ORGANIZATIONAL CONTEXT

This post deputizes for the Senior Regional Programme Policy Advisor/Head of Programme and directly oversees a broad humanitarian/transition portfolio that includes: emergency preparedness and response; resilience and climate change; cross-cutting issues (gender, protection, AAP and conflict-sensitivity) and cooperating partner management. You will lead the development and implementation of programmes in these mentioned areas that effectively meet food assistance needs in a complex context, or provide technical advice and oversight on the development and implementation of complex policies, strategies and operations.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Formulate WFP-wide programme policies and guidance in line with both organisational strategy and the practical realities of operating in the field; or translate WFP-wide programme policy into Regional/Country level practices and implementation modalities and operations, to ensure alignment between HQ and field operations enabling effective delivering of food assistance.
  • Provide advice and support to a large number of COs operating in a variety of contexts, to clarify ambiguities and ensure that policy and programme operations are consistent with WFP policies, Executive Board decisions, and other relevant guidance.
  • Provide solid technical and managerial leadership on a broad range of strategically important and complex policy and programme issues (including assessment and analysis, the choice of objectives, activities, transfer modalities and appropriate food products, the deployment and testing of innovative approaches and the development of strategies) to support government efforts to reduce hunger and malnutrition.
  • Assist senior stakeholders of governments and other partners in identifying where food assistance can be usefully employed and provide support and technical expertise for the planning, formulation and implementation of food assistance programmes to strengthen government and community ownership and effectiveness of food security and nutrition programmes at global, national and sub-national levels.
  • Identify, develop and nurture strategic and operational partnerships to identify opportunities for collaborative approaches and initiatives that improve assistance packages and support advocacy work.
  • Enhance WFP’s leadership status in different forums on subjects related to food security, nutrition, livelihoods, resilience, engagement in humanitarian, transition and development contexts and other related issues, through direct participation and/or through briefings, information products and other materials.
  • Monitor and oversee operational research and evidence building on issues relevant to food assistance to advocacy for WFP and to strengthen policy and programme formulation.
  • Monitor and oversee preparation and dissemination of timely analytical and critical reports, publications, and a variety of information products or proposals for internal or external use to present a consistent picture to internal and external stakeholders and enable informed decision-making.
  • Advocate for resources for a broad portfolio of WFP projects, including clearly articulating the need for food assistance and related programme opportunities, and follow up on the resource situation of projects including commodity and cash availability.
  • Advice and support the development of functional training in areas of expertise to enhance the capacity of WFP staff and partner to design and deliver effective food assistance programmes.
  • Lead, motivate and develop a large and complex team of professionals to enable high performance.
  • Ensure the best use of assigned financial resources for achievement of set objectives.
  • Take responsibility for an equitable and inclusive workplace which incorporates all dimensions of the WFP diversity and inclusion framework.
  • Contribute to CO Emergency Preparedness i.e. early warning, risk analysis, and contingency planning in order to respond to humanitarian crises and needs.

QUALIFICATIONS AND KEY REQUIREMENTS

EDUCATION:

  • Master’s Degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

EXPERIENCE:

  • At least Eleven years of experience in formulating programme lifecycles and implementation modalities
  • Experience shaping country-level operational strategies/partnerships
  • Experience leading multidisciplinary teams
  • Experience designing/managing operations
  • Subject matter expertise in any of the following areas will be considered a bonus: emergency preparedness and response; resilience and climate change; cross-cutting issues (gender, protection, AAP and conflict-sensitivity) and cooperating partner management.

LANGUAGE:

  • Fluency (level C) in the English language;
  • Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (A WFP’s working language). A preference is given to French and/or Arabic.

MORE ABOUT YOU

You have knowledge of:

  • Programme Lifecycle & Food Assistance: Can lead a technical team through the programme lifecycle in highly complex contexts to strengthen the Governments’ capacity to address hunger through interventions that are fully integrated into long-term strategies.

  • Transfer Modalities (Food, Cash, Voucher): Demonstrate the ability to make well informed, strategic decisions surrounding every aspect of transfer modalities (e.g., modality type, strategic opportunities, and areas for change) to improve long term programme effectiveness.

  • Specialized areas (i.e. Nutrition, VAM, etc.): Demonstrate ability to engage and advocate for programmes in technical areas, and to build strategic partnerships in technical fields.

  • Emergency Programming: Demonstrate ability to lead a technical team through the development and implementation of strategic initiatives and operations in highly complex emergency situations.

  • Strategic Policy Engagement with Governments: Position your agency as a partner of choice with influence on a wide set of policy dialogues that strengthen national government strategies.

TERMS AND CONDITIONS

Mobility is and continues to be, a core contractual requirement in WFP. The selected candidate will be employed on a fixed term as well as a rotational contract with a probationary period of one year. This position is open to both internal and external candidates.

WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.

The selected candidates will be required to relocate to Cairo, Egypt to take up this assignment.
