Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the direct supervision of the Director of the Migration Health Division (MHD), and in close coordination with relevant migration health colleagues at Headquarters (HQ) and Regional Offices (ROs), the Senior Programme Officer develops, oversees and coordinates all Migration Health Division’s (MHD) Programmes in the programmatic area “Health Promotion and Assistance to Migrants (H2)”. In this capacity, they will provide technical guidance and support to IOM’s Regional and Country offices, liaises with external partners in agencies, government, international community and civil society, and ensures that relevant migration and health issues are integrated in IOM programmes research, dialogues and policies.

Core Functions / Responsibilities:

  1. Lead design of new Migration Health programmes and projects, provide thematic advice and project management backstopping, as well as monitoring and evaluation guidance for Regional Thematic Specialists (RTS) and Migration Health Project Managers in the field, in line with global health and development goals, IOM institutional strategic vision and priorities, on topics of relevance to the health promotion and assistance for migrants area of work, including but not limited to programmes that promote ensuring access for all migrants to health services, addressing migrants’ health vulnerabilities and needs and barriers to health services, throughout all phases of the migration process; health workforce migration; and strengthening the capacity of national health systems and related actors to promote health of migrants and provide direct assistance to the most vulnerable groups.
  2. Facilitate close collaboration with IOM Divisions at HQ Department of Programme Supportand Migration Management (DPSMM), such as Labour Mobility and Social Inclusion , Protection, Immigration and Border Management and promote such collaboration at the Regional Office level with migration health regional thematic specialists , in order to integrate and mainstream health into Regional and Mission level programme strategies and project proposals.
  3. Coordinate closely with the MHD HQ based unit colleagues; delocalized global MHD unitcolleagues, namely MHPSS head in Brussels, senior Migration Health Policy Advisor Washington, D.C., Migration Health research specialist in Berlin; and with Regional Office Migration Health colleagues, to ensure synergies and common approaches across different areas of work.
  4. Provide technical inputs for joint action and build the capacities of IOM staff in the ‘health promotion and assistance for migrants’ area of work through a combination of formal training and on-the-job mentoring, webinars and other tools on timely technical health topics related to migration and effective ways of working with key partners, such as the Global Fund and key bilateral government donors.
  5. With a particular emphasis on health promotion and assistance for migrants, promote,strengthen and expand collaborations and resource mobilization relations with UN partners, civil society, private sector partners, The Global Fund, Gavi, other international agencies, specifically targeting regional bodies as well as member governments to contribute towards Expanding IOM’s global programming to promote health of migrants.
  6. Review, endorse and monitor the implementation of multi-country and multi-regional project proposals developed by Country Offices and Regional Offices, to ensure that they are: (I) consistent with IOM policies, thematic guidance notes, and any relevant global or regional/national strategies, (II) coherent, relevant, feasible, and take into account good practices in the area of migration health, (III) developed according to IOM project development procedures as established by the IOM project handbook and relevant Standard Operating Procedures (SOPs).
  7. Lead the information sharing, communications, including innovative technological solutionsfor timely information sharing and documentation of good practices and lessons learned from IOM’s projects in the ‘health promotion and assistance for migrants’ area of work. Constantly develop and/or update thematic guidance on evidence-based approaches to IOM migration health projects in this area for sharing with Regional and Country Offices in coordination with relevant global and regional leads.
  8. In coordination with the Migration Health research Specialist based in the IOM Global Data Institute, synthesize and interpret relevant research data on Migration Health topics, conduct secondary research on programmatic data generated from IOM projects and make relevant information available to colleagues and outside audience including partners and States. Ensure that analysis and sharing of health data of significant relevance stemming from IOM programmes in the area of ‘health promotion and assistance for migrants’ are based on scientific evidence. Apply this research to programme enhancements and generate new project ideas, monitoring and evaluation and results-based management models for projects, in coordination with Regional Thematic Specialists.
  9. Analyze and regularly share critical developments and good practices among MHD global and regional colleagues and contribute to annual and other periodic reporting for internal and external audiences. Represent the MHD and promote the health of migrants in meetings, workshops, international conferences and IOM missions; on behalf of MHD, write reports, presentations for international audience, achievements, background IOM documents, guidelines, policies, and other publications for internal and external use.
  10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • University degree in Medicine, Social Sciences or other relevant Health Sciences from an accredited academic institution plus a Masters level degree in Public Health, International Health or related field with seven years of relevant professional experience; or,
  • University degree in Medicine, Social Sciences or other relevant Health Sciences from an accredited academic institution plus nine years of relevant professional experience.

Experience

  • At least seven years of combined national and international experience in establishing and leading migration health programmes with rights-based approaches, migrant-sensitive health services delivery, monitoring and evaluation of public health interventions and analytic report writing, including in low and middle income settings;
  • Experience in managing relevant public health programmes and engaging with multiple sectors of governments and other partners (with international organizations, regional organizations, ministries of health and other governmental entities, the private sector and civil society);
  • For international experience, experience in international organizations, such as UN agencies and international NGOs or institutions in similar positions is strongly preferred;
  • For national experience, at least five years should be hands-on experience in developing and implementing migration health programmes at national level, incorporating ethnically sensitive and human rights approaches to the delivery of health services for vulnerable populations;
  • Proven programme development and management experience in the health field, Knowledge and skills in project planning, management and evaluation, including resource mobilization and grant management; and,
  • Proven experience in communicating with multiple audiences including governments, health and non-health sectors, UN agencies, donors, through technical guidance briefings and writing briefing notes, as well as clearly communicating on public health matters to a general audience, experience developing and delivering trainings in the public health domain.

Languages

IOM’s official languages are English, French, and Spanish.
