Caritas Switzerland (CACH) is one of the leading Swiss NGOs in the field of poverty reduction in Switzerland and abroad. International Cooperation programmes focus on humanitarian aid, income generation, climate change and migration. The Programme Ukraine Crisis Response is currently operating in the Ukraine as well as in neighbouring countries providing emergency assistance to people affected by the conflict. Caritas Switzerland works through local implementing partners, taking the localization of aid approach in its response, and focus on bringing technical value-added specifically in the field of cash and markets, income, shelter, MHPSS as well as protection in addition to supporting partners in financial controlling and compliance standards.
Objectives of the Consultancy
The key objective of this consultancy will be to contribute towards enhancing the quality and accountability of projects across the CACH country program by providing shelter-related technical guidance to Caritas Switzerland’s partner organization Caritas Ukraine (CUA) In terms of overall shelter support, the shelter advisor should understand localization approaches and focus on support in capacity building of partner staff and their respective systems and building upon those.
The Shelter Technical Advisor will also contribute towards the effective provision of emergency shelter assistance to the affected population through appropriate and effective technical guidance to Caritas Switzerland’s partner organizations Caritas Ukraine. The consultant shall provide technical expertise on what needs to be considered when undertaking such improvement work, what key elements and standards are most important to adhere to and what is feasible to do based on technical and project restrictions. The consultant will participate in developing the medium-term strategic plan for the shelter program and assist Caritas Ukraine in studying foreign and national experiences in implementing shelter projects.
