The Nepal Health Sector Support Programme 3 (NHSSP 3) had begun in March 2017 as the technical assistance (TA) component of FCDO’s Nepal Health Sector Programme 3 (NHSP3), and included two TA components, the General Health Technical Assistance (GHTA) to support the federal MoHP to deliver its Health Sector Strategy 2015-2022; and the Retrofitting and Health Infrastructure TA (RHITA) to MoHP and Department of Urban Development and Building Construction (DUDBC) to support the retrofitting and rehabilitation of two priority hospitals in earthquake affected areas. A no-cost extension for the programme was confirmed recently, to provide support for the completion of retrofitting of the two public hospitals, and to enable essential components of health reform in the context of federalism. The no-cost extension is referred to as RHITA+ reflecting this dual purpose and will be delivered by Options UK.

The health systems strengthening component of RHITA+ will mainly have a sub-national focus and provide support for the early implementation phase of the new Nepal Health Sector Strategic Plan, 2022-2030. The federal constitution mandates local governments to deliver the Basic Health Services Package (BHS) and provincial governments are now responsible for most of the referral services. Support is required to enable these sub-national governments to strengthen their capacity for governance and accountability, and to provide quality health services which everyone can access without financial burden.

Options Consultancy Services is seeking to hire a Site Engineer to support the Department of Urban Development and Building Construction (DUDBC) on the execution of the retrofitting works of Bhaktapur Hospital as technical assistance for supervising, monitoring, and reporting the works at the site.

Responsibilities:

The Site Engineer will:

  • Supervise hospital retrofitting works as per the design and specifications.
  • Ensure quality control processes on site are in line with prescribed quality standards and specifications.
  • Ensure health and safety, and environmental aspects of on-site operations
  • Use monitoring and evaluation tools to measure progress and output
  • Oversee developments of the contractor’s detailed critical path method schedule including sequential retrofitting construction work.
  • Support to RHITA and DUDBC team for liaising with the local Government, hospital management, relevant construction professionals, and contractors to ensure a clear understanding of requirements, work sequencing and location.
  • Report any issues at the site related to site operation, technical design and construction process to RHITA team and DUDBC and support to resolve them.
  • Support DUDBC and contractor with on-site training as necessary.
  • Attend meetings, seminars, consultative events and workshops as a representative of RHITA team as required
  • Be familiar with, and observe, RHITA and Options requirements on staff behaviour and performance, grievance and disciplinary procedures, anti-corruption action and other relevant personnel conditions of employment.

Person specification:

To succeed in this role, you will have:

  • Bachelor’s degree in Civil Engineering with a minimum of 5 years experience in the relevant field and at least 3 years of professional experience in supervision and monitoring of building construction works of significant size.
  • Experience in health building construction and supervision of projects
  • Experience in retrofitting construction works will be an added advantage
  • Track record of delivered and built projects, involving design and construction supervision
  • Strong working knowledge of relevant national and international construction design codes, standards and practices
  • Skills, attributes, and other requirement are mentioned in Terms of Reference (ToR).
