Summary:

Chemonics seeks a Senior Technical Advisor for the USAID-funded Integrated Health Systems Strengthening project. This global flagship activity will work in multiple countries to achieve sustainable, equitable and resilient health systems through locally-led, evidence-driven, and context-specific approaches to HSS and thereby improve health outcomes. Through a range of technical assistance mechanisms, the activity will advance universal health coverage, primary health care, and global health security. The activity will achieve its goal by aligning with and advancing relevant USAID initiatives and frameworks including the Vision for Health System Strengthening 2030 , the Bureau for Global Health’s Primary Impact initiative, and the Global Health Workforce Initiative, among others.

The Senior Technical Advisor, as part of global team, will be responsible for guiding adherence to IHSS’ technical approach in the implementation of a suite of core and field support activities. This position provides mentoring, coaching, and technical support to partners and other stakeholders in activity design and implementation. The Senior Technical Advisor will work directly with a core team of experts.

Responsibilities include:

  • Under the leadership of the Project Director, provide strategic technical direction of the program, ensuring an integrated vision among different components and actors. Responsible for quality control and maintaining a focus on achieving results.
  • Ensure project activities are consistent with established evidence-informed good practice in HSS; and effective approaches and tools to implement these practices
  • Guide the development of customized core activity and country-specific work plans
  • Ensure that activity reporting is done in a comprehensive and timely manner.
  • Support technical work in topic areas including analysis and publication of technical reports, case studies, agreed-on deliverables, and technical tools on topics related to health systems strengthening
  • Proactively use monitoring and evaluation data to adjust programmatic approach and strategies, modify work plans and implementation activities as needed, to ensure the program remains on schedule and meets results.
  • Develop and implement quality assurance and quality control mechanisms related to the technical areas of assistance.
  • Serve as liaison to USAID missions, host country governments, project stakeholders, and counterparts in the public and private sectors as needed
  • Advise USAID and other stakeholders, as appropriate, on technical trends and programming priorities
  • Provide thought leadership to advance health systems strengthening approaches. Build country-level understanding of challenges and support the generation and prioritization of local solutions.
  • Performs other duties and responsibilities as required.

Qualifications:

  • Master’s degree or higher in public health, medical sciences, or a related advanced degree.
  • At least 15 years of professional experience working in public health or health systems strengthening programs in LMICs, with at least 10 years of senior technical leadership experience designing, implementing and monitoring performance of health activities in collaboration with developing countries.
  • Demonstrated experience in leading, supervising and coordinating diverse teams and individuals.
  • Ability to build strong relationships with host country governments, donor agencies, international organizations, and the private sector.
  • Strong communication and interpersonal skills that will enhance coordination and collaboration throughout the project.
  • Demonstrated ability to communicate clearly and concisely both orally and in writing, and lead presentations, training courses, focus groups, and effective meetings.
  • Proficiency in English required. Proficiency in a second language strongly preferred.
