Context:

Sexual Exploitation and Abuse (SEA) by aid workers is a violation of human rights and IOM is committed to combat any kind of SEA by its staff related personnel and partners.

IOM’s zero tolerance policy not only applies to IOM staff but also extends to IOM third party contracted staff, suppliers, service providers and implementing partners. With over 16,000 staff and over 6,000 related personnel, operating in 450 Offices, and 165 countries throughout the world, the impact of SEA on victims and within IOM’s operating environments, and the reputational risk it poses for the Organization needs to be addressed and remains a key priority.

The Protection against Sexual Exploitation and Abuse (PSEA), including the prevention of and response to SEA, continues to gain momentum not only within the United Nations (UN) and Interagency Standing Committee (IASC) common systems but also amongst governments, institutional partners, media and the general public.

Over the past decade, IOM has increasingly been seen as a strong player supporting the prevention and response to SEA and Sexual Harassment within the UN, IASC, and amongst the humanitarian community. While significant progress has been made to prevent and respond to SEA within the Organization such as through the development of innovative PSEA trainings, the development of a misconduct platform to report SEA, and extensive interagency collaboration on PSEA, more needs to be done within country and at the programmatic level and the PSEA Officer will support these efforts.

In 2021, IOM developed its strategic approach toward the prevention of and response to and sexual harassment focusing on five priority areas: 1) Leadership and Organizational Culture; 2) Institutional Accountability and Transparency; 3) Capacity-Development, Training, and Communication; 4) Quality and Accessible Victim Assistance; 5) Partnership and Coordination. The strategy includes concrete action across nine broad areas: a) PSEAH leadership; b) human resources (linked to PSEAH); c) building PSEAH capacity of IOM staff and related personnel; d) reporting incidents of sexual misconduct; e) embedding PSEA within programming/projects; f) working with implementing partners, government partners and other service providers; g) communicating and increasing awareness on PSEA within affected communities and amongst migrants and beneficiaries; h) strengthening and building complaints and feedback channels; i) ensuring access to quality victim assistance. IOM also supports interagency efforts on PSEA to ensure collective, coordinated action to prevent, mitigate and response to SEA.

Under the direct supervision of the Senior Coordinator for the Prevention of and Response to Sexual Exploitation and Abuse and Sexual Harassment (PSEA/SH); and, in close coordination with relevant country offices, the Senior Coordinator will be responsible for managing IOM’s Protection from Sexual Exploitation and Abuse (PSEA) response and providing technical supervision to PSEA Officers in select countries.

Core Functions / Responsibilities:

  1. Lead IOM’s overall strategic direction, development, management and implementation of the PSEA response, with a focus in countries that have large resettlement and health assessment programmes.
  2. Coordinate a common PSEA risk management approach as well as solutions, ensuring strong partnerships with UN agencies, NGO partners, government authorities, communities, and other key stakeholders are in place; ensure appropriate PSEA risk mitigation and response measures are embedded within IOM programming and HRM practices within select countries.
  3. Actively support fundraising efforts and coordinate the development of PSEA proposals and budgets within select countries, as well as ensure the mainstreaming of PSEA within IOM project development and budgeting.
  4. Lead the development of localized, contextual communication and awareness-raising strategies and tools to ensure appropriate PSEA messaging and knowledge on prohibited behaviours as well as how to report allegations of misconduct, including SEA, within communities and amongst migrants and with partners in select countries.
  5. Develop a strategic approach to IOM’s PSEA work with implementing partners, including to identify gaps and build capacity; support Country Offices to integrate the approach.
  6. Contribute to the strengthening and development of local, safe and accessible complaint and feedback mechanisms, including for reporting SEA, with documented Standard Operating Procedures (SOPs).
  7. Supervise and provide technical guidance to IOM staff working on PSEA in the respective countries, and ensure the application of a survivor-centered approach to all PSEA activities; develop and implement a strategic approach to increase institutional PSEA capacity across the Region response.
  8. In close coordination with GBV, child protection and other protection colleagues, ensure that IOM Country Offices have mechanisms and referral pathways in place to support SEA survivors.
  9. Coordinate with HQ, Regional and Country-based PSEA, Gender-Based Violence (GBV) and/or Protection colleagues to support the strengthening of GBV and Child Protection Services within Country and/or IOM programming.
  10. Support in monitoring PSEA implementation and prepare progress and other reports; ensure proper information exchange and share best practices within IOM, donors and other stakeholders, including the UN and the IASC.
  11. Coordinate closely with IOM representatives in other sectoral coordination structures to promote and support PSEA mainstreaming during planning, policy development and programme implementation.
  12. Represent IOM in interagency PSEA fora as well as at relevant seminars, meetings and other events.
  13. Coordinate the development of and contribute to reporting on PSEA and communication to highlight IOM’s PSEA work within programming.
  14. Undertake verification and monitoring site visits and duty travel as required relating to coordination of IOM’s PSEA response, liaison with counterparts, problem solving, and adaptation of activities to the different operational contexts as required.
  15. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Law, International Relations, Psychology, Social Sciences, Development Studies and Planning or a related field from an accredited academic institution with seven years of relevant professional experience; or,
  • University degree in the above fields with nine years of relevant professional experience.

Experience

  • Professional experience in the fields of sexual exploitation and abuse, protection,gender-based violence, accountability to affected populations (AAP), and/or humanitarian affairs;
  • Strong coordination experience within the UN system and amongst interagency partners, including governments, NGOs, and communities, particularly on PSEA and/or protection;
  • Experience undertaking risk assessments, in coordination with communities, partners, and UNand other key stakeholders;
  • Ability to develop proposals and budgets and proven experience liaising with donors; and
  • Experience in policy and proposal development and the creation of standard operating procedures and tools.

Skills

  • Demonstrated ability to work across a wide variety of sectors/teams on cross-cutting themes;
  • Good written and oral communication skills, effective in representation and liaison with external partners;
  • Knowledge and understanding of IOM’s institutional approach on PSEA and related strategies, policies, rules and regulations;
  • Ability to organize work, work independently and prioritize work under pressure, coordinate multiple tasks, maintain attention to detail, and coordination with a variety of stakeholders.
  • Knowledge of the UN system and architecture;
  • In depth knowledge of mainstreaming best practices and partnership models to ensure coordination of the same across a diversified range of actors; and,
  • Ability to work with and maintain strict confidentiality, when necessary.

Languages

IOM’s official languages are English, French, and Spanish.
