through Thursday

Physical Demands: While performing the duties of this job, the employee is regularly required to talk, see and hear. The employee frequently is required to sit and stand for up to 2 hours; walk; use hands to finger, handle or feel; and reach with hands and arms. This position requires the ability to occasionally lift supplies, of 30 pounds and be able to assist in mobility transfers of clients.

Travel: Regular travel to locations one hour away, as well as travel within Amman. Occasional regional travel.
