Job Purpose

This position aims to lead the implementation of all Shelter activities in our areas of operations in Syria. They will be responsible for managing the overall NRC Shelter project portfolio and staffing, which are delivered through remotely managed NRC staff and local humanitarian partners. They will also contribute to broader country-level programme development in collaboration with the Shelter & WASH Specialist.

What you will do:

  • Contribute to the development of Country, Area and Shelter strategies, initiate and participate in the development of relevant Shelter projects
  • Provide technical direction by coordinating and managing Shelter project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements to guarantee high quality of projects
  • Provide regular progress reports to the Area Programme Manager and the Shelter and WASH Specialist
  • Develop and manage project budget (in cooperation with Area Programme Manager) and coordinate across Core Competencies (CCs)
  • Accountable for the successful staffing and structure of the Shelter project team, line management of the staff staff as well as ensuring they have the right capacity in the relevant Core Competency (CC) and that there is transfer key skills.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy as well as ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
  • Liaise and collaborate with local relevant local authorities and other key stakeholders on shelter activities at the Area Level.
  • Accountable for the successful Project Cycle Management (PCM) and Implementation as well as accurate and high-quality Monitoring and Evaluation of Area-level Shelter or related activities.
  • Ensure protection mainstreaming in all Shelter or related activities throughout the project cycle.

Professional Competencies and Qualifications Required

These are skills, knowledge and experience that are important for effective performance.

  • Bachelors Degree in a relevant field of study.
  • Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context.
  • Experience from working in complex and volatile contexts.Knowledge of the context in Syria is highly desirable.
  • Technical Shelter expertise working in construction/rehabilitation/engineering as well as experience with transitional/durable solution programming
  • Fluency in English and Arabic, both written and verbal.
  • Experience with remotely managed programming
  • Experience with partner-led programming

Additional Information:

Duty Station: Amman, Jordan but will be expected to travel to neighbouring counties for coordination.

Duration of contract: 6 months full-time with a possibility of extension.

Grade 8 in NRC’s grading structure

Reporting line: Area Programme Manager

Provides supervision to: Shelter Officers
