GOAL

General Description of the Programme:

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

Job purpose:

The Senior Shelter Engineer is responsible for the implementation of GOAL’s Shelter program this includes supervising the technical assessments to confirm the project scope prior to the beginning of the activities, working with the Engineering team to provide all the needed technical details, maps, and drawings of the infrastructure activities, overseeing, and assuring the quality of construction and rehabilitation of infrastructure projects. Ensure the work carried out meets safety standards and the expected quality, budget, and timelines. On a day-to-day basis, the Senior Shelter Engineer will be involved in a wide variety of activities involving procurement processes, liaising with local authorities, supervision of works, and quality management in addition to carrying out need’s assessments, and technical evaluations. part of the emergency response core team.

Duties, objectives, and competencies

Technical duties

  • plan and carry out need’s assessments, baseline studies and periodic studies, and feedback findings to the stakeholders for Shelter interventions.
  • Contribute to identifying people in need of Shelter and infrastructure assistance in collaboration with the GOAL team, local authorities, beneficiaries’ representatives, and other stakeholders following the project targeting, eligibility, and selection criteria.
  • Conduct technical assessments, Engineering studies and designs for various Shelter and infrastructure activities in shelter units, collective shelters, or construction sites within communities and IDPs camps.
  • Lead on the preparation of site studies and mapping activities.
  • Prepare BOQs of shelter units repair and any other infrastructure projects including roads gravelling and construction of rainwater drainage systems in line with Shelter and/ or CCCM cluster guidelines.
  • Prepare all the supporting documentation including completion certificates, logs, reports in hard and soft copies for payment to contractors.
  • Develop detailed activity plans in line with the Shelter program objectives, ensuring that those activity plans are implemented and any expected delays and / or modifications are communicated and discussed in a timely manner with the Shelter manager
  • Monitor performance of the Shelter program in terms of outputs against activity plans and take all-necessary action, in association with the Shelter manager, to ensure the program achieves its objectives within the allotted time and budget and to quality.

Quality assurance

  • Quantity surveying and verification of quantities of materials and works provided by the contractor.
  • Close monitoring of the implementation of shelter and infrastructure projects and construction of housing units.
  • Supervise, monitor, and control the overall Road rehabilitation projects.
  • Follow up on the implementation of the rehabilitation and construction activities and monitor the quality of the delivered work to ensure adherence to the agreed standards and processes and in compliance with donor and GOAL standards, beneficiary accountability, and other professional standards.
  • Ensuring quantity and quality control measure are in place for all works related to the road’s rehabilitation and construction of housing units.

Reporting

  • Lead on submitting weekly/daily progress reports on the construction activities, contract status, and beneficiary participation to the Shelter programme Manager.
  • Draft lesson learned upon the project completion and submitted to the Shelter programme Manager.

Communication

  • Facilitate appropriate community involvement in the design and delivery of essential shelter project activities.
  • Assist the Shelter programme Manager in the coordination with the supporting departments in GOAL.
  • Provide assistant to the Shelter programme Manager on communication and coordination with local authorities form the Shelter programme side.

Other duties

  • Conduct technical assessment following an emergency at the request of the Shelter Programme Manager.
  • Contribute to emergency response activities as needed.
  • Carry out other related tasks as directed by the line management.

Requirements (essential)

  • Bachelor’s degree in Civil Engineering.
  • Minimum 4 years’ work experience in a WASH and Shelter sector in an NGO
  • Previous experience with construction of housing units at least one year
  • Certificate in development projects management (PMD) or equivalent
  • Experience in conducting shelter and infrastructure technical assessments, preparing BOQs, monitoring construction and managing contractors is highly desirable.
  • Familiarity with the minimum construction standards in Humanitarian interventions (e.g., Sphere)
  • Good knowledge of report writing.
  • Good knowledge of the humanitarian context in northwest Syria
  • Able to work under pressure.
  • Excellent communication skills in Arabic, a very good level of English in reading and speaking.
  • Computer literate (Microsoft Office) and AutoCAD is a must and other engineering software knowledge is an asset.
  • Experience in using mapping software (e.g., GIS), and creating electronic data collection forms.
  • Willingness to work on-site, and travel to projects sites all the time.
  • Able to communicate, collaborate and share tasks with other GOAL teams, and other NGO field staff.
  • Flexibility, willing to assist in other areas of work as relevant and needed.

Requirements (desired)

  • Mater degree in Civil Engineering.
  • High level of engineering designing programs (AutoCAD, Water CAD, GIS, Revit, SAP, ETABS, Sewer Gems, etc.)
  • Previous experience in camps infrastructure projects.
