Program Summary:

Project HOPE is mobilizing to provide health and humanitarian assistance to internally displaced persons in Ukraine as well as refugees in neighboring countries fleeing the ongoing conflict. Project HOPE is in contact with the WHO led Health Cluster in Ukraine, which has noted critical needs in primary health care.

Position Summary:

The purpose of this role is to provide guidance across the Ukraine program portfolio on gender equality and social inclusion (GESI). This will include driving the implementation of Project Hope’s GESI Strategy and Action Plan to strengthen GESI integration in programming and supporting functions. The postholder will be responsible for working across various teams to provide GESI-related technical assistance, capacity strengthening and support to business development. The postholder will also engage with partners on GESI issues and will represent Project Hope Ukraine in external networks and fora. This is a new role within Project Hope and therefore offers the postholder an excellent opportunity to shape and build upon a strategic area of work.

Responsibilities:

Technical Support

· Oversight of GESI programming in Ukraine and in the three host refugee countries (Poland, Romania, Moldova) with related travel, as required.

· Drive Project Hope Ukraine’s approach to GESI through implementation, monitoring and review of the GESI Strategy and Action Plan across programs and activities.

· Engage with program teams in Ukraine and with GESI focal points in the host refugees countries to provide technical GESI support across programming and activities throughout the project cycle and recommend adjustments or new activities where needed.

· Provide assistance to teams in the identification and analysis of intersecting forms of vulnerabilities.

· Collaborate with the MEAL team to ensure the GESI perspective is included in data collection, monitoring, evaluation, analysis and learning processes to better understand and respond to the differentiated impacts of programming.

· Link with partners to support integration of GESI across activities as well as tools and approaches.

· Collect information at the regional level to provide GESI-related inputs to annual planning, strategic planning and budgeting processes.

Training & Capacity Strengthening

· Strengthen staff capacity on GESI and ensure a clear understanding of key concepts through the development and delivery of trainings and awareness raising activities.

· Collaborate with partners to strengthen GESI capacity and approaches in program delivery.

· Share resources and guidance on GESI with staff to support the strengthening of GESI integration in programming.

· Drive the establishment of and provide support to a GESI focal point network. Enable their sharing of experiences within a safe and mutually supportive environment.

Business Development

· Provide support to proposal development and ensure that proposal design is informed by a sound GESI analysis of the context.

· Ensure that GESI considerations are integrated in the development of project logical frameworks and resources are allocated as appropriate in budgets.

· Track and document project progress from the GESI perspective and contribute to project updates and periodic reporting.

· Review GESI related reports developed in the four countries to feed into best practices and analysis of lessons learned.

· Represent Project Hope Ukraine as a focal point for GESI in engagements with donors or other partners at the regional and country level.

· Prepare brief and presentations on GESI results, best practices and challenges.

Collaboration & Representation

· Represent Project Hope Ukraine in GESI-related meetings, fora, working groups and networks.

· Work with communications to capture GESI-related success stories that can be communicated internally and externally to various audiences.

· Collaborate and build/maintain relationships with international and local GESI-focused organisations, fora and groups in the project areas.

· Promote partnership with national and regional networks working on GESI and refugees.

The duties and responsibilities set out above are not exhaustive and the postholder may be required to carry out additional duties, within reason, and proportionate to their level of skill and experience.

Minimum Qualifications:

Education:

· Master’s degree in a relevant field, such as gender/inclusion studies, development or humanitarian studies, social sciences or a related field.

Experience

· At least five years of progressively responsible experience working on GESI in an advisory role, with a focus on planning, implementing and monitoring of programmes – ideally in an NGO environment.

· Experience of working with and/or developing GESI tools, approaches and methodologies, including working with data, analyses and assessments.

· Experience in designing and/or delivering GESI training and capacity strengthening workshops for various stakeholders and audiences.

· Experience of driving GESI initiatives across teams and departments.

· Experience of coordination with other international and national stakeholders at all levels.

· Experience representing an organisation externally with technical networks, donors, academia and in other contexts, and building relationships with stakeholders.

· Fluency in English.

· Ability and willingness to travel to Ukraine (based on security recommendations), Moldova, and Romania.

In addition to the responsibilities referenced above, candidates can expect to be living and working in austere conditions. Lifting moderately heavy objects from the ground, carrying a backpack for extended periods of time, and walking or hiking in remote locations may be necessary to perform these functions.

PREFERRED QUALIFICATIONS:

· Doctorate in an area related to gender and/or inclusion.

· Understanding of or previous experience working within Ukraine.

· Skilled in GESI research design, trend analysis and development of learning materials.

· Experience in resource mobilisation for GESI activities and programming.

· Technical knowledge of health, protection, WASH.

· Strong IT skills, including Microsoft Outlook and Office package.

· Knowledge of Russian is an asset
