GAVI Alliance

Gavi, the Vaccine Alliance is a public-private partnership committed to saving children’s lives and protecting people’s health by increasing equitable use of vaccines in lower-income countries. In June 2019, the Gavi Board approved a new five-year strategy (‘Gavi 5.0’) with a vision to ‘leave no-one behind with immunisation’ and a mission to save lives and protect people’s health by increasing equitable and sustainable use of vaccines. Building on successes of the previous strategic periods Gavi 5.0 has several key shifts to deliver on its mission, including: • A core focus on unreached and under-immunised children with equity as the organizing principle; • More differentiated, tailored and targeted approaches for Gavi eligible countries; • An increased focus on programmatic sustainability; • A stronger emphasis on supporting countries in prioritising vaccine introductions, including COVID 19; • Providing limited and catalytic support for select former and never Gavi-eligible countries.

Gavi has committed to increasing immunisation coverage by supporting countries to overcome gender-related barriers to accessing immunisation services and promoting equity of access for all genders to immunisation and related health services that respond to their different needs.

Every year, the Alliance provides hundreds of millions of dollars in health system strengthening (HSS) grants and technical support to help countries strengthen their health systems and immunisation programmes, achieve sustainable improvement in the coverage and equity of immunisation with a particular focus on reaching zero dose children. The HSIS team works closely with other Secretariat teams, especially the Country Support team, and a diverse range of Alliance partners (especially WHO and UNICEF) and NGOs to help countries design and implement this support. Within the Secretariat, the team leads work with partners to develop programmatic approaches in areas including equity, supply chain, data, demand, gender, community engagement, immunisation workforce and programme management; provides hands on support to help countries and Secretariat teams design Gavi’s grants; and to monitor performance and capture and disseminate lessons learned.

The Health Systems Planning, Management & Performance sub-team is a new team within HSIS, which brings together several existing functions from across the Secretariat. It works with Senior Country Managers (SCMs) and partners to ensure that Gavi’s grants are strategic, data-driven and contribute to strengthening the equity and sustainability of immunisation programmes. The sub-team includes: • Senior Managers, Country Health Systems, who provide dedicated health systems expertise and support to SCMs and countries to help ensure that all Gavi support is used strategically and effectively to reach zero-dose children and missed communities and strengthen health systems; • Senior Managers leading efforts to enhance leadership, management and performance of routine immunisation programmes and health workers in countries; enhance the use of data for planning, monitoring and management, and scale up digital health information systems.

THE ROLE As Senior Manager, Health Systems Programme Monitoring & Learning (M&L), key functions include: • Act as the resource person for HSIS focal points in the development and roll out of country level M&L plan; • Coordinate closely with other colleagues in HSIS to develop a coherent approach to the use of monitoring and data in the design and management of immunisation programmes; • Support monitoring of country and portfolio-level investment of Gavi’s HSS programmes; • Provide technical expertise, guidance and capacity-building for Secretariat country teams; • Support learning and continuous improvement of the Alliance’s approach to enhancing equity and sustainability of immunisation programmes and strengthening health systems.

MAIN DUTIES

• Act as the resource person for HSIS focal points for development and roll out of country level M&L plan: guide Country teams including HSIS colleagues and Senior Country Managers for developing robust theories of change and monitoring and learning plans as grants are being designed, and provide quality assurance and related tools (with potential to engage deeply in selected countries if required); • Support the monitoring, evaluation and learning framework for Gavi’s approach to strengthening immunisation programmes and health systems especially during Joint Appraisals; • Lead coordination between HSIS and MEL team on measurement and learning, supporting country teams to implement MEL frameworks and tools and providing feedback to MEL team on lessons learned and required course correction; • Work with HSIS country focal points to develop and conduct standardised portfolio and country analyses and generate insights, and help translate advanced analytics conducted by the MEL team to inform HSIS programming; • Plan and manage global / regional data investments to support strengthening of countries’ data use, analytic capacity and learning, in close coordination with MEL team and SFA leads; • Ensure that excellent monitoring and learning approaches are mainstreamed into all HSIS strategies, guidance and investments; • Work closely with Senior Manager, Programme Performance & Health Workforce Management to ensure that monitoring, evaluation and learning strategies are mainstreamed into efforts to strengthen programme planning and data use; • Work with the HSIS Team in developing country stories and case studies to supplement learning; • Help build monitoring, evaluation and learning capacity of HSIS country focal points and country teams and be available to provide in-depth expertise and engagement in selected countries as requested; • Other duties and activities as required.

ACADEMIC QUALIFICATIONS

• University degree in Public Health, Social Sciences, Health Systems, Management, Strategy, Business Administration or related fields is required; Masters is a plus.

WORK EXPERIENCE

• Minimum of 8 years of experience in roles working on monitoring, evaluation learning in public health is required; • Experience working at both global level and in lower middle income countries is required, including at least 3 years based in a Gavi-supported country working on strengthening data availability and use; • Demonstrable experience in advanced data analytics is required both qualitative and quantitative; • Strategic programme design, project management, managing partnerships and multi-stakeholder task forces is highly desirable; • Proven experience working in diverse, multi-partner environments; experience of working in both public and private sectors is an asset.

SKILLS

• Technical: o Excellent knowledge of public health monitoring, evaluation and learning methodologies and implementation is essential; o Excellent quantitative and qualitative analytic skills, with ability to evaluate and synthesise complex challenges; o A utilisation-focused approach with demonstrated ability to deliver evidence for learning, decision-making and planning. • Distinctive strategic thinking and problem-solving skills; • Proven ability to translate complex concepts and new ways of working into action at scale; • Excellent organisation and coordination capabilities, including demonstrated ability to prioritise; • Excellent collaboration skills and demonstrated ability to work across multiple, multisectoral teams and organisations in pursuit of a common goal; • Understanding of gender responsive and gender transformative programming in a variety of country settings is an asset; • Proven ability to work under pressure and meet tight deadlines; • High sense of responsibility, efficiency, reliability and results-focus; • Compelling oral and written communications; • Demonstrated ability to engage credibly with senior counterparts across multiple sectors; • Diplomacy, tact and discretion.

LANGUAGE

• Written and spoken fluency in English; • Fluency in French strongly desired; • Fluency in Portuguese and other languages of Gavi-supported countries an asset.
