Gavi, the Vaccine Alliance is a public-private partnership committed to saving children’s lives and protecting people’s health by increasing equitable use of vaccines in lower-income countries. The COVAX Facility (“COVAX”) provides a global solution to the equitable distribution of vaccines to the 190 participating countries and economies. The COVAX Advance Market Commitment (AMC) is an innovative financing instrument that supports the participation of the 92 low and lower-middle income economies in COVAX. Self-financing participants (SFPs) have entered COVAX either as Optional (having the possibility to opt-out of a particular vaccine) or Committed Purchasers. Guided by the WHO fair allocation framework, COVAX will equitably distribute doses to help protect the most at-risk groups. Gavi is working with Alliance partners UNICEF and WHO to ensure that the infrastructure is in place, and the technical support available, for COVID-19 vaccines to be safely delivered to all those who need them.

THE ROLE Background Local/Regional vaccine manufacturing has, in the last few months and in the wake of the pandemic, taken on an unprecedented amplitude within the global vaccine environment, especially as it relates to Africa. This momentum presents opportunities for Gavi, but it also presents fundamental risks to Gavi . Gavi will need to approach regional manufacturing strategically to make it a success, helping orient ongoing efforts through clear signals and help ensure the initiatives are sustainable and contribute to healthy markets for COVID-19 vaccines and other key routine vaccines. Regional manufacturing and regional procurement will have implications for Gavi, including on its financing and operating model, that will need to be assessed accordingly.

The role This individual will become the external representative of Gavi for one of the most high profile and politically charged topics facing Gavi today, while leading on a major projects involving multiple Gavi teams internally, and a cross-section of influential stakeholders (including donors) externally. This role will undertake a strategic review of our current practices, co-develop strategies, identify opportunities and risks, as well as manage Gavi’s involvement and build new stakeholder relationships, support the cross-cutting efforts of Resource Mobilisation, Government and Policy, Design and Operations and Alliance partners in this fast-moving area. Although this momentum has been accelerated by the experience of the COVID pandemic, the implications are not only on pandemic preparedness or COVID-19 vaccines, but importantly on routine vaccines (current and future pipeline vaccines) as these regional / local manufacturing investments will need to consider producing a range of vaccines for their sustainability and be operationally ready for an eventual pandemic (i.e. ‘pandemic preparedness’). This is therefore no longer just a one dimensional local manufacturing initiative, as activity and progress continues without Gavi core involvement on multiple fronts: • Multilateral Development Banks funding – shaping the strategy and investments by the banks towards projects of value to Gavi and our needs; • PAVM, Africa CDC, global consulting firms – becoming a strategic partner to shape their strategy and efforts to prioritise antigens; • Pooled procurement – influencing and shaping external initiatives to establish pooled procurement for Africa for all vaccines. It will also impact the Market Shaping 5.0/6.0 strategies on Future Supplier Base, and have critical implications on goals of affordability and market health as it is expected that meaningful production from new African suppliers will impact the existing suppliers. There will be an ongoing need for Gavi to shape and influence these initiatives and investments to ensure Gavi’s mid-longer term interests in market health and affordability goals are not compromised. In summary, this role will operate at the heart of one of the most politically active issues in Gavi’s environment currently, where Gavi is exposed to a new set of opportunities and risks, meaning that the chosen individual will need to operate credibly with political awareness and judgement, bring experience of the African vaccine landscape and build stakeholder relationships at a commensurate level of seniority. This will require a mature and well-developed political and diplomatic approach, dealing with high levels of conflict, uncertainty, occasionally contradictory positions, with important stakeholders expected to be pulling in opposite directions. Convening skills, influence and find consensus are expected to be drawn upon significantly.

KEY FUNCTIONS AND DELIVERABLES The Specialist will cultivate and build new internal & external relationships, to establish Gavi’s presence, credibility and partnership in the new regional manufacturing space. The Specialist will bring their knowledge of the African vaccine landscape to inform Gavi’s strategies, and work with Market Shaping and cross-cutting colleagues and Alliance Partners to simultaneously manage strategic and programmatic implications for Gavi’s established supplier base, including adapting the Gavi 5.0 “Future Supplier Base” strategy to reflect this critical development. MAIN DUTIES/RESPONSIBILITIES • Through visible leadership of a high-profile multidisciplinary project, develop a holitistic strategy for Gavi contributions to the imperative for sustainable manufacturing in non-traditional geographies, especially Africa; • Review and propose/advise on the opportunities and risks for Gavi to support new manufacturing initiatives for product portfolio creation, ensure upstream investments by external funders (e.g. multilateral development banks, donors) are in coordination with procurement by Gavi and other mechanisms; co-designwith Resource Mobilisation colleagues, a “pull” market mechanism / financial facilities that give the requisite de-risks for new manufacturers to achieve a sustainable commercial footing in the initial years; • Act as Gavi’s representative and a key interlocutor at senior level with external stakeholders on this issue, many of which are “new” to the Gavi ecosystem, (e.g. AVATT/AU/ACDC/PAVM/WHO mRNA Hub, African manufacturers previously unknown to Gavi , early-stage companies & academics, upstream investors that Gavi may not have previously collaborated with); • External engagements which require close cooperation from Gavi and Alliance partners, thus building trust and credibility with senior country stakeholders, Alliance partners and senior Gavi Country Supportcolleagues will be essential; • Integrate any proposed solutions with regards to regional manufacturing into Gavi 5.0/6.0 strategies and the full spectrum of Gavi’s of activities, as the implications cut to the heart of Gavi’s model itself; • Review and develop Gavi’s Future Supplier Base strategy (taking into account current, emerging and the new regional, African manufacturers) , which is one of the key pillars of the Gavi Market Shaping Strategy 5.0 (MSS5.0); • Work with Market Shaping’s Manager for COVID-19 vaccines to drive best outcomes for Gavi and create healthy markets of the future for COVID-19 and the antigens that new local / regional manufacturers will develop and produce; • Contribute to the vaccine supply side strategy of Gavi’s overall Pandemic Preparedness & Response remit; • Input into Market shaping for vaccines that may be of future interest, which would be important portfolio considerations for new manufacturers; will require a new way of thinking with the Gavi Policy team to provide market bridges for pre-VIS concepts; • Responsible for developing proposed positions, board papers and presenting decisions for Governance; • Contribute to Gavi’s communications and external media engagement on regional and African manufacturing. Functional Scope • Africa and other regional manufacturing strategy; • Co-development of new flagship financial facility / mechanism for procurement of new routine vaccines from African and other local suppliers; • Review and deliver MS Gavi 5.0 Future Supplier Base to ensure affordability and market health goals for range of antigens and suppliers will be met; • Supply side of Pandemic preparedness (end-to-end work contributing to other teams working on this across Gavi); • Market shaping for pre-VIS / VIS / long-horizon / future vaccines portfolios (TB, Chik, Zika, GBS, MenB, EBV, Tropical fevers etc.); • Communications and media engagement. QUALIFICATIONS ACADEMIC • Life Science degree, Master’s or doctorate; MPH an advantage; • MBA (Master of Business Administration) or similar business or commercial qualification. WORK EXPERIENCE • Experience and knowledge of African vaccine manufacturing and vaccination landscape is required; • Min 10 years overall employment experience: – Vaccine, pharmaceuticals or biologicals industry, ideally commercial, BD (business development), manufacturing/supply chain strategy, etc.; – Life Sciences management consulting, financing, investment etc.; – International / multilateral organisations in related / relevant functions – Vaccine markets space. • Experience in developing multi-stakeholder strategic plans and executing them; • Previous people management experience would be advantageous; • Record of negotiation, influencing, consensus building in multilateral settings. SKILLS/COMPETENCIES • Ability to rapidly form relationships and understanding across Gavi will be essential; • Analytical capabilities to identify opportunities, risks; • Ability to take analysis and insights into strategy development; • High level of persuasive oral and written communication and presentation skills; • High level usage of Excel to build appropriate models, and PowerPoint for communication; • Demonstrated negotiation, influencing, consensus building capabilities; • Record of effectively executing plans and strategies to achieve outcomes and goals; • Ability to collaborate with teams and other experts to develop and execute strategies; • Deep understanding of the:

  1. Underlying economics, business models and financial basis of vaccine industry;
  2. Biological and production / supply chain basis of the vaccine industry;
  3. Global political environment and players driving the creation of this role.
