Senior Medical Analyst

Organizational Setting and Work Relationships

The position is under the supervision of the Staff Health and Welfare Service (SHWS) in the Division of Human Resources (DHR). The Division’s mission statement indicates that DHR is a strategic, trusted and innovative business partner in enabling UNHCR to protect and respond to persons of concern by attracting, motivating, retaining and developing a talented, diverse and agile workforce while nurturing a culture of excellence, respect and wellbeing for all.

The incumbent of this position supports the establishment of medical strategic priorities and the reconfiguration and transformation of the Section from a largely transactional model into a strategic business partner for field operations and senior management.

UNHCR has a highly mobile, global workforce which comprises around 15,000 staff members and nearly 5,000 colleagues on various working arrangements serving in over 600 locations in 140 countries. 40% or more of UNHCR’s workforce is posted in difficult and remote duty stations where working and living conditions can be challenging. Some locations are impacted by security risks and ongoing conflicts and ensuring their safety and wellbeing is of paramount importance.

The Staff Health and Wellbeing Service (SHWS) is responsible for ensuring that the workforce of UNHCR has a safe and healthy work environment in the interests of good functioning and productivity. Occupational health focuses on enhancing and maintaining:

  • the health of people at work, ensuring they operate safely; and
  • the organisational effectiveness of UNHCR by providing expert advice to management.

The Medical Section includes 7 regions with more than 25 professional and support staff providing occupational medical services and support to UNHCR staff. The Senior Medical Analyst at headquarters reports to the Chief of Medical Section, and will have supervisory, managerial and administrative responsibilities.

In addition to working with individual staff and teams in direct person-to-person service, the Section is responsible for the overall implementation of UNHCR’s Duty of Care commitments as well as for the development of relevant policy documents that promote staff health and psychosocial wellbeing.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties

  • Provide guidance to the organization and the staff in headquarters and implement measures on issues related to occupational health. Advise on the provision of safe and healthy conditions.
  • Develop and manage emergency response to complex situations.
  • Act as the chief of section in his/her absence.
  • Successfully run occupational health support tasks: walk-in clinic, emergency first aid, sick leave, return to work arrangements and workplace accommodation, work-related illness and accident processes, travel medical services for staff on official travel/missions/emergency deployments in headquarters.
  • Manage allocated human, financial and other resources for the successful working of headquarters occupational clinic and ensure quality standards of patient safety.
  • Establish functional and operational relations with the Medical Officers in the regions.
  • Develop, implement and supervise strategic guidance that links the elements of service provision, capacity building (training) and policy work applicable to all regions: policy updates, health promotion strategic documentation, in line with the Staff Health and Welfare s and Regional Strategic Objectives.
  • Manage resources: management of global procurement process that supports the work of regional medical offices.
  • Provide surge capacity to the corporate and UN System.
  • Represent the Medical Section at the interagency level with the purpose of harmonising the practices as much as possible, and of identifying the best practices (UN Compensation Claims Committee in Geneva (work-related illnesses and accidents) and of the UN Pension Fund in New York (disability benefits)).
  • Lead risk assessments and discussions with team(s) to proactively manage risks and seize opportunities impacting objectives. Ensure that risk management principles are integrated in decision-making both at strategic and operational levels. Allocate resources for planned treatments with resource requirements in Strategic Plans. Ensure that risks are managed to acceptable levels and escalate, as needed. If a Risk Owner, designate the Risk Focal Point and certify that the annual risk review is completed and ensure that the risk register is updated during the year, as needed.
  • Perform other related duties as required.

Relevant Job Experience

Substantial experience in clinical practice as a Medical Doctor/ Practitioner of which at least 1-2 years should be in international organizations and/or in hardship duty stations. Minimum 2 years of experience in occupational health and safety and/or health policy and /or emergency medicine and / or health management/ health analysis. Minimum 2 years of project design and management experience (education and competency to successfully lead and direct projects). Training in health administration, health informatics, minimum 2 years of experience in implementing health-electronic related projects. Supervisory experience of other health personnel.

Desirable

Advanced Degree in occupational health/health informatics/international health. Experience in managing employee assistance programs, health policy or guideline development, health communication. Demonstrated leadership and team-building skills.

Occupational Safety and Health Considerations:

Nature of Position

The position reports directly to the Chief of Medical Section in Geneva but also collaborates very closely with other regional medical Officers and stakeholders at headquarter, interagency and the regional structures. Global support to medical sections activities will be also required. This position is responsible for supporting the Medical section strategic plan and activities.

Living and Working Conditions

Current operational circumstances require frequently long working hours as well as emergency coverage. Frequent travels will be required.

Stressful work context, therefore capacity for self-care is critical.
