Context:

Under the overall supervision of the Head of Programme Support Unit and under the direct supervision of the National Monitoring and Evaluation Officer, the incumbent will provide support to the information management, monitoring, evaluation and learning needs of Mission particularly the Migration Management Unit (MMU) with a specific focus on the Bridging Recruitment to Reintegration in Migration Governance (BRIDGE) Programme. The incumbent will closely coordinate with MMU in performing the outlined tasks and delivering outputs.

The Migration Multi Partner Trust Fund has directed resources towards the Joint Programme “Bridging Recruitment to Reintegration in Migration Governance: Philippines (BRIDGE)”, which seeks to support the implementation of the GCM at the request of the Philippines. In particular, the Government has identified Objective 6 (Facilitate fair and ethical recruitment and safeguard conditions that ensure decent work) and Objective 21 (Cooperate in facilitating safe and dignified return and readmission as well as sustainable reintegration) as priority GCM objectives, both of which are connected to the UN’s Sustainable Development Goal (SDG) Target 10.7 (Facilitate orderly, safe, regular and responsible migration and mobility of people, including through the implementation of planned and well-managed migration policies) and Target 8.8 (Protect labour rights and promote safe and secure working environments for all workers, including migrant workers, in particular women migrants, and those in precarious employment).

Core Functions / Responsibilities:

  • Coordinate with the National M&E officer and support the implementation of the Monitoring and Evaluation framework of the BRIDGE programme, including the proper implementation of M&E activities as laid out in the respective M&E plans;
  • Contribute to the development and usage of standardized M&E tools and plans for the BRIDGE programme and other projects, including for qualitative and quantitative data collection, data quality monitoring, analysis and regular reporting on indicators;
  • Create and manage internal project databases, ensuring that all relevant data on the implementation of projects are captured and organized, especially for the BRIDGE programme, including coordination with participating agencies;
  • Contribute to the development of thematic/sectoral reports as required and in coordination with the National M&E Officer to be used for internal and external communications materials, highlighting outcomes and impact across the thematic areas and when applicable, to specific areas or groups of beneficiaries;
  • Conduct field monitoring and evaluation visits in coordination with the project teams to monitor technical compliance and timely execution of the BRIDGE programme vis-à-vis approved plans and baselines;
  • Supervise and guide enumerators in coordination with the National M&E Officer during data collection for monitoring and evaluation purposes, as needed;
  • Collaborate with and provide guidance to participating UN organizations of the BRIDGE programme and with external partners on M&E activities in coordination with the National M&E Officer;
  • Consolidate, clean and analyze data on programme implementation and indicators and reports any issues to the supervisor and project team;
  • Support the final evaluation of the BRIDGE programme, in coordination with the National M&E Officer, project team and other relevant stakeholders;
  • Draft, consolidate and review monitoring reports to be shared with relevant stakeholders;
  • Perform other duties as may be assigned.

Required Qualifications and Experience

Education

  • Bachelor’s degree in Social or Political Science, Development Studies, Statistics, or any related field from an accredited academic institution with four (4) years of relevant professional experience in monitoring and evaluation; or
  • Completed High School degree from an accredited academic institution with six (6) years of relevant professional experience.

Experience

  • Experience in project development, project management, monitoring and evaluation, and information management required
  • Experience in data analysis and report writing required
  • Proven ability to consolidate and validate information from multiple sources
  • Working experience with UN agencies, NGOs and/or other humanitarian and development agencies, a distinctive asset.

Skills

  • Proven ability to consolidate and validate information from multiple sources
  • Proven ability to work with basic presentation software, especially Microsoft PowerPoint and Excel
  • Knowledge of ACCESS and statistical analysis, preferred
  • Knowledge on project management in a development and migration context ideal

Languages

Fluency in English and Filipino (oral and written) is required for this position.
