OBJECTIVES OF THE POSITION:

The main objective of the Humanitarian Access & Security Manager is aimed at helping to ensure the safety and security of HI’s mission staff and goods at all times through ensuring proper risk analysis, security frameworks, tools and protocols in place and at the same time supervising their correct and effective implementation.

 

Under the line management of the Country Director, and coordinating with the Area Manager , the Humanitarian Access and Security Manager will be responsible for the implementation of HI’s framework and systems of security management (risk analysis, security plans…)  in the whole Iraq; including the update and/or development of comprehensive tools, policies and Standard Operating Procedures where required; identifying critical gaps in capacity and proposing solutions; providing trainings as necessary; participating in specific assessments as needed and performing other tasks as required by CD.

 

Working relationships:

  • Report to: Country Director
  • In close collaboration with: Area Managers
  • Management: Direct management of three security officers in the different field locations

JOB DESCRIPTION

General mission: implements HI security standards in the country (security plan, briefings, etc.) with direct technical exchanges with the security unit of the head quarter and regional director.

– Analyzes and gives/approves instructions for security measures in coordination with the security unit at headquarters, and the Country Director.

Responsibilities:

  1. Contributes to the country strategies in line with the global strategies

Steers security strategy and functioning through the active promotion of HI’s institutional policy and the optimization of resources

  • STRATOP: contributes towards the drafting, revision and implementation of operational strategy (stratop) within his/her scope of responsibility;
  • RISKS: produces and updates the risk map covering his/her scope of responsibility; proposes and implements risk mitigation measures;
  • INCIDENTS: contributes to incident reporting within his/her scope of responsibility;
  • INDICATORS: produces, compiles and analyses dashboard data;

 

  1. Standards and Accountability
  • STANDARDS: ensures respect and application of HI standards for the whole of his/her professional sector, with regard to policy, processes and tools;
  • LOCAL ADAPTATION: adapts and contextualizes these standards according to specific local characteristics;
  • INTERNAL CONTROL: oversees internal control for his/her whole area of responsibility;
  • ACCOUNTABILITY: guarantees compliance with and application of institutional donor rules on all the projects implemented within his/her scope of responsibility.

 

  1. Operational security management

Gain a thorough understanding on security issues in the region and develop an effective and efficient security related information collection.

  • Support the Country Director and Area Managers in the security watch; Liaise regularly with field staff to monitor context evolution;
  • Follow the evolution of local, national, regional and international context;
  • Support the diversification of information sources and capitalize information about key contacts;
  • Develop her/his own networking in order to gather and cross check information coming from the field;
  • Provide context analysis, potential scenario and mitigation measures through regular reporting;
  • Ensure the link with the Country Director, Area Managers and the HQ Security Advisor to share and strengthen analysis;
  • Ensure that the program is in-line with HI’s security policy;
  • Insure the development, update and implementation of the security system for HI in the countries (procedures, documents and tools);
  • In coordination with AMs and Field staff, Evaluate, review and update all Iraq security pack tools and documents. Ensure that the practical preparations are in place and known to all staff involved;
  • Follow up the application of security procedures, analyses and formalized lessons learnt to Country Director and Area Managers;
  • Propose to Country Director and Area Managers improvements for the management of security in the program and participate to the planning of security procedures implementation;
  • Provide feedback and advice on security risks, as well as resources, security documents, strategies and good practice for security management of the HI activities into country including direction for future project proposals;
  • Conduct regular field visit for security assessments and to support mission bases/offices;
  • Provide support to Incident Management Support when needed and relevant;
  • Track HI’s acceptance among the community, ensuring an active acceptance strategy is in place.
  • Conduct crisis management simulation exercises
  • If required, support the mission in conducting security assessments of new areas of intervention;
  • Advice on Safety and Security Management the CD in specific occasions as requested, or the interim CD in case of absence;

 

  1. Representation and coordination
  • Represent HI in bilateral meeting with humanitarian actors and with local actors when requested by the Country Director;
  • Maintain and expand HI’s network of contact with key staff of INGOs or UN agencies specialized in analysis and security and with security access referent of other governmental entities if required;
  • Maintain regular contacts with INSO and manage INSO portal;
  • Maintain regular discussion and organize regular updates on security and context with the HQ security advisor.
  • Liaise and coordinate with support services Managers to ensure proper capacity, resources and assets are available for security follow-up at mission level

 

  1. Training and management
  • Assess risk behaviour from HI staff (national and international) of the mission;
  • Develop and/or update training packages on safety and security plans/SOPs and related security management issues, and deliver to HI security management staff
  • Organize and provide extensive training on any security related issues to all HI staff; induction for newcomers, regular briefing for international and national staff on security rules and procedures and any other specific training for staff.
  • Coach, train, and mentor staff with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance
  • Supervise and mentor direct-report staff, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and providing documented performance reviews.
  • Promote and monitor HAS department staff care and well-being; approve and manage all leave requests to ensure adequate coverage.
  1. Reporting:
  • Contribute with inputs to sitrep and SMT Meetings
  • Provide quality reporting in case of incident (online application system)
  • Participate with inputs in any relevant document preparation (proposal, report, assessments internal or external visits…)

 

  1. Humanitarian Access
  • Continually analyse the humanitarian context, identifying challenges to access, opportunities for improvement, and key actors
  • Support CD and AMs in creating a program-specific strategy for improving humanitarian access
  • Support CD and AMs in dialogue and negotiations to obtain access with authorities and key stakeholders
  • In coordination with Country Director, and Area Manager organize and lead the preparation of exploratory visits and the opening of new areas.

PROFILE SOUGHT

 

-Qualifications/training:

Essential:

  • A Bachelor degree is required, a Master’s degree in relevant field is a plus.
  • A recognized security management qualification
  • Experience in capacity building.
  • At least 3 years of professional experience in security management and context analysis in insecure environments with humanitarian INGOs;
  • Additional professional years in project, program and/or base management in different humanitarian settings and different intervention sectors are a strong asset
  • Proven experience in producing quality reports and documents, including maps
  • Knowledge of English and Arabic (oral and written) is mandatory; Kurdish is a plus
  • Strong IT skills, including the use of different communication devices, computers, GPS and mapping software
  • Effective communication, analytical and problem solving skills
  • Strong interpersonal and intercultural skills
  • Ability to work in a multicultural environment and in a multidisciplinary teamwork.
  • Ability to work under high pressure, in a flexible way
