JOB TITLE: Senior Wash & Shelter Officer

DEPARTMENT: Programmes

BASE LOCATION: Mogadishu with frequent travel to other areas

GRADE: C1

CONTRACT LENGTH: 12 MONTHS with the possibility of extension depending on performance and availability of fund

REPORT TO: Programmes Coordinator

Matrix: Managed by Programmes Manager

LINE MANAGEMENT RESPONSIBILITIES: NONE

MATRIX MANAGES: SHELTER OFFICERS AND ENGINEERS

JOB SUMMARY

The holder of this position will fulfil a key role in project delivery and is expected to provide effective coordination, fundraising, and technical management of all Shelter activities within IR project areas. The Senior Officer will be the IR focal and technical head in all shelter projects and interventions.

SCOPE OF ROLE:

Direct: NONE

Budget Responsibilities: As delegated by the programme coordinator

Role Dimensions: Liaises with Senior officers of Food and Livelihood Security. WASH, Health, Gender, ART, M&E, Operation, Finance and staff from other support units.

KEY RESPONSIBILITIES

  • Ensure that all the BoQ and design of any infrastructure is developed according to the project, such as latrines, temporally housing and other key shelter activities.
  • Attend all SHELTER & WASH cluster COORDINATION through the routine monthly and any other ad-hoc meetings
  • Participate in any shelter assessments and any other joint assessments.
  • Maintain proper records of all shelter activities and other interventions as per the design of the projects
  • Ensure that proper record keeping is maintained and that there is enough publicity for the projects.
  • Submit all the records and briefing to the Programme/ Coordinators/Manager and submit the project interim and final reports including weekly and monthly reports
  • Submit 4wd MATRIX to the cluster every month.
  • Identification of project sites for the intervention (site identification) including conducting baseline and need assessments whenever needed.
  • Design All shelter requirements of organisation intervention including BOQ design, supervision and quality checks
  • Prepare a detailed implementation plan for the projects and Identification of beneficiaries
  • Responsible to ensure high quality of work is maintained for the realization of the project objectives by ensuring designs and specifications are followed by the contractors/suppliers
  • Participation and collaboration with the community leaders to sensitize and mobilize the communities and signing of MOUs and other agreements where necessary.
  • Record and ensure there is adequate documentation of the projects
  • Submit an interim and final report of the project to the Manager/coordinators and the project officer
  • Fundraise and lead in the development of all shelter proposals
  • Advise the Coordinator and the Manager on issues relating to shelter.
  • Ensure regular communication and updates of the project progress through email, and telephone to the Manager and provide weekly reports to the Country Director
  • Field visits to target households, cross-checking and updating accordingly regularly.
  • Support the monitoring of project activities and assist with reporting (monthly report, interim report, final report, Intervention completion report);
  • Facilitate and support disaster preparedness and public information activities identified and requested by the Humanitarian Coordinator.
  • External coordination with respective line ministries and clusters regularly and project update sharing.
  • Be familiar with, and ensure adherence to, the organization’s policies and procedures.
  • Abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, HAP, and Islamic Relief’s policies and procedures.
  • Any other assignment given by supervisor/line management.
  • Design and draw all architectural designs for BH, Shelter, water and any other IR programmes that require technical designs.
  • Attend shelter cluster and submit 4WD on IR shelter intervention
  • Provide Monthly Shelter progress reports

ACCOUNTABILITY

  • Work independently on tasks related to project planning and implementation with periodic reporting and direction from supervisor;
  • Make decisions on project implementation and its daily management responsibly based on available resources, skills and knowledge of staff and access to affected communities;
  • Ensure implementation of locally appropriate and feasible projects in close consultation with local authorities and communities;
  • Proper management of financial resources, equipment and project utilities.
  • Work in adherence to IR’s policies and procedures.
  • Network with government, local and regional NGOs and private sectors as deemed appropriate to promote, build links, and seek support to create a market for goods and services of project beneficiaries

Innovation and standardisation

  • Develop country-based quality benchmarks for shelter
  • Develop standards practice with design for various construction requirements
  • Develop standards and quality assurance checklist for shelter
  • Bring any other innovation on programming

SKILLS AND BEHAVIOURS

QUALIFICATIONS

  • A university degree in civil engineering, Architecture, Environmental engineering, water engineering, construction management and another relevant field from a world-standard recognized university.

EXPERIENCE AND SKILLS

  • Minimum of 5 years’ experience in Wash & Shelter, water management, infrastructure building and construction, and shelter experience including at least 3 years working for International NGOs in the shelter sector.
  • Experienced in Somalia shelter services

Knowledge of community-based approaches in humanitarian and development settings is desirable.

  • Competency with the analysis of contextual information, and developing clear, informed recommendations.
  • Proficiency in English (Written and spoken) is essential
  • Good IT skills. Knowledge of Microsoft Office Word and Excel is essential.

  • Should be prepared mentally to do extensive fieldwork and visit other locations within Somalia.
  • Able to work flexible hours when necessary and strive towards task completion.
  • Ability to work on your initiative as well as a part of a team.
  • The post holder MUST show a good understanding of humanitarian principles and sympathy with Islamic Relief’s values,
