Context:

Under the overall supervision of the Chief of Mission in Iraq, the general technical supervision of the Head, Mental Health, Psychosocial Response and the direct supervision of the Head, Peacebuilding and Stabilization Division (PSD) in Iraq Country Office (CO), the incumbent will be responsible for the management and implementation of the IOM’s Mental Health and Psychosocial Support (MHPSS) programming in Iraq. The Incumbent will also support other units of Iraq CO, such as Transition and Recovery Division (TRD), Protection, etc. to implement and strengthen Mental Health and Psychosocial Support (MHPSS) programme activities, as required.

Core Functions / Responsibilities:

  1. Ensure that MHPSS programming is integrated into PSD and broader IOM strategic and operational planning in Iraq
  2. Support the timely rollout of MHPSS activities, overseeing project planning, implementation, monitoring, and troubleshooting.
  3. Ensure compliance with IOM and donor requirements, including those related to procurement, budget utilization, and human resources, maintaining close contact with relevant IOM support units.
  4. Develop strategies and tools, including standard operating procedures (SoPs), to strengthen and systematize IOM’s MHPSS activities in Iraq.
  5. In coordination with the Head of PSD and other relevant units, recruit, train, and ensure the close technical supervision of IOM’s MHPSS programme staff.
  6. Support the mapping of MHPSS services in Iraq.
  7. Develop and implement strategies and curricula to strengthen the MHPSS capacity of governmental and non-governmental service providers.
  8. In coordination with the CSU Reporting Officer and Project Development and Support Unit (PDSU) of Iraq CO, oversee the development and maintenance of mechanisms for the timely generation of statistical data on MHPSS services, trends, and activities.
  9. Oversee and be responsible for MHPSS assessments, analyse problems/gaps, and propose/prioritize timely programmatic responses to mental health and psychosocial issues identified.
  10. Ensure coherence between MHPSS activities, other pillars of PSD programming, and the overall IOM response in the area of responsibility, developing joint proposals and proposing adjustments when needed to maximize the collective strategic impact of different activities.
  11. Represent IOM Iraq CO at MHPSS working group meetings and other relevant fora, developing partnerships with governmental and non-governmental stakeholders to ensure strong coordination, information sharing, and government involvement;
  12. Where possible, and in close coordination with the Head of PSD and the Project Development and Support Unit (PDSU) of Iraq CO, liaise with donors in order to represent the progress of activities, gaps, lessons learned, etc.
  13. Support the Head of PSD, PCD, and other relevant units to prepare project proposals, narrative and progress reports, cost modifications, and public information material, as required by project donor(s) and/or IOM.
  14. Ensure gender and protection mainstreaming within all project activities.
  15. Undertake duty travel as required.
  16. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Clinical Psychology, Counselling Psychology, Counselling, Social Science, or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.
  • Participation to IOM Summer Schools, masters or related academic programs in MHPSS and mobility is a distinctive advantage.

Experience

  • Experience in project management and reporting (required);
  • Experience in the design and/or implementation of MHPSS interventions in conflict and/or post-conflict settings (required);
  • Proven ability to supervise, train, and direct staff and manage operations in complex post-conflict contexts (required);
  • Experience in liaising and building effective partnerships with donors, government authorities, and/or other national/international institutions, such as research institutions and local and international NGOs (required); and,
  • Experience in capacity building of local organizations and/or government partners (desired).

Skills

Proven ability to supervise, train, and direct staff and manage operations in complex post-conflict contexts (desired).

Technical

  • Capacity to deliver on set objectives in hardship situations;
  • Capacity to effectively coordinate actions with other implementing partners;
  • Ability to work effectively with local authorities, stakeholders, beneficiaries, and the broader community to advance country office’s or regional objectives;
  • Excellent writing and communication skills.

Emergency and Crisis

  • Ability to work effectively in high-pressure, rapidly changing environments;
  • Capacity to coordinate actions with emergency response actors and making use of coordination structures;
  • Capacity to support adequate levels of information sharing between internal units, cluster partners, IOM and other emergency response actors;
  • Strong ability to establish and maintain effective relationships with implementing partners;
  • Capacity to make correct decisions rapidly based on available information.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.
