Job Summary:

CRS seeks a Senior Coordinator for the anticipated USAID-funded Reaching every at-risk community and household with malaria services (REACH Malaria) global program. The purpose of the anticipated contract is to provide implementation support services and technical assistance to countries to accelerate progress in comprehensive delivery of facility and community-based malaria services, including malaria case management, prevention of malaria in pregnancy, seasonal malaria chemoprevention, health systems strengthening, data collection and use for service delivery, and other malaria prevention interventions. CRS will be a sub to a prime organization and this position will be supervising 3 senior technical staff who will be part of the REACH Malaria’s core team.

As Senior Coordinator, you will provide leadership to the CRS REACH Malaria program team and be responsible for the overall management of CRS and its partners’ activities including the quality of programmatic implementation (including monitoring, evaluation and learning) and administrative elements of the project to serve the poor and vulnerable. You are responsible for ensuring that results are achieved on time and on budget, including strategies for phase out and sustainability, and that the budget is consumed as planned. As a senior leader, you will proactively manage security and mitigate security risks.

RESPONSIBILITIES

Roles and Key Responsibilities:

  • Lead the development, implementation and consolidation of the CRS REACH Malaria program activities, including sharing how the program contributes to the thought leadership of the industry. Provide oversight for all aspects of program quality, program management, representation, and human resources. Serve as the primary point of contact for CRS REACH Malaria activities to prime organization as well as public, private and non-government stakeholders.
  • The Senior Coordinator will provide managerial, administrative, and technical support for project activities including work plan development, partner selection, budget development and monitoring, capacity strengthening with local grantees, documentation and reporting, communications, and monitoring, evaluation, and learning
  • Ensure strategic objectives and results are accomplished and meet technical quality standards through annual and quarterly activity planning and budget forecasts. Lead quarterly technical review of implementation plans.
  • Effectively manage senior programming and operations talent. Manage team dynamics and staff well-being. Provide coaching and mentoring. Strategically tailor individual development plans and complete performance assessments for direct reports. Oversee the development of staffing plans and the recruitment process of senior staff.
  • Coordinate with Monitoring, Evaluation, Accountability and Learning (MEAL) department to oversee the design and implementation of the monitoring and evaluation system, using appropriate forms, procedures, and tools for data collection and analysis as the basis for measuring, documenting and reporting outcomes.
  • Manage and mitigate risk through monitoring national and regional issues that may impact staff and programming. Ensure compliance in USAID/PMI contracts including oversight of partner budgets, finance and administration, and reporting to USAID/PMI. Ensure in-country teams are utilizing/following systems for project development and implementation.
  • Promote, uphold and model a commitment to the efficient use of agency and donor resources. Ensure compliance with USAID/PMI contracts, including financial tracking and oversight of partner budgets, finance, administration and reporting to prime. Approve program expenditures, budget adjustments, and cost modification requests to donors. Assist in-country teams with workplan and budget development and monitoring.
  • Oversee the development of communication strategies and materials, complying with USAID and CRS’ branding and marketing requirements and procedures.
  • Coordinate relationships with partner organizations, including organization of review/planning workshops. Contribute to coordination of roles and activities of staff from partner organizations in implementation in line with CRS partnership principles.
  • Create and maintain proper conditions for learning. Establish a safe environment for sharing of ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to deficiencies. Identify performance gaps and training opportunities for REACH Malaria and partner staff and ensure the design and delivery of high-quality training and technical assistance.

QUALIFICATIONS

Basic Qualifications

  • Master’s degree in International Development, International Relations, Public Health or a related field. PhD preferred.
  • 7 or more years’ relevant management and technical experience.
  • At least 5 years’ experience managing donor funds, including large scale development or multi country grants, preferably focusing on USAID health projects.
  • Strong knowledge and experience in budget management, contractual and procurement compliance, client relations and knowledge of client. Demonstrated leadership providing financial and/or compliance support on a project management team.
  • 5 years of staff management experience and abilities that are conducive to a learning environment. Experience coaching senior program staff.

Required Languages – English required, French preferred

Travel – Must be willing and able to travel up to 30 %.

Preferred Qualifications

  • Demonstrated experience of successful program management, including management of complex, high-value, multi-country, multi-activity projects, with complicated logistics.
  • Proven ability to successfully manage a geographically dispersed team.
  • Experience engaging partners and strengthening partnerships. Knowledge of CRS partnership strategy a plus.
  • Ability to represent and present at high levels.
  • Experience in MS Office package (Excel, Word, PowerPoint, Visio), Web Conferencing Applications, and information and budget management systems.
  • Prior experience working in sub-Saharan Africa region preferred.
  • Excellent report writing skills.
