The Nepal Health Sector Support Programme 3 (NHSSP 3) had begun in March 2017 as the technical assistance (TA) component of FCDO’s Nepal Health Sector Programme 3 (NHSP3), and included two TA components, the General Health Technical Assistance (GHTA) to support the federal MoHP to deliver its Health Sector Strategy 2015-2022; and the Retrofitting and Health Infrastructure TA (RHITA) to MoHP and Department of Urban Development and Building Construction (DUDBC) to support the retrofitting and rehabilitation of two priority hospitals in earthquake affected areas. A no-cost extension for the programme was confirmed recently, to provide support for completion of retrofitting of the two public hospitals, and to enable essential components of health reform in the context of federalism. The no-cost extension is referred to as RHITA+ reflecting this dual purpose and will be delivered by Options.

The health systems strengthening component of RHITA+ will mainly have a sub-national focus and provide support for the early implementation phase of the new Nepal Health Sector Strategic Plan, 2022-2030. The federal constitution mandates local governments to deliver the Basic Health Services package (BHS) and provincial governments are now responsible for most of the referral services. Support is required to enable these sub-national governments to strengthen their capacity for governance and accountability, and to provide quality health services which everyone can access without financial burden.

Options Consultancy Services seeks to hire a qualified professional to fill the position of Quality-of-Care Lead Advisor.

Responsibilities:

  • Provide technical leadership and oversight of the quality and coverage area of work, to guide design and implementation of strategies and activities, ensuring that these lead to planned outputs and outcomes, and the ultimate results/impact.
  • • Work closely with DoHS to support initiatives to strengthen service quality through focused work aligned with RHITA+ programme objectives.
  • • Support federal and sub-national to identify areas of overlap and opportunities to facilitate coordination across tiers to improve quality in practice.
  • • Support the Health Directorate with MoSD in the focal provinces, in close collaboration with the sub-national health systems strengthening team
  • Work closely with other Lead Advisors and any consultants to undertake any operational research to be undertaken as a part of quality improvements.
  • • Lead on the facilitation to support cross-governance level coordination mechanisms to enable better planning and implementation of quality-of-care interventions across governance spheres; and across local levels.
  • Lead activities for and outputs (Logframe and other agreed) and ensure that evidence of progress is tracked and documented.
  • • Produce learning products, leading for quality and coverage and inputting to other programme learning documents

Person specification:

To succeed in this role, you will have:

  • Medical/ Nursing with Public Health Degree
  • Significant and proven experience (at least 10 years) in the development and implementation of programmes within the health sector, and strengthening the government health system, preferably in Nepal
  • Knowledge of international best practices on SMNH, FP/SRH, Quality of Care and Quality Improvement and Quality Assurance approaches
  • Knowledge of monitoring/critical analysis of health system performance focusing on SMNH, FP/SRH
  • Knowledge of the issues affecting women’s health and access to services in Nepal
  • Good experience in communicating evidence effectively to better inform SMNH and FP/SRH planning, decision-making, advocacy and accountability within the government.
  • Deep understanding of the operations of the Govt of Nepal, MoHP, and familiarity with all spheres of government.
  • Proven experience in strategic planning, budgeting and programme control
  • Excellent record of people management and team working
