TITLE: Senior Humanitarian Officer – Pattani

TEAM/PROGRAMME: Programme Operations Department

LOCATION: Pattani field Office

CONTRACT LENGTH: Short term (6 months contract)

ROLE PURPOSE:

The post holder will be part of Humanitarian response team. The post holder is expected to collaborate across sectors of intervention and with a cross function approach. Save the Children Thailand has extensive experiences in Child Poverty, Child Protection and Education in emergency. We are an agency, delivering humanitarian and development programming. Senior Humanitarian Officer will play a critical role in managing, planning, and coordinating our humanitarian program in the Deep South through the provision of technical and coordination support to local partners (CSOs). The role will be responsible for driving and delivering the humanitarian aids to Flood effected population in Narathiwas and Yala provinces. The role will report to the Humanitarian Coordinator and work closely with Humanitarian Manager.

SCOPE OF ROLE:

Reports to: Humanitarian Coordinator

Budget Responsibilities: N/A

Role Dimensions: work with Humanitarian response team across functions (Field offices, MEAL, Operation, Supply Chian, and Finance. The post holder will be based in Save the Children’s Pattani office.

KEY AREAS OF ACCOUNTABILITY:

Project management:

  • Manage the project’s grant, ensuring donors’ compliance through proper tracking of reporting on activities, training and monitoring of project delivery and quality.
  • Implement project activities to ensure that they are taking place on time and within budget. Also ensure that project partners are closely coordinated so that the team has a shared vision and understanding of goals and progress in meeting them.
  • Serve as a focal point for Humanitarian project at field level and regularly liaise with local government in order to share updates, collaborate on deliverables, and consult on approaches.
  • Assist to budget holder in managing the project budget, including those of the budgets of local partners, to ensure that resources are utilized efficiently.

Planning, Reporting, Monitoring and Learning (MEAL):

  • Ensure that all project data is properly and regularly collected according to MEAL essential standards.
  • Collect and compile project data based on the standard formats and submit regular reports capturing learning and project indicator data
  • Planning CVA project activity in consultation with Child Poverty Sector lead according to SCT SOP
  • Contribute to the preparation and dissemination of internal and external reports and presentation
  • Ensuring team reviews of results and program progress and/or project evaluation including monitoring of partners project progress

Humanitarian Coordination & External Representation:

  • Represents Save the Children within Deep South humanitarian coordination mechanisms, including relevant cluster meetings and taskforces; as well as NGO fora and working Groups.
  • Proactively engages in relevant fora and working groups to achieve systemic change within the humanitarian community in alignment with Save the Children’s strategic goals.
  • Represents Save the Children in donor meetings and visits. Maintains regular engagement with key donors in Thailand.
  • Proactively engages with local NGOs and CBOs
  • Represents Save the Children with high-level authorities officials at both the national and provincial level, especially in relation to emergency preparedness and response.

Integrity:

QUALIFICATIONS

  • Thai Nationality
  • University degree in one of the disciplines relevant to the following areas: Emergency Management, Public health, Disaster relief services, International Relation, Education, Social Sciences, or a field(s) relevant to Humanitarian and international development assistance

EXPERIENCE AND SKILLS

Essential

  • Minimum of 2 years’ experience in humanitarian roles with an NGO, to include a minimum of 1-2 years in field-based roles within a challenging or insecure context.
  • Excellent coordination and interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels and with a range of stakeholders. Proven external coordination and representation skills.
  • Good knowledge of humanitarian principles and standards, and thorough understanding of key concepts in humanitarian action.
  • Demonstrated capacity to work autonomously under pressure and with tight deadlines; develop and manage own workplan to achieve objectives. Excellent organisational skills.
  • Prior experience in assessment and implementation of humanitarian programming
  • Good command of written and spoken English
  • Understanding of the deep south and southern Thailand context
  • Commitment to the aims and principles of Save the Children, in particular a good understanding of Save the Children’s mandate and child focus.
  • Good knowledge of office practices, procedures and administrative systems including filing systems. Competent in use of Microsoft Office including Word, Excel, PowerPoint and Outlook.

Desirable

  • Highly developed cultural awareness and ability to work well with people from diverse backgrounds and cultures.
  • Experienced in working with local partner or CSOs in the Deep South
  • Ability and willingness to travel domestically as assigned including insecure context
