Context:

As an important function of its mandate, IOM is the Cluster Lead Agency for Camp Coordination and Camp Management (CCCM) for disaster-induced displacement situations under the 2005 Inter-Agency Standing Committee (IASC) Humanitarian Reform. Although the position being advertised is not a CCCM position for a disaster response, IOM’s experience as Cluster Lead for CCCM remains relevant for programming at Camp as Sayliyah (CAS) in Doha, Qatar. In line with the commitments to the global Call to Action on Protection Against Gender-Based Violence (GBV) in Emergencies, IOM has been working to improve GBV prevention and risk mitigation in emergency operations worldwide, including in responses devoted to the Afghan evacuee population.

Under the overall supervision of the IOM Qatar Chief of Mission and direct supervision of the Senior Operations Officer (Transit Centre), the Site Officer will be responsible for coordinating and monitoring the daily functioning of the site and its improvement in close liaison with officials and counterparts in the military. The successful candidate will also support the implementation of site improvement activities for the benefit of the Afghan evacuee population at CAS at the operational level including emergency preparedness and response, women’s participation and site planning.

Core Functions / Responsibilities:

  1. Contribute to the identification and response to requests for assistance from the CAS guest population as well as from relevant stakeholders including the US military and the US State Department. As part of this responsibility, the Site Officer will acquire an understanding of what is within IOM’s mandate at CAS.
  2. Identify gaps, draft or revise guidelines, standard operating procedures and tools for site improvement including emergency preparedness and response for emergency situations, as necessary.
  3. Assist with coordination and facilitate better integration between the Assistance Program and IOM’s USRAP work at CAS.
  4. As appropriate, respond to camp complaints and information obtained from the ComplaintsFeedback Mechanism (CFM), Community Leader meetings as well as other sources of information emanating from the population, working closely with other Assistance Program Officers particularly the Protection Officer. Contribute to the development of new methods and ways to gather information regarding concerns, issues or ideas for improving Site management.
  5. Work closely with relevant IOM Assistance Program pillar staff, military personnel and State Department officials on Site planning activities, support the development of technical guidance and tools, and participate in the implementation of joint capacity building initiatives.
  6. Attend technical working groups at CAS as required. Maintain good working relationships and information sharing protocols with relevant stakeholders to facilitate cohesive and coordinated approaches.
  7. Provide capacity building support as required to relevant US military personnel, contribute to strengthening capacity building tools and training materials, and support their adaptation to address specific operational needs.
  8. Contribute to the drafting of quarterly progress reports and weekly sit-reps, collect lessons learned and best practices. Participate in open communication with IOM colleagues and outside stakeholders and partners using all communication tools available.
  9. Support other activities of the IOM CAS team, contribute to CAS meetings and events, and coordinate with other parts of the Assistance Program to help streamline procurements and the recruitment of staff.
  10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in International Affairs, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience assisting refugees or internally displaced persons in a camp setting and/or managing humanitarian programmes at an operational level;
  • Experience providing technical support in a variety of operational contexts;
  • Previous experience working with military entities is desirable;
  • Experience in liaising closely with partner agencies, NGOs and the US government.

Skills

  • Ability to work with diverse stakeholders and plan activities;
  • Knowledge of GBV risk mitigation activities in camp settings is desirable;
  • Demonstrated ability to work productively on a team;
  • Solid computer skills, including proficiency in MS Office package (Office, Excel, Power Point,Outlook), Adobe Suite, internet and Email.

Languages

IOM’s official languages are English, French, and Spanish.

For all applicants, fluency in English is required (oral and written). Working knowledge of Dari, Pashto, Farsi, and Arabic is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
