Chemonics seeks a Director for a USAID Integrated Health Systems Strengthening (HSS) activity. This global flagship activity will work in multiple countries to achieve sustainable, equitable and resilient health systems through locally-led, evidence-driven, and context-specific approaches to HSS and thereby improve health outcomes. Through a range of technical assistance mechanisms, the activity will advance universal health coverage, primary health care, and global health security. The activity will achieve its goal by aligning with and advancing relevant USAID initiatives and frameworks including the Vision for Health System Strengthening 2030 , the Bureau for Global Health’s Primary Impact initiative, and the Global Health Workforce Initiative, among others.

The Project Director will lead the technical and managerial components of the activity and will be responsible for its implementation and performance. S/he will supervise a team of technical and management specialists to ensure that the activity meets stated goals and reporting requirements. S/he will be the primary representative of the activity to USAID.

Responsibilities include:

• Leads strategy development, management oversight, and technical implementation for large, complex, multi-country health systems strengthening activities.
• Provides overall direction and supervision of key personnel and senior management team, including technical and operational staff and chiefs of party to ensure accurate, timely and on budget delivery of program goals.
• Ensures the quality and timely submission of all deliverables to the client.
• Promotes the use of data and contextually appropriate evidence to support a collaborative and adaptive management of the activity.
• Serves as primary liaison to USAID, consortium partners, and country stakeholders.
• Ensures coordination and exchange between countries to promote cross-learning.
• Promotes teamwork and an inclusive workplace that creates opportunity and motivation to serve others, build trust, innovate, and exceed expectations
• Serves as a thought leader to foster innovations.
• Identifies and mobilizes external technical assistance needs and ensures that all project assistance is technically sound and appropriate
• Oversees program work planning, budget, performance management, monitoring and evaluation, and strategic communications
• Anticipates and identifies issues and risks related to project implementation in a timely manner and enact appropriate adjustments.
• Performs other duties and responsibilities as required.

Qualifications:

• A master’s degree in public health, social sciences, or development. A Doctoral (MD or PhD) degree will be preferred.
• At least 15 years of professional experience working with developing countries on strengthening health systems, with at least 5 years of senior level experience leading complex, multi-country projects and/or a complex, multi-country portfolio of projects.
• Demonstrated knowledge of USAID or other international development organization policies and procedures as they relate to international development; direct experience implementing USAID programs is preferred.
• Experience managing USG-funded global projects with multiple country offices and buy-ins.
• Extensive experience working with project counterparts, particularly senior-level officials from the government, private sector, and civil society.
• Capacity to articulate and present global health systems issues and USAID vision and approaches to address them.
• Demonstrated leadership skills necessary to develop, articulate and carry out a vision for the project.
• Effective English oral and written communication skills is required, ability to interact professionally in one or more other languages is preferred
