We are recruiting for Senior Programme Officer to support both the day-to-day operations of Depaul International and national capacity strengthening across the Depaul subsidiaries.
In this role, you will work with and accompany colleagues across the group, facilitating learning opportunities, delivering training and building collaborative networks. Key areas of responsibility will include supporting us to further develop and embed our organisational approach to safeguarding, working with subsidiaries to implement outcomes measurement tools and systems, and assisting with quality assurance processes. You will also prepare reports and proposals, both to support group governance and ongoing programme development in the countries we work in. Working closely with the Director of Operations, you will have the opportunity to help shape how DPI provides and facilitates support, guidance and learning across the subsidiaries.

Responsibilities Working closely with the Director of Operations and in collaboration with colleagues across the group: Group data collection and impact measurement – Review, collate and analyse operational statistics for the Depaul Group, liaising with colleagues across the subsidiaries and helping to produce our Group Data Reports and Impact Report. ? Assist in the development and implementation of a new approach to impact measurement across the group, supporting subsidiaries to set up new processes and design tools to measure outcomes, as well as to use the data effectively to demonstrate the effectiveness of their work. Safeguarding – Deliver capacity strengthening activities to support Depaul subsidiaries to further embed safeguarding and PSEA practices across their services and staff teams, including: o Designing and facilitating safeguarding training o Developing resources, guidance and templates o Supporting subsidiaries to develop and implement local processes, for example by completing referral pathway mapping and developing materials to use with clients. – Support the annual Group Safeguarding Audits/Reviews, collating submissions and helping subsidiaries to work through related actions. Group governance and programme quality – Assist in and develop initiatives to promote programme quality across the group, for example by facilitating the development of Depaul expertise in certain practice areas and supporting the ongoing development and implementation of the Depaul Group minimum standards. – Lead, alongside the Director of Operations, ????? work to ensure Depaul services are accessible to all those that need them and that all clients are treated equally and fairly. – Support with the light touch review of organisational governance, undertaken annually across the group, and the three-yearly audit cycle. Learning, collaboration and development – Facilitate collaboration and learning across the group, for example setting up discussion groups on key themes and areas of practice, connecting colleagues and supporting the quarterly Depaul Housing Forum. – Oversee, with support of the Director of Operations, staff exchanges between subsidiaries ? designed for staff to visit projects and learn from the expertise of colleagues across the group. – Consult with subsidiaries on training needs, developing, delivering and sourcing training for colleagues across the subsidiaries as required. Other – Support the activities of FHA team as and when required, for example to proofread external communications, provide application support and due diligence to potential 13 Houses projects, and, assist with the planning, administration and delivery of international conferences. – Work with IGH and Director of Operations to support Depaul Croatia, Slovakia and Ukraine (operating in countries that currently undertake no national data collection on homelessness) to initiate enumeration activities, when circumstances allow. – Maintain accurate records and descriptions of programmes running across the group, supporting fundraising and communication colleagues with information and contacts when required. – Assist with the due diligence process for new subsidiaries as required – Work with the DPI communications team to assist with advocacy campaigns – Support the recruitment and management of interns and volunteers – Provide day-to-day operational support to colleagues and undertake any other tasks that fall within the scope and nature of this post.
What we are looking for – Person Specification When completing your cover letter, please address the points below: Essential – An interest in maintaining or developing a career in global homelessness – A working knowledge of safeguarding children and/or vulnerable adults – An in-depth understanding of the issues faced by vulnerable people and those experiencing homelessness, with experience in either service delivery organisations or the international development sector – Experience of designing and developing high-quality resources and materials – Confident to design and deliver training to professionals, both in person and online – An understanding of measuring outcomes and the impact of projects and programmes – Ability to interpret and analyse numerical and statistical data – Experience coordinating small projects, programmes or events – An understanding of quality assurance and best practice in the context of service delivery – Great attention to detail, skilled at summarising information and writing reports for a range of audiences – Excellent interpersonal skills and ability to build relationships internally and externally and bring people together, being confident working with a diverse range of cultures and languages – Excellent communication skills in spoken and written English, including the ability to proof read to a native level – Self-motivated with a positive and enthusiastic personality, able to work autonomously and carry out efficient organisation and administration – An understanding of, commitment to and willingness to advocate for, Vincentian values and the DPI group – Highly computer literate and skilled with Word, PowerPoint, Outlook and Excel – Able to undertake international travel (3-4 weeks a year) and willing to work outside normal working hours on occasion (for which time of in lieu will be given in line with our policy) – Commitment to working within an environment that promotes Equal Opportunities, Safeguarding and has regard for the Health and Safety of others
Desirable – Experience in delivering capacity strengthening activities in an international setting – Direct experience working with young people and/or vulnerable adults – Proficient in other languages (written and verbal) – Experience working in homelessness and/or housing – Experience in volunteer management
