Senior Legal and Compliance Adviser

NCA is operating in an increasingly complex political, security and legal environment. We are therefore seeking a Senior Legal and Compliance Adviser to advise and support navigating donor requirements including protection-related matters for beneficiaries and staff; sanctions and counter-terrorism regimes; data protection laws including GDPR and; other relevant international and national legislation. It is expected that the position will help strengthen NCA’s compliance and contribute to upholding all NCA operations, and adherence to human rights, humanitarian, transparency and anti-corruption principles.

With an annual budget of NOK 1 billion, NCA implements humanitarian aid, long-term development, and advocacy initiatives in 20 countries globally. NCA is funded by a range of Norwegian and international private and institutional donors. The right person is systematic and has an analytical legal approach, a strong commitment to international humanitarian and development work and contributes to a positive working environment. The position is placed in the Department of International Programmes, reporting to the Head of the Institutional Partnerships and Grants Division.

As our Senior Legal and Compliance Adviser, key tasks will be:

• In collaboration with the Head Office donors and partnerships team, grants, programme and finance staff, provide advice, make recommendations around compliance and risk management, and ensure that NCA’s regulations and frameworks are in line with international and national laws and regulations as well as donor requirements.
• Monitor, analyse and maintain an overview of relevant international laws and regulations and donor compliance regulations, document how they may impact NCA’s International Programmes, and provide recommendations for how to address them and disseminate information throughout NCA.
• Keep updated on international regulations related to sanctions with special emphasis on the United Nations, the United States and European Union, and contribute to developing and implementing related policies, standards, templates and procedures.
• Coordinate and communicate with other experts, networks and donors on matters related to legal compliance including sanctions and Prevention of Sexual Harassment, Exploitation and Abuse (PSHEA).
• Follow developments related to data protection and legal frameworks, including GDPR, and lead NCA’s work on strengthening its data protection measures and maintaining contact with the Norwegian data protection agency, Datatilsynet.
• Contribute to increasing NCA’s organisational knowledge and learning on legal matters.

Qualifications:

• A master’s degree in law;
• A minimum of 3-5 years professional experience in project work or working with legal matters in a large organization or an international aid organization;
• Knowledge and background in international law;
• Knowledge of compliance and risk management, and data protection is an asset;
• Knowledge and experience in contractual law and negotiation in an asset;
• Excellent written and oral communication skills in English; Norwegian and French language skills are an asset;
