Job Purpose

The purpose of the Head of Programme position is to develop and ensure implementation of holistic high quality programmes.

What you will do:

  • Develop Core Competency strategies and provide programme input to Country Strategy and Plan of Action
  • Support the Country Director in developing and implementing the fundraising strategy
  • Develop holistic and needs based programmes as well as identify funding opportunities, develop funding strategies and forecasts
  • Support the management of Whole-of-Syria grants, BPO allocations and reporting to donors, including compliance with donor standards
  • Facilitate the development of organisational learning from programme implementation.
  • Facilitate exchanges with other NRC Country Offices in the region to build programme synergies.
  • Lead and guide the development and adaptation of the Programme (Core Competencies) strategies and ensure that appropriate support is extended to the Area Office programme teams
  • Ensure the quality implementation of the Programme strategy and report on progresses
  • Manage performance, ensure capacity building of technical staff as well as support and develop the Programme Unit.
  • Represent NRC in relevant coordination fora and with donors and foster strategic partnerships with them to increase principled, humanitarian access.
  • Lead the development of quality proposals, reporting, and other documents for donors’ engagement.
  • Collaborate with the Advocacy and Policy Advisor to ensure continuous exchange of information and full understanding of programme priorities.
  • Member of the Country Management Group (CMG)

Professional Competencies and Qualifications Required

These are skills, knowledge and experience that are important for effective performance.

  • Bachelors Degree in a relevant field of study.
  • Minimum 5 years’ experience from a senior management position in a humanitarian/ recovery context
  • Experience from working in complex and volatile contexts. Knowledge of the context in Syria is highly desirable
  • Experience with NRC’s range of Core Competencies
  • Knowledge about own leadership skills/profile with documented results related to the position’s responsibilities
  • Fluency in English, both written and verbal. Knowledge of Arabic is an added value

Additional Information:

Duty Station: Amman

Duration of contract: 12 months full-time with a possibility of extension.

Grade 11 in NRC’s grading structure

Reporting line: Country Director

Provides supervision to: Core Competency Specialists; M&E Manager; Grants Manager; Protection Advisor
