St. Joseph’s Foundation is a voluntary organisation providing comprehensive services for people with intellectual disabilities. Founded in 1968 the Foundation has grown through continuously responding to the needs of people with intellectual disabilities and their families.

The Foundation provides services to children and adults, through day services, residential, respite care, and home support in the North Cork and South West Limerick region. We have day and residential services in various locations in the North Cork and South Limerick area; such as Charleville, Dromina, Newtownshandrum, Buttevant, Newmarket, Mitchelstown and Mallow, in Limerick; Ballylanders,Ballyagran, Bruree, Bruff Croom Dromcollogher, Granagh Kilmallock, and Liskennett.

St. Joseph’s Foundation is a lead agency in Cork Kerry Community Healthcare for the North West Cork and the North East Cork Children’s Disability Network Teams. These teams provide services from 0-18 under the National Progressing Disability Services Programme and are based in Mallow and Fermoy.

The ideal candidate will have:

  • Social Care qualification minimum qualification level 7
  • Not less than 3 year’s experience working with children with an intellectual disability in a residential setting.
  • Proven managerial skills with not less than three years’ experience at management level and an appropriate management qualification to Fetac/QQ1 level 6 or equivalent.
  • Be able to demonstrate the ability to lead a staff team effectively.
  • Experience of managing residential budgets.
  • A detailed knowledge of HIQA.
  • Experience working with adults with behaviours that challenge (desirable).

JOB TITLE: Social Care Leader (Person in Charge)

REPORTING TO:Area Manager/ Head of Client Services

ACCEPTS REPORTING Social Care Workers and Care Assistants.

RELATIONSHIPS FROM: Members of multi-disciplinary Team, Parents, Supervisors

LIAISE WITH: Members of multi-disciplinary Team, Parents, Supervisors, External organisations – statutory and non-statutory, community

organisations.

INITIAL ASSIGNMENT: Cooleen’s Respite House

INITIAL HOURLY 37 hours per week (Day /Rostered Duties as assigned)

Job Goal

COMMITMENT:

To supervise, co-ordinate and develop the Foundation’s Children’s Respite Services, ensuring a high quality service is provided to these residents and in compliance with the National Standards for Residential Services Children & Adults with Disabilities 2013-[(Health Care Act 2007 (Care and support of residences in designated centres for persons(Children& Adults) with disabilities) regulations 2013]To provide children with a home-from-home in accordance with the Foundation’s Mission Statement “ to provide people with disabilities the opportunity to live the life of their choice to their fullest potential”

Duties

  • Staffing & Leadership
  • To ensure that staff establish and maintain relationships with the residents which are based on respect and equality and promote their independence.
  • Foster parental involvement and co-operation in the development of individualised Person Centred Plans for children availing of respite care services. Encourage parental visits and the development of supportive relationships with neighbours and other people who live or work in the Respite Centre.
  • Plans and implement staff rosters for the Respite Centre bearing in mind an appropriate skills mix and utilising all human resources in a cost effective manner.
  • Leads, manages and evaluates interdisciplinary care for children in the Respite Centre in line with the Health Care Act 2007 (Care and support of residents in designated centres for persons (Children and Adults) with disabilities) regulations 2013 and the Provision of the Childcare Act 1991 and all relevant regulations and standards that apply to Children in care.
  • Leads staff using a consultative approachable management style and hold regular team meetings.
  • Hold supervision meeting with staff on a regular basis.
  • Support the process of person centred planning within the Respite Centre.
  • Ensure that all staff within the Respite Centre practice within their professional scope of practice.
  • Ensure that all new staff in respite care services receive an adequate induction programme, have a clear understanding of their duties, responsibilities and the standards of performance expected of them in line with the requirements of HIQA.
  • Ensure that all relevant staff are aware of, understand and implement the Foundation’s policies and procedures.
  • Create an environment which is conducive to team working and the establishment/maintenance of good staff morale and retention.
  • Manages and monitors levels of absenteeism taking corrective action as required which includes back to work interviews.
  • Carry out goal setting and development with social care and support staff.
  • Make senior management aware of situations where the grievances and disciplinary procedures may need to be evoked.
  • Professional & Clinical Responsibility
  • To ensure that service users receive the highest standard of clinical/holistic care.
  • To ensure that the St. Joseph’s Foundations policies and procedures are understood and implemented and their implementation is monitored within area of responsibility.
  • To ensure practices in the workplace comply with relevant legislation.
  • To uphold the code of professional conduct in practice.
  • To make evidence based decisions in a transparent manner by involving and empowering others.
  • To embrace advocacy in the delivery of person centered care.
  • To ensure that complaints received are dealt with in accordance with the Foundation’s complaints policy.
  • Planning
  • To prioritise and respond to demands under pressure or in emergencies.
  • To ensure that a system of record keeping and reports for operational activities, planning of meetings, case conferences and other events are maintained in accordance with HIQA requirements.
  • In association with the Area Manager of Residential Services plan short, medium and long term goals regarding respite services to achieve desired outcomes.
  • In association with the Area Manager of Residential Services schedule and attend on a monthly basis (or as required) a joint meeting of representatives for all residences.
  • Advise and initiate discussion with the Area Manager of Residential Services on desirable developments, improvements in services quality and cost saving strategies in the Respite Centre.
  • Finance
  • To ensure efficient and effective use of resources.
  • To ensure that service users monies are accounted for in accordance with the Foundation’s policy.
  • To ensure, control of expenditure in the Respite Centre, within an agreed budget and track variances.
  • Quality, Education and Research (Incl Professional Development)
  • To monitor and work to improve the team processes, encourage team review and reflection
  • To monitor and evaluate methods of quality assurance and clinical effectiveness.
  • To participate in continuous professional development particularly in the area of children and Intellectual Disabilities.
  • To ensure that clinical practice in the Respite Centre is evidence based.
  • Health & Safety
  • To ensure all accidents/incidents are reported and documented on our online system.
  • To ensure that senior managers are contacted in accordance with Foundations’ policy, in the event of a major incident or accident.
  • To ensure that all aspects of Health & Safety are effectively managed and any problems orshortfalls addressed and accelerated to your line manager if necessary.
  • To ensure that staff monitor, respond to and report all accidents and incidents following agreed policy and procedures.
  • To make oneself aware of the Foundation’s duties and the employee duties under the Safety, Health and Welfare at work Act 2005.
  • To report faulty equipment and fittings to the designated person.
  • General Duties
  • To promote a positive and respectful awareness of learning disability in the community.
  • To act as a Key Worker for children as required.
  • Ensure that the Respite Centre is maintained and kept tidy at all times and that parents, relatives, and other visitors are welcomed and treated with courtesy.
  • You may be required to drive Foundations Transport (mini-bus) and instruction for same will be provided. You will be required to have a full driving licence and indemnify the Foundation on your motor insurance policy. Evidence of same will have to be produced to the HR Department on a yearly basis.
