Global Communities is seeking a Senior Grants & Finance Manager for the anticipated USAID Growing Agriculture and Incomes in Syria (GROW) activity. This five-year, $30-45M program is expected to strengthen agriculture markets in non-regime held areas of Syria. The Activity is expected to increase the earnings of small and commercial farmers by reducing constraints to production, strengthening private sector engagement, improving market access for farmers, and increasing economic opportunities for women and youth in agricultural value chains.

The Senior Grants & Finance Manager provide financial administrative and operational leadership to the anticipated five-year, $30-45 million USAID Growing Agriculture and Incomes in Syria activity funded by USAID. The Senior Grants & Finance Manager will serve as a key expert across several areas, including grants and subaward management, finance and accounting, compliance, ethics, and program support. This role will report to the Chief of Party and will be based in Northeast Syria.

Responsibilities

  • Oversee grants and finance teams to ensure compliant and effective implementation of the Grants under Contract mechanism and all financial reporting.
  • Manage financial tasks in accordance with internal policies and procedures.
  • Ensure the accuracy, legitimacy, and timely submission of accounting documentation and reports to GC headquarters and USAID.
  • Oversee the full sub-award cycle, including selection, pre-award, award, monitoring, compliance, reporting, and closure.
  • Manage the disbursement and liquidation of sub-award expenses.
  • Develop training modules for GUC partners on grant management and financial management.
  • Monitor and report on implementation and performance issues of program sub-awards in coordination with technical and M&E teams.

Qualifications

  • An undergraduate degree in a related field.
  • At least seven years of experience in grants administration, preferably with knowledge of USAID contracts.
  • Understanding of budget and cost control management.
  • Familiarity with USAID policies, procedures, and reporting requirements is required.
  • Experience designing & implementing finance systems and manuals.
  • Demonstrated ability to manage and train staff.
  • Proven record of effective participation on a senior management team.
  • Solid knowledge of software such as Quick Books, and modern accounting systems
  • Must be fluent in English, both verbal and written; Arabic or Kurdish skills preferred.
