Job Purpose

Reporting to the Deputy Head of Delegation with IFRC Türkiye, the Senior Partnerships Development Coordinator will interact with a wide spectrum of actors in support of, and on behalf of the IFRC Delegation, and more specifically will lead on: i) strategic partnership development; ii) national society development; iii) management of SEP tools and processes.

The position is based in Ankara with occasional travel to operational areas as and when required.

Job Duties and Responsibilities

Lead Strategic Engagement and Partnership Development

  • Undertake donor landscape analysis, drafting reports to inform strategic outreach and engagement. Develop comprehensive list of institutional donors, and identify partners of strategic relevance to the IFRC.
  • Manage connections with Institutional partners, including with:
    • regional and global development banks;
    • specialized funds and corporates;
    • governments aid agencies
    • UN agencies;
    • the European Commission
  • Represent the IFRC in discussions, strategic meetings, events, and consultations with Institutional partners.
  • Prepare briefing materials, talking points, and reports for high-level meetings and other strategic fora, and offer top management of the IFRC important strategic advice and assistance.
  • Develop customized collaboration proposals for institutional partners (including IFIs and multilateral partners). Global MOUs, accreditations, multi-year grants, cooperation agreements, and renewals should all be initiated and negotiated.
  • Lead Resource Mobilization Strategy Development, including creating and maintaining a mechanism to track down new funding possibilities from institutional partners (I.e. multilateral and IFI partners) on a regular basis and disseminate, as needed.
  • Maintain awareness of pertinent policies and decisions made by inst partners; ensure systematic analysis of funding trends; develop funding targets; and forecast income projections.
  • Work in close collaboration with Regional SEP colleagues to develop strategic partnerships that extend beyond Turkiye leveraging the experience of IFRC Turkiye where appropriate.

Guide and Support National Society Institutional Resource Mobilization

  • Encourage and assist National Society engagement with important institutional partners, including multilateral and IFI partners.
  • Provide an internal assistance desk for matters relating to such donors, including donor eligibility requirements, donor compliance requirements and donor proposal processes and contracting mechanisms, including regular briefings and information sessions for National Societies.
  • Assist National Society in making better use of their auxiliary position in relation to their own Governments with the view to accessing institutional financing tools.

Manage SEP Tools and Systems according to IFRC quality standards

  • Oversee the efficient stewardship of funds received from institutional partners by carefully monitoring the progress and performance towards deliverables in line with partner’s requirements. In particular:
    • Work closely with the Regional Office and SEP Officer to ensure that concept notes, applications, and reports are of high quality and submitted on schedule.
    • Monitor closely the rate of burn for projects supported by institutional partners in partnership with relevant project managers
    • Work with the Communications Department to ensure that partners are given the proper amount of visibility in IFRC publications, on the website, in the media, and online.
    • Assist/advise in the formulation of budgets and communication with field offices on assigned funds by working closely with budget holders, programme teams, and finance to ensure quality and consistency in proposals.
  • Track the portfolio commitments’ advancement toward the goals set forth in the 2023 Plan and Budget.
  • Take active part in relevant in-country and regional coordination calls
  • Take part in and/or take the lead in partner evaluations, assessments, reviews, and audits to make that the IFRC is properly represented, and partner standards are satisfied.

Contribute to an effective, high quality IFRC team:

  • Assist the team manager by providing regular updates on the results in relation to the goals and risk analysis.
  • Cooperate closely and create synergies with individuals from other SEP/PRD teams in Budapest and the surrounding areas.
  • Actively collaborate with other key IFRC Secretariat departments (such as audit, finance, and procurement) to enhance and develop the tools needed to enter into new partnerships.
  • Oversee and be in charge of mainstreaming protection standards in IFRC-related operations in accordance with its protection mainstreaming principles, and make sure that all reported violations and concerns are appropriately addressed.

Education

Required:

  • Degree in International Development, Marketing International Relations, Law or other relevant fields.

Experience

Required:

  • Minimum of 5 years of experience in leading institutional partnerships and resource development functions at a global level for a national/international organisation.
  • Experience in partnering with development banks (World Bank and regional ones), specialised funds (e.g.: Global Fund, GAVI, GCF), UN agencies, and EC.
  • Proven track record in institutional partnerships, and in achieving results by raising public sector funds at levels over CHF 10 million/year.
  • Experience managing partner and resource development relations in a context of humanitarian and/or development programmes.
  • Experience working with institutional donors to aid in humanitarian and development causes; experience in donor relations and grants management.
  • Experience in the creation of reports and proposals as well as dealing with a variety of donors.

Preferred:

  • Experience in partnering with governments and government Aid Agencies in the context of resource mobilisation

Knowledge, Skills and Languages

Required:

  • Advanced knowledge of institutional partnership landscape (including multilaterals and IFIs), priorities, policies, and financing instruments supporting humanitarian action and the attainment of the SDGs.
  • Demonstrated ability to negotiate funding agreements, to structure financial instruments, and to navigate complex funding mechanisms.
  • Experience in identifying and articulating strategic issues, risks and priorities that need to be brought to the attention of senior management.

  • Track record in producing high quality work within short deadlines and ability to make effective, timely decisions.
  • High degree of discretion, tact and sensitivity in dealing with internal and external clients and stakeholders at all levels.
  • Ability to work within a multi-cultural, multilingual, multidisciplinary environment.
  • Fluency in Microsoft office tools.
  • Fluently spoken and written English.

Preferred:

  • Good command of another IFRC official language (French, Spanish or Arabic) or Turkish.
