Job Summary:

The Sexual and Reproductive Health (SRH) Advisor will support a BMZ-funded project that aims to improve the health outcomes and resilience of vulnerable communities in rural areas of Tripoli and Sabha in Libya through strengthened primary and specialist Sexual, Reproductive, Maternal, Newborn and Chid health (SRMNCAH) services, community-based activism and social accountability.

This project will be jointly implemented by CARE Deutschland e.V. (CARE) and Action Against Hunger (ACF). At the consortium level, CARE has overall responsibility. At the program level, ACF is responsible for strengthening the capacity of health facilities to deliver evidence based SRMNCAH services, whereas CARE is responsible for ensuring that health providers are responsive to the needs of vulnerable women and girls and accountable to the communities they serve. CARE is also responsible for community-based activities to improve the health behaviors, self-reliance, social capital of vulnerable women and girls to better withstand shocks and to advocate for greater allocation of public resources for SRMNCAH services in rural communities.

The Sexual and Reproductive Health (SRH) Advisor will oversee implementation of the program components for which CARE is responsible (gender-sensitive programming, social accountability, social and behavior change, gender norms change, economic empowerment, and advocacy). The SRH Advisor is responsible for planning, implementation, monitoring and reporting project activities; making and monitoring budgets; supervising technical staff; capacity strengthening/sharing; internal and external coordination; and resource mobilization.

Main Responsibilities and Duties:

Strategic Leadership

  • Provide technical expertise and input to refine and adapt the program strategy for CARE’s areas of responsibility to reflect learning and respond to changes in the operating environment.
  • Contribute to humanitarian needs assessments, strategies, and proposals related to SRH through active participation in humanitarian coordination system
  • Lead on new opportunities for SRH response including resource mobilization efforts grounded in locally led and gender and inclusion principles.
  • Manage current partnerships and develop new ones with local health actors in keeping with principles of equitable partnership.
  • Support capacity sharing efforts on gender-sensitive and community- driven approaches for health, particularly SRHiE (aligned with the MISP) and COVID-19 efforts.

SRHR Program Implementation

  • Manage project delivery for components for which CARE is responsible, including making detailed project implementation workplans and budgets; monitoring project activities and outputs; preparing donor reports; supervising technical staff and working with CARE’s procurement team to obtain required inputs (e.g. equipment, supplies and services); and ensure donor compliance
  • Collaborate closely with ACF to harmonize approaches, coordinate activities and ensure alignment with donor requirements and Libya’s Ministry of Health and health cluster standards.
  • Establish and manage partnerships with SRH and transport services providers to put in place a system whereby the project pays them to provide services at no cost to those who need SRH services
  • Participate in SRH SWG and GBV SWG to identify modalities to provide lifesaving SRH services in line with the MISP and implement strong integrated interventions at facility, community and referral levels
  • Identify opportunities for integration of Public Health in Emergencies (PHE) approaches to address COVID-19 mitigation and other potential disease outbreak.
  • Provide technical inputs for program assessments, including CARE’s Rapid Gender Analysis and CVA market analysis
  • Collaborate closely with other CARE sector and program quality colleagues (inside and outside Libya) to ensure joined up programming with a strong focus on gender and inclusion mainstreaming into SRH activities.
  • Ensure SRH programming is in line with best practice and quality technical standards grounded in a do no harm principle.

Coordination, Representation and Advocacy

  • Coordinate with other Health actors and service providers, and collect community input, to establish and strengthen referral pathways.
  • Represent CARE in Libya Health Cluster, RH Sub Working Group, the GBV Sub Working Group, the Cash and Markets Working Group and other relevant coordination groups. Strengthen partnerships with, WHO, Ministry of Health and other key actors in-country.
  • Mentor / encourage CARE partners in participating fully in the coordination mechanisms, including reporting to the weekly 5Ws.
  • Coordinate and liaise with other Health and SRH actors to complement overall health sector’s approach and identify/fill gaps in

Human Resource Management

  • Oversee SRH staffing plan for CARE and support partner staff to do the same.
  • Select and orient program staff/volunteers/partners for effective implementation of SRH programming.
  • Support, coach and supervise staff to build capacity and strengthen quality of interventions.
  • Develop support strategies for staff, foster teambuilding, and introduce principles of self-care
  • Provide supportive and constructive feedback and conduct regular performance appraisals.

Liaison with CARE Deutschland and CARE International (CI) Federation

  • Liaise with CARE’s Health, Equity & Rights team, particularly Global Leads for SRHRiE and PHE and other CARE colleagues engaged in the broader regional response efforts on a periodic basis.
  • Safeguard and propagate CARE Libya interests in dealings with external parties in your areas of responsibility (e.g. other CI Members, Host Country Governments etc.) through proper review of Contracts, and Individual Project Implementation Agreements.
  • Liaise with Desk officer in HQ and other CI members as required and ensure that all reports/proposals/information are submitted in a timely manner.
  • Respond to queries and correspondence from CARE Germany and other CI members in relation to SRH Health Programming.

Qualifications:

Requirements:

  • Bachelor’s degree in Public Health, Sexual and Reproductive Health, or Social Sciences or related field with a focus on gender and health.
  • At least 5 years of experience in managing Sexual and Reproductive Health programs that have social and behavior change and health service delivery components (preferably with 2 years in a conflict or humanitarian setting)
  • Excellent knowledge of health and SRH humanitarian standards including the Minimum Initial Service Packages (MISP) for SRH in crisis settings and Sphere standards.
  • Experience with Gender Based-Violence (GBV) health programming including clinical care for survivors of sexual violence and knowledge of GBV guiding principles.
  • Experience with social and behavior change programming to improve behaviors SRH outcomes, including approaches to change attitudes and harmful gender norms that block access to SRH information and services
  • Demonstrated ability to establish and manage partnerships to implement program activities
  • Demonstrated ability to network and liaise with UN, coordination mechanisms, government and donors.
  • Excellent skills in program design and management.
  • Supervisory experience, both of direct line management and technical oversight/management
  • Fluency in English.

Desired:

  • Experience with cash and voucher assistance (including digital payment) programming to support access to health services
  • Experience with women’s economic empowerment, including microfinance and income generating activities
  • Understanding of intersectionality and how it relates to accessing health services for marginalized populations.
  • Fluency in Arabic a distinct advantage.
  • Clinical degree such as (Nurse, Midwife, or Doctor) is a plus.
