Background

iMMAP is implementing a project funded by the Swedish Red Cross for a period of 9 months. Since March 2018, the Swedish Red Cross and iMMAP have together partnered in the aim of improving the information management capacity of the Iraqi Red Crescent Society (IRCS). The project, run from iMMAP office in Baghdad, aims at supporting the Iraqi Red Crescent Society (IRCS) in developing its Disaster Risk Reduction / Disaster Management capacities through the creation and implementation of a DRR-DM web GIS platform. 

 

Description of duties

The principal objective of the position is to ensure the overall success of the project, and see that deliverables arrive on time, on scope, on budget, within required quality levels, and in line with donor requirements and based on beneficiary needs.

PROJECT MANAGEMENT

·       Project planning: the Senior IMO ensure, with the support of the Program Coordinator and Technical advisors working on the project, that a project implementation plan is defined and followed.

·       Project Monitoring:

o  The Senior IMO ensure, with the support of the Program Coordinator and Technical advisors working on the project, the project monitoring and progress as per the work plan, anticipate and mitigate risks and issues, and where necessary ensure preventive and corrective actions are taken.

o  The Senior IMO documents project implementation through the dedicated tools and update the head office accordingly.

o  The Senior IMO provides regular and timely updates on progress and challenges to supervisors and other team members.

·       Compliance:

o  The Senior IMO ensures project records and documents required as means of verification of project activities are adequately collected, compiled, and archived according to iMMAP procedure and donor requirements.

 

INFORMATION MANAGEMENT & CAPACITY BUILDING

·       Liaise with other relevant stakeholders to build information-sharing relationships for gathering reliable data suitable for operational use.

·       Advise and assist the IRCS and stakeholders to identify, design and implementing data collection tools at the field level.

·       Manage the implementation of structured data analysis methods by improving standard work procedures and fostering a culture of data quality within the IRCS.

·       Is responsible for the administration of relevant datasets in the web GIS platform as well as user access permissions based on IRCS requirements.

·       Assist the IRCS to define minimum data standards and metadata requirements for all maintained data.

·       Support the IRCS and stakeholders in identifying gaps in data and information relevant to Iraq operations.

·       Assist the IRCS with the development of geoprocessing models, maps, applications, and dashboards for operational use.

·       Is responsible to advise the IRCS and stakeholders on information management best practices, geospatial functionalities, and technical requirements.

·       Assist and support the implementation of training, meetings, conferences, workshops, and all IM activities planned by the IRCS.

·       Provides on-site technical/capacity-building support in the use of the GIS platform tools, geospatial data, raster data, and related information management technologies in use by the IRCS.

SECURITY

·       Ensure regular coordination with iMMAP’s security department.

·       Assess and review the security status of identified areas of operation in close coordination with security focal points.

·       Ensure security plans and protocols for the areas of operation and for the project are adequately followed.

·       As part of the iMMAP commitment to organizational learning, and in support of the understanding that learning organizations are more effective, efficient, and relevant to the communities they serve, it is expected that the IMO will commit 5% of his time to learning activities that benefit iMMAP as well as individual professional development.

ACCOUNTABILITY TO BENEFICIARIES

·       iMMAP team members are expected to support all efforts toward accountability, specifically to beneficiaries of iMMAP programs, and to international standards guiding international relief and development work while actively engaging beneficiary communities as equal partners in the design, monitoring, and evaluation of field projects.


Qualifications & Preferred Skills

 

REQUIREMENTS

EDUCATION

  •  Bachelors or master’s degree in GIS, Software development or information system preferred.

EXPERIENCE

  • Minimum of 1 year experience in program management required; or equivalent combination of education and experience.
  •  At least 5 years experience in similar functions in international humanitarian or development aid.
  •  In-depth knowledge of Information Management and GIS software, and computer networks, Good Knowledge of related hardware and peripheral equipment.
  •  Demonstrated experience in capacity-building projects and/or systems strengthening projects.
  • Experience in the DRR-DM project is an advantage.
  •  Experience in Monitoring and Evaluation is an advantage.

SKILLS

Strong analytical skills, and apt at turning abstract discussions into concrete ideas.

 Demonstrable highly developed written and oral communication skills.

 Ability to develop and carry out work plans and solve problems independently.

 Ability to perform well on tight deadlines, flexible attitude.

Ability to work based on objectives.

Fluency in written and spoken English and Arabic is required.

Knowledge of computer applications, in particular proficiency required in MS Office.
