Reaching Every At-risk Community and Household with Malaria Services (REACH Malaria) is an anticipated five-year, $213 million, global activity managed from Washington, DC, intended as the follow-on for PSI’s successful PMI Impact Malaria program. REACH Malaria will support the U.S. President’s Malaria Initiative (PMI), as well as the U.S. Agency for International Development (USAID) Missions and Bureaus with malaria programs, to provide implementation support services and technical assistance to countries to accelerate progress in comprehensive delivery of facility and community-based malaria services, including malaria case management, prevention of malaria in pregnancy (MiP), seasonal malaria chemoprevention (SMC), health systems strengthening, data collection and use for service delivery, and other malaria prevention interventions.

PSI seeks a Senior Technical Advisor, USAID REACH Malaria, who will provide overall technical leadership, management, and oversight of the REACH project. The Senior Technical Advisor will assist the Project Director in carrying out the technical oversight and management functions of the project. This role will ensure that project activities are of high quality, adhere to PMI technical guidance and global best practices, and will also be responsible for guiding the design of specific, quantifiable performance indicators and targets for core and country programs, and reporting results. The role will oversee relevant internal capacity building efforts. This role will serve as an internal and external thought leader in malaria.

Responsibilities

Your contributions Representation: Support strategic partnerships; develop and maintain relationships with external partner organizations. Represent REACH Malaria at relevant technical working groups, conferences, workshops, and policy-oriented forums using appropriate thought leadership approaches. Represent REACH Malaria to USAID/PMI. Responsible for oversight and management of external consortium partners. 35% of the Time

Technical: Implement REACH Malaria’s technical strategy, in line with USAID/PMI and PSI’s global strategy. Responsible for providing internal and external technical leadership in malaria service delivery area. Drives the utilization of evidence-based tools and innovations to support REACH Malaria’s goals. 35% of the Time

Thought Leadership / Knowledge Management: Set and oversee REACH Malaria’s thought leadership and knowledge management strategy. 10% of the Time

People Management: Provide coaching, guidance, direction, and leadership to REACH Malaria team. Supervise and develop team members. Make recommendations concerning employment, termination, performance evaluations, salary actions, and other personnel actions. Set team and individual goals. Prioritize, organize, delegate, and coordinate the flow of work. Enhance individual employee performance through frequent and timely communication and support. Ensure synergies across technical areas and interventions through planning, coordination, deployment of resources, and intra-team communication. 10% of the Time

Program Management: Accountable for executing Reach Malaria’s strategic priorities within workplans and budget. 10% of the Time

Qualifications

What are we looking for?

  • Master’s Degree (or international equivalent) in a related field (e.g., MPH, MSc, MPP, MPA, MBA)
  • Doctorate Degree (or international equivalent) in a related field preferred.
  • At least 15 years of professional experience working on malaria control progress, with at least 10 years of senior technical leadership designing and implementing malaria-related service delivery activities in collaboration with developing countries.
  • At least 7 years of supervisory experience.
  • Demonstrated leader, ability to lead a complex team.
  • Ability to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
  • Ability to motivate, develop, and direct teams, identifying the best people for the job.
  • Ability to identify complex problems and review related information to develop and evaluate options and implement solutions.
  • Ability to determine how a system should work and how changes in conditions, operations, and the environment will affect outcomes.
  • Ability to understand the implications of new information for both current and future problem-solving and decision-making.
  • Ability to identify measures or indicators of system performance and the actions needed to improve or correct performance, relative to the goals of the system.
  • Strong understanding of financial and budget management.
  • Ability to manage and foster donor and other stakeholder relationships.
  • Demonstrated flexibility and adaptability.
  • Demonstrated emotional intelligence and ability to collaborate with colleagues and partners.
  • Proficiency in Microsoft 365.
  • Exceptional interpersonal and communication skills, both verbal and written.
  • Ability to interact professionally in one of the following foreign languages (French, Spanish, Portuguese) preferred.
