Key responsibilities
The Senior WASH Officer is responsible for the following tasks, responsibilities, and results:
1. Develop a program plan, ensure its smooth implementation, and manage the team’s performance of project tasks and activities that may include, but are not limited to:
- Construction or rehabilitation of water facilities and networks,
- Implementation of latrines or other sanitation facilities.
- Water treatment.
- Water trucking and emergency water supply.

Carrying out of assessments and post-implementation monitoring.

Geophysical analysis.

Capacity building of partners.

Monitoring of sub-contractor work.
-
Ensure appropriate design, construction and implementation of WASH hardware according to technical standards, as well as proper maintenance and use of WASH equipment.

Develop and ensure the use of appropriate techniques and materials for hygiene promotion and training.

Manage the WASH team human resources and provide technical support, training and capacity building.

Manage the program budget through the passing of timely orders, the preparation of monthly forecasts and the monitoring of expenditure.

Track the progress of activities, ensure the collecting of program indicators and provide on-time internal status reports and provide information for external donor reports.

Identify and monitor risks, constraints or escalating issues, and inform the management accordingly.

Ensure that all data and information is updated, well organized and easily accessible; and that lessons learnt and best practice are capitalized.

Coordinate with other technical departments to ensure a common approach, synergy and sharing of information

Represent ZOA externally and collaborate/coordinate with local authorities, counterparts, partners and stakeholders.

Analyze and report on the evolving humanitarian needs and provide clear recommendations for interventions.

Develop appropriate targeting criteria and mechanisms to ensure the needs of identified vulnerable groups are met.

Participate in the development of new proposals

Any other tasks assigned by line manager.
2. Authority
The Senior WASH Officer is authorized within the limits of an agreed Monthly Plan, he / she is accountable to the Program Coordinator

- Technical staff of WES/ Rural Water Department and other relevant government departments.
- local and International partners for JR4 project
- Other relevant contacts as directed by the Direct supervisor

4. Supervises
The WASH Officer is authorized within the limits of an agreed WASH Plan, he / she is accountable to Program coordinator
5. Location and Duty Station
Duty station is El Fasher, North Darfur with frequent trips to ZOA project areas
6. Competencies
Knowledge/experience
- BSC in in WASH related studies (engineering, public health, geology, etc.).
- Minimum 3-5 years’ experience with technical aspects on water, sanitation and hygiene programs
- MSc in hydrogeology, hydrology or irrigation engineering is advantage
- Practical experience in designing and implementing (low-tech) engineering solutions,
- Demonstrated affinity with the social, political and gender aspects of water engineering issues,
- Fluency in English; knowledge of Arabic is an advantage.

8. Special working conditions
