Overview

The Monitoring & Evaluation Officer is responsible for implementing all M&E-related assignments of the project. The incumbent is expected to develop M&E tools and protocols that ensure project deliverables are monitored and attained in a timely manner. This is a position that will work hand in hand with other project staff with specialized technical disciplines in Information Management (IM) and shall develop tools, generate reports, and share the data according to the iMMAP framework of policies and procedures. In this regard, he/she will manage relationships with project staff in preparing and developing high-quality objective tools for activity monitoring and reporting of activities in the scope of the projects. upon project needs and request, the M&E officer will lead and conduct evaluation exercises and as well as lessons learned sessions with project staff and beneficiaries. Furthermore, the M&E officer will be responsible of developing M&E training materials and conduct trainings for other staff and project beneficiaries as per the project requirements.

 

Description of Duties

Key Accountabilities:

Strategy:

  • Contribute to the development of iMMAP Iraq Monitoring, Evaluation, Accountability and Learning strategy.
  • Ensure, in close collaboration with Project Managers and under the supervision of the Program
  • Coordinator, that each project has a robust monitoring and evaluation framework complying with iMMAP standards and donors’ requirements.

 

Monitoring:

  • Support Project Managers to set up relevant methodologies and tools to ensure the proper tracking of relevant activities and output indicators.
  • In coordination with the Program Coordinator, conduct ad hoc verification of project indicators and archiving of means of verification by the project team.

 

Evaluation:

  • Plan, lead, and oversee the implementation of outcome monitoring duties as defined in each project’s monitoring and evaluation framework.
  • Design the tools and lead the data collection required for outcome indicators to follow up including but not limited to baseline, mid-term and end-line evaluations.
  • Develop methodology, sampling, and tools for outcome monitoring activities including pre-posttests, surveys, focus group discussion, key informant interviews, etc.
  • · Write project evaluation reports as relevant.

 

Learning

  • In coordination with the Program Coordinator, design learning tools and mechanisms.
  • Co-lead lessons learned workshops with project managers and technical staff (preparation and facilitation).
  • Write project learning reports.

 

Training

  • Develop general MEAL training materials for project staff and beneficiaries as per the requirements of the project
  • Provide Basic MEAL training to project staff.

As part of the iMMAP commitment to organizational learning, and in support of the understanding that learning organizations are more effective, efficient, and relevant to the communities they serve, it is expected that he/she will commit 5% of their time to learning activities that benefit iMMAP, as well as individual professional development.

Accountability to Beneficiaries

iMMAP team members are expected to support all efforts toward accountability, specifically to beneficiaries of iMMAP programs, and to international standards guiding relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring, and evaluation of field projects.


 

Education

· BA in international development, sociology, business management, statistics, and other relevant fields (Information Technology, Information Management, or Computer Sciences).

Experience

  • At least 5 years of general Experience (M&E and relevant qualifications).
  • At least 2 years of proven experience working with UN agencies or relevant international organizations on information management or monitoring and evaluation.
  • Previous experience in developing and delivering training is required.
