I. About CRS

II. Background

Since 1943, CRS has served with the mission to alleviate human suffering, advance full human development and foster charity and justice in the world. Serving over 190 million people in 114 countries, CRS implements programs involving an array of technical sectors, including health, nutrition, social services, agriculture, livelihoods, peacebuilding, WASH, education, and emergency response. Social and behavior change (SBC) is foundational to all the work that CRS does, and promoting change at the individual, household and social level is essential for lasting impact.

Due to the wide variety of sectors, programs, and the very context specific nature of SBC, a truly diverse array of SBC approaches and activities have been implemented throughout the organization. Some of these have been adopted and adapted from well-known SBC approaches developed by other organizations, (ex: Care Groups) whereas others have been initiated within the organization (ex: Community Lead Total Nutrition). SBC activities run the wide gamut from national and local media, community events, peer approaches, household and individual activities, and nearly everything in between. Programs in health, nutrition and WASH have long integrated SBC activities into their approaches, but awareness of and integration of SBC into food security, livelihoods, disaster risk reduction, climate change, and other programmatic sectors has grown significantly in the past few years.

As SBC is increasingly integrated into diverse programming, there is both a growing body of experience to draw on, as well as increasing interest to learn from examples (both positive and negative) to help inform future program design and improve implementation. Unfortunately, the plethora of approaches and learning resulting from many SBC activities has not been systematically documented, may not have been shared beyond the country or regional level, nor analyzed for trends or recommendations at a global level. Thus, a great deal of valuable organizational learning and sharing has not occurred.

III. Primary Purpose

The purpose of this consultancy is to capture learning from past and ongoing SBC approaches in order to ensure that valuable experience, documentation, and lessons learned are preserved, shared and made actionable. Whilst SBC is very context specific and there is no one-size fits all approach, this consultancy should foster the identification and deeper analysis of particularly innovative, effective, or promising SBC approaches, which can then be better developed and promoted within the organization. These aims will be achieved through collecting and analyzing documentation of SBC approaches / activities and processes, consulting with key project staff involved in the design and implementation of the project, and the development of recommendations based on ongoing and past experience implementing SBC activities.

IV. SOW

The consultant will work closely with the CRS headquarters-based SBC technical team, Knowledge Management advisors, as well as technical advisors in other programmatic sectors, regional advisors, and country level program staff. With their guidance, the consultant will;

1) Communicate with regional and country level staff to identify, collect and catalogue;

A. project documents with information relevant to the design, implementation, monitoring and evaluation of SBC approaches and activities (ex: proposals, research, quarterly, monitoring, or final reports, surveys, one-pagers, etc.)

B. SBC products created during the project (ex: counseling cards, job aids, posters, videos, scripts, training materials, etc).

As much as possible, documentation will be collected and organized by CRS before the start of the consultancy. However, the consultant may need to lead or augment documentation for some projects. These documents and products will be organized and cataloged so that they create a repository of key resources for reference and future use.

2) After collecting, cataloguing, and reviewing project documents, the consultant will conduct interviews with key technical and program staff to gather additional details about the project experience, challenges, adaptations, and lessons learned pertaining to SBC.

3) Having gathered sufficient information, the consultant will write up a synopsis of each SBC approach in order to systematically capture key elements, including;

A. Key project information (goals, geographic coverage, dates, partners)

B. Description of the SBC approach

C. SBC theory or framework

D. Key behaviors to be changed

E. Determinants of those behaviors (if identified)

F. Audience / Target group (s)

G. Any assessments, research, pilots that were done to inform design or implementation

H. SBC approach / activity design process

I. Trainings that were conducted

J. Implementation / supportive supervision structure

K. Frequency / duration / quality of interaction with target groups

L. Any material support provided

M. Compensation or incentives to volunteers, participants

N. Indicators that were used and how they were measured

O. Evaluation methods and results

P. Elements to support sustainability

Q. Products that were produced our used (flip charts, job aids, theatre, videos, radio)

R. Cost / budgeting and staffing information

S. Donor or funding mechanism

T. Partners or external consultants involved

4) Lastly, the consultant will produce a final report that describes;

A. The overall range of SBC approaches / activities used by CRS, and which of those seem to be the most effective and why

B. Strengths and weaknesses of commonly used approaches / activities, or in the design or implementation of them

C. Particularly innovative or promising SBC approaches

D. Negative examples, common problems, key issues, challenges to consider

E. External examples or learning, as relevant

Evidence-based recommendations for areas in which CRS could improve or expand SBC programming, as well as design, implementation, monitoring and evaluation of SBC programming.

V. Deliverables and Level of Effort

Deliverables

Deliverables for the consultancy will include the following items.

1) Workplan / timeline for consultancy

2) Online catalogue of project documents / products

3) Synopsis of SBC approaches / projects

4) Draft final report (35-50 pages in length)

5) Finalized final Report (35-50 pages in length)

Level of Effort

The consultant will be paid for the agreed number of days worked up to 35 days from June 1st, 2022 to August 31, 2022.

VI. Period of Performance and Payment Schedule

CRS will engage the consultant for up to 35 days from June through August 2022. The consultant will work remotely and is expected to have reliable internet access, with regular check-ins with the SBC Technical Advisors.

VII. Qualifications and Experience

Qualifications and Experience

1) Advanced degree in public health, communications, social science, international development, social or behavioral studies, or other relevant field

2) Minimum 10 years’ experience in international development with a focus on programs aimed at social and behavior change

3) Extensive knowledge of social and behavior change tools, frameworks, theories, resources

4) Experience with at least three of the programmatic sectors covered by CRS (health, agriculture, food security, humanitarian response, education, peacebuilding, WASH).

5) Demonstrated ability to analyze diverse data and resources and produce well-written technical guidance.

6) Excellent English written communication skills.

VIII. Application Components

Applicants must submit the following:

1) Cover letter, which describes a brief summary of approach that demonstrates qualifications in undertaking the Scope of Work. This summary should highlight how the applicant will complete the deliverables (Document cannot exceed 2 pages single-spaced).

2) Compensation rate per day and total cost for completing the assignment

4) Three professional references, with the following details about the references: (a) name, (b) position, (c) company, (d) phone number, (e) email address, and (f) city, state, country

IX. Travel and Insurance Requirements

No international travel is anticipated, however, If international travel is planned, prior to obtaining airline tickets, the identified consultant will complete and submit an “Acknowledgement and Warranty of Insurances” form to CRS HQ/Global Supply Chain Management at an address to be provided, and to the CRS Contact Person. Medical insurance and medical evacuation insurance must be valid for the country and duration of travel, and would be paid for by the Consultant in the event that international travel was requisite.

XII. Terms of Payment

Consultant will submit invoice(s) for approval. Once approved by CRS staff. Net 30 are the payment terms, and payments are based on the schedule outlined in the table above in Section VI: “Period of Performance and Payment Schedule” as well as the remaining text in this Section (XII: Terms of Payment).

Payments will be processed after completion of the following four action steps:

1) Submission of deliverable(s) by the consultant.

2) Submission of an invoice specific to the deliverable(s) by the consultant.

3) Approval of the deliverable(s) by CRS.

4) Approval of each invoice by CRS.

Payment will be made within 30 days after the above steps are completed.

Percentage Payment Schedule Would Not Be Aligned with a Daily Rate

The payment value would be commensurate with the number of billable days incurred, in alignment with the level of effort described below. Therefore, payment stated as a percentage for a compensation arrangement against a daily rate would not be appropriate. If payment is to be made after the first two activities have occurred, then it would be anticipated to be 20 billable days, though it may be a bit more or a bit less than 20 days. In the Payment column, it would be appropriate to state, “Based on the number of billable days actually incurred in alignment with the anticipated level of effort described in this section.”
