About RVMC

In May 2022 CEPI, World Economic Forum (WEF) and the National Academy of Medicine, USA launched the RVMC to identify common needs and leading practices that facilitate the establishment of regional vaccine manufacturing efforts.

With the launch at Davos this year of RVMC “2.0” in support of regional manufacturing networks, the three organizations have agreed for CEPI to host the RVMC secretariat for the next 3 years. RVMC has developed a framework and generated case studies of what is needed for regionally led and economically sustainable manufacturing networks:

1. Sustainable business models during both pandemic and routine times

2. Scaled and shaped healthy markets supported by healthy market frameworks

3. De-risked returns to public-private partnerships through blended financial instruments

4. Fit for purpose manufacturing technologies and R&D models

5. Aligned and scalable tech transfer & workforce capability

6. Coordinated end-to-end supply chain infrastructure

7. Equitable regional governance model

8. Harmonized regulatory processes for accelerated access to markets

Countries and regions are calling for and taking actions to diversify vaccine manufacturing and supply chains; For example, the African Union has endorsed the Partnership for African Vaccine Manufacturing Framework for Action; and ASEAN published the Regional Strategic Plan for Vaccine Security and Self Reliance in 2021. The second phase of RVMC will provide bespoke support for regional leadership to establish economically sustainable vaccine manufacturing networks for both routine and future emergency response vaccine needs. CEPI will be the secretariat for RVMC from February 2024.

CEPI has launched a plan to reduce the vaccine development timeline to a 100-day ‘moonshot’ target and to advance the development of broadly protective vaccines that can protect coronaviruses and other high risk viral families. The plans also calls for an improved global manufacturing capacity, particularly in lower income countries. New approaches to manufacturing need to be advanced to produce vaccines at the speed and scale needed to stamp out a pandemic threat (https://100days.cepi.net/). Manufacturers in South Africa, Senegal and Indonesia have partnered with CEPI to strengthen and broaden their capabilities, with further partnerships pending.

About the role

The RVMC 2.0 Senior Project Manager will play a crucial role in contributing to the realization of RVMC 2.0’s mission of ensuring equitable access to vaccines for all affected populations. Reporting directly to the RVMC 2.0 Director, the Senior Project Manager will be instrumental in the development and implementation of the RVMC 2.0 strategy and programme management, focusing on supporting regional leadership and sustainable vaccine manufacturing networks.

This will be a 3-year Project Based Fixed Term Contract.

Responsibilities

  • Establish and provide programme/project management approach for the RVMC 2.0 Secretariat.
  • Provide leadership in managing RVMC 2.0 projects within the RVMC 2.0 Secretariat, collaborating closely with the Deputy Director, Project Managers, and Regional/Technical Leads to ensure effective project execution, monitoring, alignment with strategic objectives and adaptation as needed.
  • Lead oversight of RVMC 2.0 implementing agency contracts, ensuring alignment with regional partner needs, and effective and cost-efficient delivery.
  • Support the development of the RVMC 2.0 strategy and overseeing its implementation.
  • Contribute to the development, implementation, and review of annual workplans and ensure they meet the specific needs of regional strategies and contribute to the overall goals of RVMC 2.0.
  • Support RVMC Director on the effective functioning of the RVMC 2.0 program governance and advisory bodies, collaborating with team members to ensure seamless coordination and communication within the secretariat.
  • Support the RVMC 2.0 Director in ensuring that RVMC 2.0 Chairpersons/Leadership are fully briefed for high-profile engagements, maintaining clear communication channels.
  • Contribute to aligning resources with regionally led manufacturing network strategies, emphasizing equitable access.

Education, Experience and Competence

  • Degree in business administration or engineering providing a strong foundation for country/ LMIC region-based project management in the global health/vaccines landscape.
  • Minimum of 10 years of experience in a senior project management position in vaccines manufacturing & supply chain/business development/regulatory, ideally in LMICs Regions.
  • Familiarity with vaccines or biologics process development, manufacturing, tech transfer, market shaping, regulatory, supply chain, and logistics requirements.
  • Excellent project management skills / track record of delivering multi-partner/work-stream/country projects on time and to budget.
  • Expertise in developing project goals, objectives and KPIs to assess progress and necessary adaptation to deliver outputs and outcomes.
  • Strong interpersonal skills, team player, able to work in different cultural environments, to negotiate timelines and develop effective international collaboration.
  • Strong communication skills, with the ability to navigate political environments and public-private partnerships.
  • Awareness of cultural, equality, diversity, and inclusion aspects involved in international teams and partner collaboration.
  • Ability to handle confidential information with complete discretion.

Travel and Location Requirements

  • This will be a Norway (Oslo) or UK (London) based role with international travel anticipated (estimated 15/20%)
