R4D seeks a highly motivated and dynamic Sr. Director of Subawards and Procurement to oversee these important functions. In this role, the director will oversee a growing portfolio of vendors and subawards, work to streamline processes and procedures, build capacity among R4D colleagues, and ensure compliance with R4D policies and donor rules and regulations.

This position will be remote and based in Washington, DC; London; Addis Ababa; or Nairobi and reports to the Chief Financial Officer.

We seek an entrepreneurial, strategic, and creative individual to help us take this work forward during an exciting juncture of rapid growth. Previous experience leading contracting with vendors, sub awarding for a US entity, managing a team (3 staff), strong verbal and written communication skills, and an ability to think creatively and strategically about how to improve organizational systems and practices is required. Knowledge of procurement processes, grants management, and prior experience managing USAID, FCDO and BMGF subawards, is also desired.

Responsibilities

  • Lead the Subaward and Procurement Team to provide support to program teams in planning, negotiating, and issuing subawards in compliance with R4D policies and funder requirements.
  • Ensure streamlined subaward and procurement processes to boost efficiency and ensure compliance with donor rules and regulations – with a particular focus on USAID and FCDO compliance.
  • Engage with program and other stakeholders on a wide range of subaward compliance questions, including but not limited to client relations, contractual, financial, subaward monitoring, and general compliance matters.
  • Advise R4D teams globally on questions and challenges related to subaward administration and purchasing.
  • Establish internal control systems, quality assurance, and protocols monitoring and oversight of subawards to ensure compliance with subaward terms and conditions, donor regulations, and R4D policies and procedures.
  • Lead the development, continuous improvement, and implementation of R4D’s procurement systems, policies, and operating procedures.
  • Develop and/or update R4D’s subaward templates and tools, and provide related oversight and guidance to R4D’s new and/or ongoing projects that have subawards
  • Provide oversight for and contribute to the development and roll out of new and/or updated policies and guidance manuals related to compliance and project management.
  • Develop and implement training and mentorship plan for direct reports, program management teams, and country program offices in the areas of procurement policy and best practices, subcontracting, and R4D’s standard of business ethics.
  • Assist in the identification, recruitment, and management of consultants and sub awardees as necessary, and improve overall organizational sourcing processes.
  • Contribute to workstreams to increase procurement from U.S.-based minority, women, veteran, and disabled-owned vendors.

Qualifications

  • Undergraduate degree in business and/or public administration, management, or a related field; master’s degree preferred.
  • Minimum 10 years’ experience in management of international development activities with increasing levels of responsibility.
  • A minimum of ten (10) years of progressively responsible experience in a management role focused on subcontracting, subaward management and/or procurement
  • Experience in supervising complex, high-speed, and challenging global organization working in developing countries.
  • Experience starting up and operationalizing multimillion-dollar field-based projects, including in areas mobilizing sub partners, developing subaward templates, and executing partner vetting and vendor selection processes.
  • Experience developing corporate level policies and manuals as well as manuals related to grant and subcontract management, consultant engagement, etc.
  • Experience in budget management and development of subaward cost proposals and negotiations with partners and consultants.
  • Good working knowledge of the development donor regulations (including but not limited to USAID, FCDO, UN agencies, and Gates Foundation) related to grant and subcontract management. Previous experience working with USAID and FCDO grants and contracts strongly preferred.
  • Experience developing and delivering training programs on subcontracting, procurement, and USG purchasing regulations.
