BACKGROUND: The International Rescue Committee (IRC) helps people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their future. The IRC’s Resettlement, Asylum and Integration (RAI) department creates opportunities for refugees and other vulnerable migrants to survive and thrive in the US and Europe. RAI serves more than 50,000 individuals each year in the US, including thousands of newly arrived refugees and asylum seekers as well as the broader immigrant community, through a diverse portfolio of programs aimed at five core outcomes: Health, Safety, Economic Wellbeing, Education and Power.

SCOPE OF WORK: The Senior Operations and Learning Officer, Immigration, reports to the US Legal Services Director and provides support to a dynamic and growing network of immigration legal services programs across the US. The RAI US network of 28 offices collectively serves more than 15,000 immigration clients per year. The Senior Officer provides operational oversight related to programming under national contracts and grants, as well as for a legal case management software. The position also oversees the development and organization of the Unit’s internal resource hub, provides training to program teams, facilitates peer-to-peer learning and knowledge sharing across legal services and multi-disciplinary programs, and plays a pivotal role in identifying resource and learning needs.

Major Responsibilities:

Operations

  • Serve as a primary point of contact with prime contractor partners on IRC’s national legal services subcontracts, together with the US Legal Services Director and Regional Deputy Directors
  • Support IRC program offices that participate in federally-contracted legal services programs in developing budgets and meeting reporting requirements
  • Establish and maintain effective working relationships with IRC HQ functional departments, including Resource Acquisition & Management, Finance, and IT, in collaboration with the US Legal Services Director
  • Manage and track in coordination with US Legal Services Director program budget, including input and use of the Integra and Power BI systems, analysis of regular budget reports, and assistance with forecasting
  • Serve as the US Legal Services team’s primary focal point for the legal case management software with an external software provider, and work with the external software provider to ensure appropriate investigation and troubleshooting of challenges

Learning and Knowledge Management

  • Manage all aspects of the legal services unit’s Intranet page, including by surveying program colleagues to better understand resource needs and usability of the site, collaborating with colleagues to ensure relevant materials are uploaded and accessible, and ensuring information is current
  • Create additional training resources, such as modules and videos
  • Facilitate sharing of resources and materials across all offices in a way that is conducive to learning, including through facilitating communities of practice
  • Support the on-boarding of new immigration staff across IRCI’s network by sharing information and adding them to relevant distribution lists and networks
  • Maintain an accurate directory and email distribution list of all immigration staff across the US network
  • Identify staff training needs related to using the online case management system and develop and provide materials, trainings, and resources to address these needs
  • Manage and approve requests for accessing HQ training funds
  • Perform other duties as assigned

Program Management

  • Collaborate with the US Legal Services Director and Regional Deputy Directors to prepare quarterly and annual report for US legal services
  • Special projects and other duties as needed
  • May supervise program officers

REQUIREMENTS:

  • Bachelor’s degree in a related field required, advanced degree a plus
  • Minimum 5-7 years progressive work experience in immigration legal services or the broader immigrant rights field
  • Proven experience and skills in project management
  • Strong knowledge of the US immigration system, with past experience as a Department of Justice accredited representative a plus
  • Excellent written and oral communication skills: the ability to communicate effectively with colleagues and partners
  • Solid organizational skills with the ability to juggle multiple tasks, set priorities, effectively manage time, and meet deadlines imperative
  • Knowledge or competency in a second language widely spoken by the immigrant community a plus
  • The ability to be flexible and work well under pressure in a fast-paced team environment
