Proposal Objective: Social Impact is pursuing an anticipated four-year contract to provide comprehensive monitoring, evaluation, and learning (MEL) support to the USAID/Philippines Mission and implementing partner projects. The contract will provide services to improve design, monitoring, evaluation, and learning and adapting for the portfolio of projects. This activity will cover USAID-funded projects implemented in the Philippines, Pacific Islands, and Mongolia, and is anticipated to be awarded in May 2023.

Position Description: SI is seeking a Senior Monitoring Specialist M&L Lead to oversee, lead and guide on the daily support service requests (monitoring, DQAs, rapid feedback assessments, support for MELPs, etc.) from the Mission, as well as guide efforts to strengthen Mission and IP performance monitoring skills and practices., while working closely with the USAID/Philippines Mission and implementing partners.

The position is a full-time position for the four-year duration of the project, and will be based in Manila, Philippines, contingent upon contract award.

Responsibilities:

  • Assist USAID/Philippines with performing monitoring and analysis tasks such as Activity MEL Plan reviews, data quality assessments, project and context monitoring through in-person and remote data collection, data analytics.
  • Guide efforts to strengthen Mission and implementing partner performance monitoring skills and practices.
  • Provide trainings to stakeholders on results-based management and creating effective monitoring indicators, plans, processes, and systems to improve performance monitoring.
  • Oversee GIS product requests and oversee GIS capacity development.
  • Provide support, leadership, and technical expertise to ensure that the project meets all its performance and reporting requirements.

Qualifications:

  • Master’s degree in International Development, International Affairs, Social Sciences, Monitoring and Evaluation, or other relevant fields
  • Minimum of eight years of experience in monitoring and evaluation within large and/or complex international development projects.
  • Experience in the design and management of indicators, M&E plans, performance targets, data quality assessments, data collection, and analysis.
  • Experience using performance monitoring data for the improvement of ongoing project/activity management.
  • Participated and/ or led the conduct of qualitative and/or performance monitoring and/or evaluations.
  • Ability to conceptualize and structure monitoring activities and write reports clearly and concisely.
  • Familiarity with standard USAID policies, guidance, processes, and indicators; and capable of developing customized indicators.
  • Advanced professional fluency in written and spoken English and Tagalog required, knowledge of Mongolian and or French an asset.
  • Similar experience in Mongolia, Pacific Islands, and other similar Asian countries preferred.
