What we are looking for

The Norwegian Refugee Council (NRC) is seeking a highly qualified, resilient, and dynamic professional that will be responsible to lead the operative actions of the Rapid Response Unit – RRU in Colombia, guaranteeing coordination with the attention systems, the technical quality of the projects, the correct use of resources, and capacity build staff related to the emergency response.

What you will do

  1. Line Management for emergency project staff
  2. Coordinate and manage emergency response project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
  3. In close collaboration with others, contribute to the development of emergency response strategies and approach, including new emergency projects. Develop Macro LFA and guidance for proposals.
  4. Contribute to fundraising, develop and revise funding proposal, budgets and donor reports, based on technical standards and donor priorities
  5. Implement technical direction and ensure high technical quality of the emergency projects
  6. Ensure systematic training and build capacity of technical staff

What you will bring

  • Professional in human or social sciences, with a postgraduate degree in subjects related to any of the following fields: Humanitarian Action, Human Rights and/or International Humanitarian Law.
  • Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts.
  • Emergency Response expertise.
  • Documented results related to the position’s responsibilities.
  • Knowledge about own leadership skills/profile.
  • Intermediate level of English, an advanced level is an asset.
  • Previous experience working with victims of the internal armed conflict in Colombia, preferably in crisis situations, in areas of high complexity and difficult access.
  • Knowledge of Law 1448 and the regulations on assistance to victims of the armed conflict in Colombia.
  • Knowledge and management of humanitarian architecture.
  • Knowledge of community-based organizations and territorial governments.
  • Knowledge of the organization of ethnic communities and their regulatory framework.
  • Knowledge of humanitarian action donors (ECHO, BHA/USAID, COSUDE) will be positively valued

What we offer

  • Duty station: Bogotá, Colombia.
  • Contract: national contract, fixed term: 6 months
  • Travel: up to 60%
  • Salary/benefits: grade 8 on NRC’s regional salary scale, with accompanying terms and conditions
