SALARY: This specific role is open to candidates who live and have the right to work in the US, UK, Ethiopia or Kenya. If based in New York, the anticipated starting annual base salary range is $145,000-$155,000. If based in Nairobi, the anticipated starting annual base salary range is KES 14,011,800-16,526,133 . If based in Addis Ababa, the anticipated starting annual base salary range is 4,149,378-4,668,050 Birr .

ORGANIZATIONAL OVERVIEW

The END Fund is the world’s leading collaborative philanthropic investment vehicle dedicated to controlling and eliminating neglected tropical diseases (NTDs). NTDs are parasitic and bacterial infectious diseases – including intestinal worms, river blindness, trachoma, schistosomiasis and lymphatic filariasis – that affect over 1.7 billion people globally. The END Fund’s vision is to ensure people can live healthy and prosperous lives free of the risk of NTDs and has set out to accomplish this by:

– Mobilizing and investing resources for maximum impact,

– Advocating for innovative, integrated and cost-effective NTD programs; and

– Facilitating philanthropic and private sector engagement to end these diseases.

By engaging a community of activist-philanthropists and taking a systems approach, the END Fund works in collaboration with governments, local and international NGOs, pharmaceutical companies, and academic partners on the global campaign to control and eliminate the most prevalent NTDs by 2030.

Since our founding in 2012 through 2021, with our partners, the END Fund has provided over 1.2 billion treatments for NTDs worth more than $1.5 billion. In 2021 alone, we reached more than 118.2 million people with more than 193.7 million NTD treatments. The END Fund works globally in 25 countries, with a primary emphasis in Africa.

ABOUT THE END FUND’S PROGRAMS TEAM

The Programs team is responsible for sourcing, designing, managing, supporting, and monitoring the END Fund’s project investments, which are projected to total more than $30 million in 2021 across three programmatic investment funds: the Flagship Fund, the Deworming Innovation Fund, the Reaching the Last Mile Fund and the Accelerate Resilient, Innovative, and Sustainable Elimination of NTDs (ARISE) Fund.

THE OPPORTUNITY

To strengthen and inform the END Fund’s programmatic investments in support of the organization’s ambitious impact aims and the global NTD agenda, we seek a committed person who will bring a clear vision for enhancing our evidence-based approach to grantmaking, innovation and learning. The Senior Director, Measurement, Evaluation & Learning (MEL) will build on the Programs team’s culture and systems of evidence generation to systematically measure the impact of our evidence-based investments. The MEL Director will strengthen monitoring and evaluation systems, design and implement surveys, mapping and assessments to demonstrate the END Fund’s contribution to global NTD targets and elimination goals. The MEL Director will lead learning across the four investment funds and will contribute to innovative solutions supporting strategy implementation.

The successful candidate will have a demonstrated track record of working collaboratively with technical and non-technical colleagues; supporting capacity building efforts for local partners; engaging with external government officials and leading, supporting institutional adoption of continuous learning. The successful candidate will also host large learning events in pursuit of the learning agenda; will represent the END Fund at technical events and will present the MEL agenda to the board/funders.

As a senior member of the Programs team, the Senior MEL Director will be collaborative as a team leader, as well as a contributing member of the broader organization working to advance the END Fund’s mission. The day-to-day of this position will entail using a strategic lens to strengthen the organization’s advocacy efforts, build partnerships at the national and local level, and coordinate with the national program and implementing partners for the development of program plans and budgets, reviewing reports, and draft programmatic sections of donor proposals. A principle component of this role is translating reported data into other formats for use by other departments, the board as well as externally. The individual must also keep a close eye on programmatic progress, cashflow and disease elimination milestones. The successful candidate will have strong analytical skills and be solutions-oriented with a high attention for detail and ability to juggle competing priorities in a fast-paced environment. This role will be responsible for the management of three direct reports upon hire, with the potential for additional direct reports as resources permit.

ESSENTIAL FUNCTIONS & CORE COMPETENCIES

Monitoring and Evaluation: The END Fund is intentional about evidence-based program implementation, impact measurement and innovative thinking. Rigorous portfolio analysis is central to this intent.

-Coordinate the development of a comprehensive overall monitoring and evaluation framework, toolkits including performance indicators and benchmarks.

-Analyze the entire grant investment portfolio and produce relevant reporting to inform management decision-making

-Coordinate regularly with Programs staff to ensure M&E requirements are understood, completed, and submitted in a timely manner and provide support to staff members and partners to ensure high quality data collection and reporting

-Put in place systems and mechanisms for collecting programmatic data to monitor the development of defined indicators within the Salesforce database and other disease elimination dashboards

-Provide M&E-specific technical training, mentoring, and coaching to EF personnel and partners as appropriate

-Coordinate and commission evaluations of EF programs

Systems and Procedures: The END Fund is committed to continuous improvement.

-Support the implementation of a management information system in Salesforce and other disease elimination dashboards

-Contribute to enhancement of systems and procedures for continuous functional improvement in managing investment grant capital

-Develop new and innovative approaches to program and grant management to enhance effectiveness and efficiency

-Regularly assess implementing partners’ capacities and capacity building needs, and the risk level associated with capacity deficits.

Developing the END Fund as a Learning Organization: The END Fund is a learning organization and is committed to contributing to thought leadership and reflective practice in the sector. In this respect, the role of the PD focuses on:

-Contributing to the organization’s continued focus on impact and results-based metrics

-Lead the development of a learning agenda and strategy and execution for external events, conferences, communities of practice and published papers in collaboration with the programs team Promoting cross-learning between the Programs team and other departments

-Disseminating and promoting the utilization of key research and case studies in the sector and perhaps more broadly

-Promoting the replication of documented best practices among partners

Cross-organizational Activities: The END Fund takes an integrated approach to organizational deliverables and all staff are expected to embrace different tasks to avoid a siloed structure. In this respect, the role of the MEL Director includes:

-Engaging with our donors and the wider NTD community

-Providing support to all parts of the organization for activities that advance the END Fund’s mission

-Any other activities as requested by the Vice President, Programs

EDUCATION AND EXPERIENCE

    • Graduate degree in international development, public health or a relevant discipline
      – 8-10 years relevant experience in international development, including M&E and strategic learning experience
      – Experience in the global health sector, specifically NTDs (preferred but not required)Prior experience managing and leading a team Bilingual English and French language skills preferred
      – Experience with Salesforce and other statistical databases strongly preferred
      – Experience with program design, indicator development, data collection, and quantitative and qualitative analysis
      – Ability to lead implementation of new systems
      – Ability to distill and summarize lessons learned from practice
      – Supports the vision, mission, values, and strategic goals of the END Fund
      – Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability
      – Sensitivity to and responsiveness to all partners, and respectful and helpful in relations with donors and all levels of staff
