Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

The Operational Compliance Unit oversees institutional compliance with IOM rules, regulations and policies through regular cross-functional reporting on compliance-related issues of concern to address recommendations made in external and internal audits and other internal and external Organization-wide reviews. The Unit aims to integrate structured, evidence-based and action-oriented information on internal governance matters, internal controls and compliance gaps through dedicated proactive management reviews of processes and systems in order to strengthen the Organization’s preventive response to emerging risks.

Under the overall supervision of the Director of the Department of Strategic Planning and Organizational Performance (DPP) and direct supervision of the Head of Operational

Compliance Unit/Institutional Compliance and Quality Assurance Officer; and, in collaboration with relevant units at Headquarters, Regional Offices and Country Offices, the Compliance Officer (Implementing Partnerships Management) will be responsible for managing, coordinating and providing high quality support for the activities of the Operational Compliance Unit of the DPP.

Core Functions / Responsibilities:

  1. Assess the appropriate implementation of the policy and guidelines on ImplementingPartnerships Management, identify related compliance issues and take appropriate remedial action.
  2. Provide policy, procedural and technical assistance and advice to IOM offices in the formalization of partnerships with implementing partners in line with relevant policies and guidelines.
  3. Constantly analyze current procedures and the quality of internal controls with regards to Implementing Partnerships Management, based on international best practices, donor requirements and internal and external audit results, advise on improvements and take remedial action if necessary.
  4. Substantively support Due Diligence exercises and assessments conducted towards potential or current implementing partners including by providing advice, guidance, policy inputs, and relevant documentation to offices.
  5. Contribute to the development or revision of specific policies, guidelines, procedures or tools. Ensure the maintenance of quality assurance of the data and information in United Nations Partnerships Portal (UNPP). Provide relevant advice and support to offices.
  6. Anticipate future external audits, verifications, and assessments in relation to the implementing partnerships management and plan accordingly. Prepare the repository of relevant documentation and ensure completeness of data.
  7. Consolidate the review of external audit reports and Due Diligence exercises relevant to the Implementing Partnerships and, where required, in coordination with relevant departments at HQ, draft the institutional response, ensuring validation by the supervisor.
  8. Ensure proactive dissemination of lessons learned from external audits and compliance reviews, and advise on incorporation into policy, guidelines and related training materials.
  9. Develop and prepare training materials on Implementing Partnerships Management, manage and coordinate the roll out of relevant instructions and conduct briefing and training sessions of relevant employees and offices. Guide and advise staff in the use of relevant IOM tools and systems.
  10. Where relevant, ensure the supervision and functional follow-up of the intern(s) or other support staff under supervision ¬and ensure a positive working environment and good team spirit.
  11. Collect, compile and review data from the relevant working groups, offices, units and departments and maintain relevant repositories of collected data.
  12. Ensure continuous maintenance of the SharePoint/Intranet page dedicated to Implementing Partnerships Management, and keep up to date the relevant sections of the IOM website in coordination with relevant IOM offices and departments.
  13. Assess opportunities for collaboration with the wider UN system to promote alignment and information sharing on Implementing Partners engagement and management.
  14. Develop periodic reports, visibility and communication materials related to the OperationalCompliance unit.
  15. Perform such other related duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in International Relations, Humanitarian Studies, Business Administration, Law, or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Minimum five (5) years of experience with IOM or UN agency in the domain of project development, project management or information management;
  • Experience and strong knowledge of humanitarian principles, IOM rules and regulations, and IOM project development is an advantage;
  • Experience in liaising with government authorities, other national/international institutions and donors;
  • Experience in dealing with implementing partners: selection, due diligence, contracting, monitoring and training;
  • Experience with creation and maintenance of SharePoint pages.

Skills

  • Very good familiarity with the broad range of migration and related subject areas dealt with by the IOM;
  • Knowledge of UN and bilateral donor programming;
  • Skills in the usage of office software packages, spreadsheets and data analysis;
  • Demonstrated excellent writing and communication skills.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of French or Spanish is an advantage.
