Organizational Setting

The Office of Internal Oversight Services (OIOS) comprises four main functional areas: internal audit, investigation, management services and programme evaluation. In accordance with its Charter, OIOS provides the Director General and IAEA managers with objective, independent and systematic assessments for the purposes of improving the efficiency and effectiveness of programme delivery, and ensuring accountability, sound governance, risk management and internal control, and good management practice.

Main Purpose

As a member of the Internal Audit and Management Services Group, under the general direction of the Director of OIOS, the Senior Management Services Officer provides independent and objective advisory services to IAEA managers to improve the maturity of management systems and tools, and to continuously strengthen the IAEA’s organizational fit-for-purpose and effectiveness, efficiency and operational excellence, in compliance with the OIOS Charter.

Role

The Senior Management Services Officer is (a) a project manager, leading and executing the planning and implementation of advisory engagements; and (b) a senior professional, coaching advisory engagement teams and peers to deliver advisories to senior management to help ensure that the IAEA remains a reliable steward of public resources and continuously pursues operational excellence in its management systems and other activities.

Functions / Key Results Expected

The Senior Management Services Officer performs a key role by bringing a systematic, disciplined and objective approach to the continuous improvement of management systems and tools and business processes, and to improving organizational effectiveness. To achieve this, he/she will:

Proactively engage with IAEA senior managers and review the result of previous OIOS work as an input to the development of the work programme of the Management Services function.

Take a proactive role in identifying emerging issues where the Office could contribute to improving the effectiveness and efficiency of management systems, tools, processes and policies.

Plan, conduct and report the results of advisory engagements in one or more of the following areas: workflow and processes; organizational structures; policies, procedures and practices; benchmarking against good practices of other organizations; governance; and resource utilization (efficiency and effectiveness).

Manage advisories carried out by external experts/consultants to ensure high quality fieldwork and recommendations.

Provide guidance and coaching to more junior team members of the Management Services function. When required, the Senior Management Services Officer acts as a quality assurer of the work conducted by other Management Services team members.

Monitor the implementation of Management Services recommendations, providing ongoing advice and guidance as appropriate to senior management in client divisions/offices.

Advise the Head of the Internal Audit and Management Services Group, the Director of OIOS and IAEA senior management on the adequacy and effectiveness of the above advisory service products, recommending improvements where needed.

Required Expertise

  • Internal Oversight Advisory Services and Management Reviews In-depth knowledge of modern leading practices in, inter alia, results-based management, change management; project management; financial resource management; human resources management; and risk management.
  • Management and Programme Analysis Business Acumen Ability to understand programmatic functions and business models and apply them to managing and measuring results.
  • Management and Programme Analysis Development and Implementation of Management Systems In-depth knowledge of results-based management as management system, with particular reference to the development, review and improvement of result metrics and indicators.
  • Finance Enterprise Resource Planning (ERP) system Ability to assess the procedures and operations under review and to propose organizational or procedural changes that may have a significant impact on the operations under review.

Qualifications, Experience and Language skills

  • Advanced university degree in business/public administration, engineering, economics, or another relevant advanced degree in related disciplines. A first university degree with three additional years of relevant experience may be accepted in lieu of a Masters degree.
  • Minimum of seven years of relevant professional experience as management advisor in top-tier consulting firms or internal advisory services’ teams within international organizations.
  • Minimum of five years of experience as adviser supporting the planning and implementation of major organizational changes in large public or private organizations.
  • Hands-on experience in assessing maturity of management systems, tools and business processes and/or in developing tailored, realistic solutions and improvement plans for management consideration is an advantage.
  • Excellent presentation and communication skills, particularly writing and oral presentation in English.
  • Professional certification(s) in relevant fields (e.g. change management; organizational behaviour and development, finance; audit) is (are) an advantage.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $77326 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 38431*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks’ annual leave, home leave travel, pension plan and health insurance.
