CONTEXT

MSF’s aim is to provide impartial assistance, on the basis of need alone, regardless of ethnic origin, gender, creed or political affiliation. To maintain its independence from political interference, MSF relies on donations from individuals around the world for at least 50 percent of its income. This private funding gives MSF the freedom to respond to the greatest needs as fast as possible.

The MSF movement is built around five operational directorates supported by MSF’s 21 sections, 24 associations and other offices together worldwide. MSF OCB (Operational Center Brussels) is one of those directorates. The operations are implemented by field teams. The field operations are guided and supported by mission coordination teams and Operational Cells, Regional Support Teams, the Emergency Unit and other departments supporting operations.

PURPOSE

The objective of the function is to provide MSF OCB with a solid remuneration system enabling to attract, motivate and retain profiles needed for the association to lead and manage its operations. The scope includes all employee statuses, national (HQ, Out-of-Brussels and national staff in the field) and international.

It means building and maintaining an equitable and fair system to ensure a balance between cost effectiveness, the capacity to attract and retain the best elements, and the MSF associative culture.

The work done in OCB follows the international common frame of the MSF movement, meaning the remuneration system needs to be defined in an operational perspective but also in the objective of alignment between all MSF sections.

One of the main stakes is to ensure equity and develop as much as possible mobility between the different statuses.

As an expert in this position, the Compensation and Benefits (C&B) Referent manages compensation & benefits questions in the organization for all OCB staff. S/he anticipates and identifies compensation and benefits challenges / risks for the organization; he/she monitors current processes, makes propositions regarding the definition or review of remuneration principles, and oversees, together with the team, the consistency in its implementation.

RESPONSABILITIES

  1. Monitoring and review of remuneration and benefits

  • To oversee the different remuneration and benefits systems, ensuring its consistency (between status, missions within OCB and the other MSF sections) and efficiency
  • To monitor and adapt when needed the implementation of the international policies in the mission and section entities
  • To propose any adaptation if required in link with the other sections
  • Be the focal point for OCB in the Intersection meetings regarding remuneration and benefits for International Staff and HQ entities. To inform, train or give support to the relevant actors within OCB on the concerning policies for these categories
  • To participate actively in the intersectional working groups on Remuneration. Escalate, provide feedback, and/or identify risks for OCB in the frame of Rewards Review
  1. Develop, adapt and/or implement a remuneration frame for OCB Hubs, Out-of-Brussels roles and other hybrid roles

  • Propose packages for specific hybrid roles in line with the existing guidelines/practices
  • Develop remuneration guidelines for hubs/hybrid roles when non existing
  1. To liaise with the administration circle experts & HQ HR business partner on the contractual frame

  • To ensure its implementation and adaptation when needed
  • Alert counterparts when no adapted frame exists
  1. Oversee and act as support for C&B officers that focus on locally hired staff (coaching & support role)

  • Organize in line with the Deployment hub the priorities for the team
  • Organize the support to the relevant actors with the adequate tools within OCB according to the need
  • To accompany the officers in supporting operations (cells/missions/field) in the translation of remuneration principles into a concrete and efficient remuneration system
  • Act as back-up for the officers or as second line support for more complicated cases where no precedents exist.
  • To confirm/double score new function (in link with the Intersection for the field)

REQUIREMENTS

Education

  • Three years post-secondary diploma or bachelor’s degree in human resources, business administration, finance or related field

Experience

  • Minimum 5 years’ experience in an HR technical and/or specialist function related to Compensation & Benefits
  • MSF or iNGO experience mandatory

Competences

  • Ability to work independently with minimal supervision
  • Excellent critical thinking and problem-solving capacity
  • Excellent computer skills: Word, Excel is compulsory. Homere is an asset
  • Pragmatic, rigorous & diplomatic
  • Service-oriented

Languages

  • English & French essential

CONDITIONS

  • Expected starting date: 1 October 2022
  • Location***: Brussels (Belgium) with possibility for some homeworking days per week. Eventual other location within a time zone difference of maximum +/- 2 hours and where there is a MSF contracting office could be discussed
  • Eventual field visits possible
  • Contract type: Fixed-term contract
  • Contract duration: 12 months – Full time
  • Salary according to MSF-OCB HQ grid
