Under the supervision and guidance of the Protection from Violence Specialist, the Site Management (SM) Adviser is responsible for leading the technical development of the SM/UDOC programme sitting under the Protection from Violence (PfV) Core Competency (CC). This includes providing strategic direction, ensuring quality control, as well as planning and overseeing the capacity building of the SM/UDOC teams across Ukraine. What you will do:

  1. Develop the SM/UDOC strategy with a focus on engagement of community representation structures in coordination and decision-making mechanisms and support to local partners.
  2. Coordinate/design and provide technical supervision of regular community participatory processes (assessment, community workshop) in target areas.
  3. Adapt and integrate SM and Safe and Inclusive Programming (SIP) standards to all SM/UDOC activities.
  4. Design a capacity building strategy adapting the existing sector and NRC training packages on UDOC/Community Engagement/Coordination to the local context.
  5. Train and build the capacity of NRC SM/UDOC staff and identified local actors (local authorities, national/local NGOs, CBOs, etc.), as per needs/strategy
  6. Develop relevant SOPs and monitoring mechanisms to ensure high programme quality standards based on Minimum Standards for Camp Management.
  7. Contribute to the establishment and/or strengthening of functional internal and external referral mechanisms, including developing SOPs and case-tracking tools, training the SM/UDOC team, providing technical support throughout the roll-out phase, and building relationship with internal and external stakeholders involved in referral .
  8. Closely coordinate the SM/UDOC response with other NRC Core Competencies, in particular in relation to community engagement work with local authorities, community representation structures, referrals and infrastructure intervention (shelter/wash).

  10. Coordinate with the Area Office(s) management to ensure consistency and learning between the implementation and development of SM/UDOC programme across the country in different potential settings (i.e. urban areas, collective centres, rural areas with sparse sites, etc.).
  11. Strengthen area-based coordination mechanisms, leading where relevant the coordination among different actors.
  12. Adapt UDOC standard implementation modalities – Community Center/Outreach – to the local context and needs, support the development and expansion of the SM programme in line with global NRC UDOC principles and approaches.
  13. Represent NRC in relevant coordination fora at national and sub-national level, including e.g. the CCCM Cluster and its Strategic Advisory Group, any relevant Durable Solutions or accountability to affected populations fora.
  14. Support area teams during donor visits focused on NRC’s SM/UDOC programming.
  15. Explore potential avenues for implementation of SM/UDOC activities through partnerships with national/local organizations. This includes working closely with the Partnership manager when it comes to engagement with a broad range of local actors (e.g., national NGOs, Community-Based Organizations, local authorities) and supporting the SM/UDOC teams at area level in terms of capacity strengthening of selected partners.

What you will bring:

  • A bachelor’s degree in a relevant field (social sciences, or related disciplines). An advanced academic qualification will be an advantage.
  • Minimum 4 years of experience working in humanitarian/early recovery context. Previous NRC experience will be an advantage.
  • Experience from working in volatile and insecure environments.
  • Documented results related to the position’s responsibilities.
  • Fluency in English, both written and verbal.

Context/specific skills, knowledge and experience:

  • Experience managing a complex CCCM/Site Management/UDOC programme, including programme development, implementation and monitoring.
  • Experience with Community Engagement approaches, especially in an early recovery context and with a focus on durable solutions.
  • Experience in area-based coordination and approaches will be an advantage.
  • Excellent understanding of key technical standards (Minimum Standards for Camp Management, Sphere, IASC, protection mainstreaming, IHL, gender and humanitarian principles, donor markers on gender and disability etc.) and a demonstrated ability to integrate them into programming.
  • Extensive familiarity with the humanitarian architecture in IDP responses.
  • Knowledge of the Ukraine humanitarian context.
  • Working proficiency in any local language of Ukraine will be an advantage.
  • Experience in the design and delivery of team capacity strengthening, including remote coaching, mentoring and training. CCCM ToT certification is an advantage.
