Context:

IOM seeks to advance overall transition towards Results-Based Management, moving away from activity-based management. Systems, culture and training must be adapted, and communication strengthened between corporate efforts (HQ) and Regional/Country Offices. In particular, IOM seeks to:

  • mainstream RBM across the organization through the identification of corporate targets andmeasurable indicators;
  • improve strategic planning at institutional, regional and country levels;
  • improve results monitoring and reporting; and,
  • ensuring that IOM learns from its results and adopts a culture of integrating lessons learnt.

Such mechanisms will improve the organization’s efficiency, service delivery and provide for connectivity across IOM through optimal use of core resources.

The Results-based Management Officer (Monitoring and Reporting) will be working under the overall supervision of the Director of the Department of Strategic Planning and Organizational Performance (DPP) and direct supervision of the Chief of Results Based Management.

Core Functions / Responsibilities:

  1. Support the roll-out of IOM’s institutional Strategic Results Framework (SRF), including conduct regular internal consultations with Headquarters Departments and Divisions, Regional Offices and Country Offices, and conduct regular reviews of the progress of implementation and recommend adjustments, as necessary.
  2. Support and contribute to the development of corporate monitoring and results-based reporting systems and processes to improve results reporting and advise on possibilities for alignment and interoperability with other UN system-wide reporting systems and reporting obligations.
  3. Promote the use and roll out of the monitoring and results-based reporting capacity building products, and alignment with RBM approaches overall, and coordinate their inclusion in IOM e-learning and Knowledge Management initiatives.
  4. Coordinate the development of training materials, design guidance (tools and policies) and deliver training on monitoring and results-based reporting, based on agreed roll-out plan through both, online and face-to-face training.
  5. Oversee and guide facilitators for these trainings through regular coaching and quality control, identifying lessons learnt for improved capacity support.
  6. Provide overall guidance on institutional monitoring for results to field missions for discussions with donors, governments and partners as well as for the implementation of monitoring visits and other results-based performance measurement tools.
  7. Identify best practices from field offices in monitoring for results and their benefits in IOM’s RBM approaches.
  8. Contribute to other Unit priorities, including Results-Based methodology in IOM’s budgeting, the Institutional Questionnaire, design of the Annual Report, and development of knowledge management processes;
  9. In line with DPP’s RBM Strategy, strengthen evidence-based learning and reporting systems through improved access to monitoring reports, as well as to existing tools to monitor programmes and develop higher quality reporting.
  10. Liaise with DPP Central Evaluation Unit regarding capacity building and technical guidance related to M&E as a second line management tool, to guarantee conformity with IOM Evaluation and related guidance and instructions.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Science, Business Administration, International Relations, or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions;
  • Experience in remote management and monitoring in complex environments and experience in programmes for migrants and capacity-building activities in complex environments;
  • Proven experience in developing online training, as well as developing and conducting Monitoring and RBM training;
  • Proven experience with strategic planning approaches, RBM methods, planning, developing and implementation of RBM and Monitoring Management Information Systems; and,
  • Proven experience in developing and implementing the Theory of Change approach.

Skills

  • Sound and proven understanding of internal and international migration issues particularly in humanitarian settings and related issues;
  • Sound knowledge of qualitative and quantitative research methodologies (with emphasis on data collection, analysis and report writing related to migration);
  • Demonstrated ability to understand, develop and implement control procedures; and,
  • Ability to use Microsoft Office (Excel, Outlook, and Word) and access databases (e.g. Access).

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English, French or Spanish is required (oral and written). Working knowledge of other UN Language is an advantage.
