As Senior Program Manager, you will lead CRS’ strategic partnership with partner organizations engaged in the Ukraine emergency response. You will support the partners’ program team(s) and coordinate with organizational management to ensure quality of programmatic implementation and advancement of strategic initiatives. You will support partners to ensure that projects are well-designed and relevant to the fluid emergency context and that results are achieved in an accountable manner, on time and on budget, including strategies for phase out and sustainability. As a senior leader, you will proactively manage relationships with partners and work to identify and mitigate risks.

Roles and Key Responsibilities: · Support partner project team(s) on the design, start-up, implementation and close-out of emergency response and institutional strengthening project(s).Support partners to apply project management and program quality standards throughout the project life-cycle · Serve as the primary CRS point of contact for partners, fielding and responding to requests for support in collaboration with CRS EMECA and HRD technical advisors and engaging in joint, strategic thinking about future directions and areas of investment · Support partners to ensure that strategic objectives and results are accomplished and meet technical quality standards through activity planning, budget analyses, and technical review and reflection events · Support partner management in managing team dynamics and staff well-being. Provide coaching and mentoring when needed. · Coordinate with MEAL colleagues · Manage and mitigate risk. Ensure partners are adequately identifying and managing risks associated with the emergency response and institutional strengthening efforts, including but not limited to: oversight and management of financial and in-kind resources, application of safegu arding policies and procedures and compliance with donor and local requirements · Coordinate relationships with other Caritas International Member Organizations (CIMOs), including Caritas Europa’s Emergency Response Support Team, supporting partners in the Ukraine emergency response. Contribute to coordination of roles and activities of CIMOs in line with CRS partnership principles · Create and maintain proper conditions for learning. · Identify capacity strengthening needs and develop corresponding strategies to support partners’ capacity development as well as long-term institutional strengthening. Liaise and coordinate with technical advisors from CRS and Caritas Internationalis for the provision of technical assistance and accompaniment and ensure the appropriate application of partnership concepts, tools and approaches.

Preferred Qualifications

  • Knowledge of CRS Partnership strategy and Partnership management experience required
  • Prior experience working in the region and in emergencies. Previous experience coordinating with Caritas Internationalis Member Organizations or other consortium management experience a plus
  • Excellent knowledge and experience in all phases of project management, with capacity to advise on strategies for applying project management and program quality standards
  • Understanding of information and budget management systems and knowledge-sharing networks a plus. Familiarity with Commcare and PowerBI a plus
  • Strong understanding and application of principles and concepts in ERR, capacity strengthening and local humanitarian leadership. Good knowledge of related disciplines to ensure proper cross-sectoral approach
  • Excellent relationship management skills with ability to influence and get buy-in from people not under direct supervision and to work with individuals in diverse geographical and cultural settings
  • Very strong strategic, analytical, problem-solving and systems thinking skills with capacity to see the big picture and ability to make sound judgment
  • Experience and skills to represent the organization at meetings with donors, government, international NGOs, local partners – faith-based and civil society. Understanding of partnership principles
  • Experience in the development and delivery of capacity strengthening activities to support ERR interventions and programming. Demonstrated experience to transfer knowledge to diverse audiences through training, mentoring, and other formal and informal methods

Required Languages – Fluency in business English required; Polish and/or Ukrainian

Travel – This position will be based in Poland for the first 6 months and potentially longer, with the possibility of periodic assignments and travel to other countries responding to the Ukraine crisis to provide support as outlined above. There may also be occasional travel regionally for coordination meetings and learning exchanges. While in Poland or other partner-led responses, must be willing and able to travel up to 25% within the country to engage with diocesan offices.

Supervisory Responsibilities: CRS staff assigned to the Poland response (currently two positions) and any Technical Advisors on TDY to Poland or other countries supported.

Key Working Relationships: Internal: Other CRS team members in Poland and across the wider Uk raine crisis response, relevant EMECA and HRD Team members. External: Leadership and Emergency staff and volunteers of Caritas in Poland and other countries supported, other CI MO staff in country, UN/INGO coordination forums, other UN/INGO representatives.
